Elan Group

“Elan Group” holds no HARERA registration. Search the Haryana register for it and nothing comes back. Eleven registrations carry the Elan name, and they sit across six different companies. The company that carries the brand, Elan Limited, holds three of them, and not one of those three is on this corridor.

Every Elan registration on the Dwarka Expressway belongs to a different entity than the one on the hoarding. The three Sector 106 projects are promoted by Elan Avenue Limited, a company that was called Airmid Developers Limited, under a different CIN and a different board, until a renaming whose date is unpublished. The Sector 84 mall is promoted by Elan Buildcon Private Limited, which is named as a subsidiary of Elan Limited nowhere in any filing reached for this page.

The second thing to know is narrower and more useful. Elan builds in nine Gurugram sectors. Two of them are on this corridor. Sector 106 and Sector 84 sit on the NH-248BB alignment, though not on equally strong evidence, and the difference is set out below. Sectors 49, 50, 66, 67, 70, 80 and 82 do not, and a single field on every HARERA registration settles that in about 30 seconds. That test is set out below and it works on every developer in Gurugram, not only this one.

The two corridor sectors are not one market. Elan asks ₹5.57 crore to ₹16.75 crore for an apartment at The Presidential in Sector 106 and ₹7,700 per sq ft for a shop at Elan Miracle in Sector 84, both observed August 2026, both asking. The section on pricing sets the two sectors against each other with the caveats that comparison needs.

Every Elan registration, and the two sectors on this road

Eleven registrations follow, plus one announcement that is not a project. Four registrations touch the Dwarka Expressway. Seven do not. One development has been announced and cannot lawfully be sold to anyone yet.

Start with the column that matters to you.

  • Buying an apartment on the corridor → entries 1 and 3, the two Sector 106 residential towers, handing over in 2027 and 2032.
  • Buying retail or commercial space → entry 4 on the corridor, entry 2 if you will accept a Sector 106 tower that the register does not let anyone classify, and entries 6 and 8 through 12 elsewhere in Gurugram. Elan is a retail developer that moved into housing, and the register shows it.
  • Checking whether the Elan project you were shown is on this road → the tehsil test two sections below, which settles it for all nine sectors.
  • You saw the JW Marriott headline → entry 5, and read it before you pay anything.

Four registrations on the corridor out of 11. Elan is not a Dwarka Expressway developer that also builds elsewhere. It is a Golf Course Extension and Sohna Road retail developer that has taken four registered positions across two corridor sectors, one a mall it finished in 2017, one a single-tower development it will not classify, and two residential registrations, the larger of them the biggest residential commitment it has made by land and by unit count.

For how that compares against the corridor as a whole, the site’s page on what the corridor’s sectors were asking through 2026 carries the wider rate picture.

One brand, six companies, and why the name on your agreement is not Elan

An Elan brochure says Elan. An Elan hoarding says Elan. The agreement for sale will not say Elan Group, because no such registered entity holds anything.

Here is what the register actually shows.

Nothing about this is improper. Developers across India use project-specific companies, lenders often require them, and the structure is lawful and ordinary. What it does is decide four things a buyer needs to know before signing.

Who your counterparty is. Under the RERA Act, obligations attach to the promoter of the registered project. If you buy in The Emperor, your promoter is Elan Avenue Limited, and a delay claim, an interest award or a refund order runs against that company, not against Elan Limited and not against the brand.

Whose balance sheet stands behind the promise. Acuité’s rating rationale of Sept. 5, 2025 states that Elan Avenue Limited and Elan Imperial Pvt Ltd are wholly owned subsidiaries of Elan Limited. Elan Buildcon, the promoter of the Sector 84 corridor project, is named as a subsidiary in no filing reached for this page. It shares directors and an address with the others and nothing more that is on the record.

What a register search will and will not find. Elan Avenue Limited was Airmid Developers Limited, with a former CIN of U45400DL2007PLC169086 and a registered office at Connaught Place, New Delhi. Continuity is provable three ways: the same incorporation date, overlapping past officers, and the Delhi-to-Haryana shift of the CIN. A buyer searching HARERA orders for “Elan” will not surface anything filed under the Airmid name. The date of the name change itself is unpublished.

Who signs. Ravish Kapoor is managing director on every corridor filing. Akash Kapoor and Gaurav Khandelwal are the other names that recur, and the two Kapoors together operate the escrow account on The Emperor. The current board of Elan Avenue Limited took office on Aug. 25, 2022, three months before Elan The Presidential was registered.

One caution the article will not step around. The aggregator sites disagree wildly on the paid-up capital of these companies, by a factor of 10 in two cases, and the Ministry of Corporate Affairs master data could not be reached. No capital figure for any Elan entity appears on this page, because there is no way to tell which aggregator is right.

If the Elan project you are weighing is one of the two Sector 106 towers, the site’s own Sector 106 project mix and possession dates page lists what else is selling in that sector.

The tehsil test: how to check any Gurugram address in one field

Every HARERA registration in Haryana states the revenue estate and the tehsil the land sits in. That single field settles the corridor question faster than any map, and it is printed on a page anyone can open.

Here is what Elan’s own filings say.

Tehsil on the registrationSectorsRoad systemOn NH-248BB
Kadipur (Sub Tehsil)106Dwarka Expressway sector gridYes
Harsaru ST84Dwarka Expressway, Package 4 legYes
Manesar80, 82NH-48 and the Manesar beltNo
Badshahpur66, 67, 70Golf Course Extension Road, Sohna Road, Southern Peripheral RoadNo
Gurgaon49, 50Sohna Road beltNo

Five tehsils, four road systems, one brand. Elan The Presidential’s Form REP-I states its site as “situated in Sector 106 in the revenue estate of Village Pawala Khusrupur, Tehsil Kadipur, District Gurugram, Haryana.” Elan Imperial’s states Village Nakhnoula, Tehsil Manesar. Those are not neighboring places.

How to run it yourself. Open the Haryana RERA project record for the project you are considering, at haryanarera.gov.in, and read the district, tehsil and village fields. Compare the tehsil against the table above. It takes about half a minute and it costs nothing.

Now the limit of the instrument, stated plainly, because a test you trust too far is worse than no test. Village Hyatpur, the revenue estate of record for Elan Miracle in Sector 84, also covers Sectors 89 and 93, which belong to the Pataudi Road and 84-metre sector-road belt rather than to the expressway. The village of record cannot establish road frontage, and the tehsil narrows the question rather than closing it. What the tehsil does reliably is eliminate. A project in Tehsil Badshahpur is not on the Dwarka Expressway, and no amount of marketing changes that.

Sector 84 is on this road on thinner evidence than Sector 106, and that belongs in the open. Sector 106’s position rests on the registration’s own Kadipur tehsil field and on GMDA road works inside the 102-to-109 sector grid. Sector 84’s rests on three narrower items: The Metro Rail Guy, a specialist route reference, which lists Sectors 83 and 84 among the corridor’s residential sectors, the Haryana Deputy Chief Minister’s announcement of a heliport in Sector 84, reported as located along the Dwarka Expressway, and GMDA’s detailed project report for a flyover at Shaheed Rao Ranjit Singh Chowk in Sector 84, which GMDA itself describes as being on the Dwarka Expressway corridor. No DTCP sectoral plan, NHAI drawing or gazette notification enumerating the sectors on this leg of the road could be reached. GMDA’s own wording is worth reading closely: it describes the congestion it intends to fix as running “between Elan Mall and IMT Manesar”, which places Elan Miracle on the road carrying expressway traffic toward Manesar rather than on the expressway carriageway. Sector 84 is on the corridor. It is not on it in a planning document, because no reachable planning document lists it.

One more thing worth knowing before you take any Elan location claim at face value. Elan’s own project pages for Elan Miracle in Sector 84 and Elan Mercado in Sector 80 both advertise proximity to Golf Course Extension Road. Sector 84 sits in Tehsil Harsaru on the other side of the district from that road, and Sector 80 is in Tehsil Manesar. The copy appears to have been carried over from the Sector 66, 67 and 70 pages, where it is accurate. The developer’s own site gets the road wrong on two of its four delivered malls.

What no source states, and this page will not invent. No government, NHAI or Ministry of Road Transport document gives a distance or drive time from any Elan project to any expressway access point. Every “15 minutes to IGI Airport” and “5 minutes to NH-8” found during research came from a broker page or a developer page, and none of them is repeated here.

What each field in the entries below means

Four conventions, because the register and the marketing measure different things and mixing them produces numbers that cannot be true.

The register states carpet area. The portals state saleable area. Where an Elan Form REP-I gives a unit area at all, it gives it in square metres of carpet area. Two do not give one: Elan Miracle prints no per-unit area, and Elan Town Centre carries no floor-area figure of any kind. Of 26 corridor residential projects checked on the portal that prices them, exactly one states its area basis, and it states saleable area. Carpet and saleable are not the same measurement, and a rate quoted on one cannot be divided into a price quoted on the other. Ask for both figures for your specific unit, side by side.

The area column on a Form REP-I means different things on different Elan filings. On The Presidential, The Mark, Imperial and Miracle, the carpet-area figure in the unit table is a row total for all units in that row. On The Emperor, the same column is a per-unit size. The same promoter filed both conventions. Where this page prints a unit size, it says which convention the filing uses.

A portal date stamp is not an observation date. In nine of 10 Gurugram sectors checked, a major portal’s headline rate stamped “as of August 2026” is identical to the March 2026 row of that same page’s own table, two quarters behind. Every rate on this page is dated to the quarter in the table, not to the stamp. Any dealer microsite quoting an August 2026 rate for this corridor is almost certainly quoting a March figure.

Every document these entries send you to ask for can also be requested directly, from the promoter under your own agreement, from HARERA, or from the Town and Country Planning Department for a certificate memo. The enquiry links below are one route, not the only one.

One string you will see and must not trust. Aggregator sites print identifiers like RERA-GRG-1194-2022. That is a HARERA internal online id with a segment stripped out. It is not a registration number. The registration numbers on this page all begin RC/REP/HARERA/GGM/ or, for the pre-2019 interim registrations, take the form “190 of 2017”.

1. Elan The Presidential, Sector 106

Elan’s first residential project on this corridor and the largest residential project it has registered anywhere. Elan Imperial, entry 6, in Sector 82, is larger by unit count at 1,305, and Elan The Emperor carries the higher filed cost at ₹260,276.71 lakh against this project’s ₹201,650.55 lakh. Largest here means on the ground, not in money. Eight towers on 12.767 acres carved out of a 24.10-acre licence granted in 2012, registered in November 2022 with a form completion date of Oct. 31, 2027.

The regulator charged a fee, then a tribunal ordered it refunded. This is the most substantial thing on the public record about The Presidential, and it went in Elan’s favor.

Elan Avenue paid ₹1,31,21,352 by demand draft on Nov. 14, 2022, seven days before registration, as a late fee levied as a condition of registering the project. It appealed. On Jan. 7, 2025 the Haryana Real Estate Appellate Tribunal, sitting as Justice Rajan Gupta and Rakesh Manocha, allowed Appeal No. 3-MT of 2024 and ordered the amount refunded.

Read what the tribunal actually decided, because it is narrower than the headline suggests. It did not hold that HARERA lacks the power to levy a late fee. It held that this exercise of the power was bad, because no hearing was given, and it noted that the Authority had already refunded ₹3,31,50,000 to Elan Imperial on an Advocate General’s opinion that a late fee does not apply where no project was conceptualized, no construction done, no third-party rights created and no plans approved. The tribunal expressly directed that its order “shall not act as a precedent.” An earlier interim order in the same appeal, dated May 31, 2024, had frozen all HARERA Gurugram late-fee decision-making. No further appeal by the regulator was located.

What the record does not say. The order records no statutory basis and no calculation method for the fee, citing only section 4 of the Act for registration itself. That is a fact about the order, not proof that no basis exists in law.

Eight towers, 880 units, and no floor plan the public can see. The register carries no floor count, no per-unit size, no architect and no contractor. The unit rows are unlabeled, so nobody outside Elan can say from the register how many of the 880 are apartments and how many are something else. Construction started, on the form’s own date, in January 2023, and no quarterly progress report has been published in the three and a half years since. The statutory approvals listed on the filing are the position as at November 2022 and several were then still pending, including the environment clearance and the fire scheme.

Best suited to: a buyer who wants the earlier of Elan’s two Sector 106 handovers, is comfortable that the promoter is Elan Avenue Limited rather than Elan Limited, will take the completion date from their own signed agreement, and will ask for the tower number and the carpet-and-saleable pair in writing before discussing price.

Quarterly progress reportA targeted search found no published quarterly progress report for this registration

The classification cannot be quoted, and here is why that matters. Three separate retrievals of the register’s nature-of-project field across two research passes produced three different renderings: “residential”, “group housing / commercial mixed use”, and “Residential/Commercial (Mixed-use with apartments and shops)”. None is a verbatim quote of a printed value. A field that renders differently on three consecutive reads cannot be quoted, because there is no way to tell which rendering is the page and which is the reader.

So this page describes The Mark by what the register stably records and refuses to attach a label to it. What is stable: one tower on 6.525 acres, 835 units under the combined apartment-and-shops heading, 29,140.39 sq m of carpet, at a filed FAR of 186.95.

One inference, offered as an inference and not as a fact. Elan’s filings state FAR two different ways, and the notation tracks the licensing regime rather than the use. Five Elan filings state it as a ratio under six: the Presidential 1.75 and 1.728, Elan Miracle 1.50 and 1.48, the Emperor 3.69 and 3.69, Elan The Statement 5.12 and 4.825, and Elan Mercado 4.8675 and 4.8624. Three state it as a percentage in the hundreds: Elan Imperial, which nobody disputes is commercial, files 312 and 258.31, Elan Empire files 262 and 261.98, and The Mark files 187 and 186.95. The Mark is in the second group. The remaining three registrations, Elan Epic, Elan Town Centre and Elan Paradise, publish no FAR figure on this page at all, so the split describes eight filings and not the whole portfolio. That is corroborative, not dispositive, and it is arithmetic on the form rather than the register’s own classification. Elan markets The Mark as a retail and commercial destination. This page does not write that HARERA classifies it as anything.

One heading for 835 units, and no way to tell what they are. The register groups all 835 under one generic heading, with no split between apartments, shops and offices, no unit sizes, no booked-or-unsold position, no floor count, no memo number on the building plan approval, and a licence pair whose recorded validity lapsed in 2024 with no published renewal. If you are buying here, the split between residential and commercial in your own tower is a question for the sanctioned plan, not for any published page including this one.

Best suited to: a buyer or lessee who has read the sanctioned plan for the specific unit, wants a Sector 106 address inside a single-tower development, and accepts that the public record does not establish what proportion of the building is what.

Almost eight years is the finding here. The registered date is what a delay claim is measured from. Anything a brochure says about an earlier handover is a marketing statement, and buying on one is an avoidable error.

The 580-against-585 question is settled and both numbers are real. Earlier reads of this filing produced two different totals and it looked like a retrieval error. It is not. The 11 rows sum to 585. The eight large-area rows sum to 580. That 580 is a legitimate arithmetic subtotal of those eight rows and must never be presented as the register’s own label, because all 11 rows carry the same generic heading and nothing on the form says which of them are apartments. If a seller quotes you either number, ask which rows they are counting.

No tower count, no floor count, and no construction evidence at all. No architect, no contractor, and no quarterly progress report 19 months after the form’s own construction start date. Five tower labels appear, running T-10 to T-17 with gaps, which is consistent with a numbering scheme that spans the whole 24.10-acre licence rather than this 4.827-acre registration. The register does not say so and this page does not assert it. What it means practically is that the tower number on your allotment letter decides which registration you are actually buying into, and on a licence carrying two separate registrations that is not a formality.

Configuration and possession detail also sits on the site’s own page for the Emperor’s unit types and handover date.

Best suited to: a buyer with an eight-year horizon who wants the largest carpet areas Elan has registered, has confirmed which tower and which registration their allotment letter names, and accepts that no construction evidence has been published since the project was registered.

4. Elan Miracle, Sector 84

Elan’s oldest corridor asset and its only delivered one. A 396-unit retail colony on 5.91875 acres, registered under interim RERA in 2017 and now carrying occupation and completion certificates on the authority’s record.

Architect, contractor and structural engineerNot stated on the form

The completion date passed and the register shows no extension. Registration 190 of 2017 carried a completion date of 13.09.2023. No extension order, revised completion date or current validity statement appears anywhere on the register, and the detail record’s proceedings table is empty. What the record does show is the certificate trail above.

Three cautions on those certificate dates, and they matter. First, 17.05.2024, 06.09.2024 and 12.09.2025 are portal upload dates, not certificate issue dates. Nobody should write that an occupation certificate was granted in May 2024. Second, Elan’s own disclosure cites an occupation certificate dated 15.03.2023, six months before the registered completion date and 14 months before the portal upload. The certificate PDFs are unreachable, so the link between Elan’s cited memo number and the portal’s uploads is unverified. Third, two separate occupation certificate uploads four months apart is consistent with a partial certificate followed by a second, but the record does not say that and this page does not assert it.

What the mall actually contains, which is the part no register carries. Retail & Leisure International, April 28, 2025, documents PVR INOX operating six screens and 762 seats at Elan Miracle, alongside McDonald’s, Haldiram’s, Zudio, Fab India, Levi’s, MIA by Tanishq, SODHI’s and Intune. A CBRE facilities-management mandate reported at ₹7.5 crore a year in July 2024 names this and Elan’s three other malls as operating assets. That is real, checkable evidence of a trading asset, and it is the strongest delivery evidence anywhere in Elan’s portfolio.

What nobody publishes. No rent per sq ft per month, no occupancy percentage and no stated commercial yield was retrievable for this or any other Elan retail asset. That is a research-access nil result, not a finding that the asset is empty, and on the evidence above it is plainly not empty. If you are buying a unit here, the rent roll and the vacancy position are questions for the seller and the facilities manager, and the answers are not on any public page.

Not one unit size on the register, against 396 units. The register prints 396 units, no unit sizes and no building table. The only booked-and-unsold split on the record is from December 2019, nearly seven years old. The certificate memo numbers, issue dates and issuing officers are Elan’s own claim in every case.

Best suited to: a commercial buyer who has the certificate covering their specific unit in a readable copy, has asked the facilities manager for the current occupancy and rent roll, and is pricing the unit on its trading position rather than on a per-sq-ft asking rate.

5. The JW Marriott announcement, Sector 106, and what registration decides

On Aug. 24 and 25, 2026, seven named outlets carried an announcement that Elan Group and Marriott International had signed for a JW Marriott Hotel and JW Marriott Residences in Sector 106, Gurugram, on a reported estate of about 50 acres. The Outlook Business report carrying PTI copy on Aug. 24 is the most authoritative of them.

As at Aug. 27, 2026, no HARERA registration for it has been located on the public register, and the promoters state that marketing will follow registration. A search of the Haryana register found no registration naming Marriott or JW Marriott, and no Elan registration in Sector 106 beyond the three already covered above. One limitation on that search is stated here rather than hidden: the register’s public listing renders alphabetically and the block retrieved covered A to E, so a project filed under “J” would not have been caught by that route. The nil result is corroborated by an aggregator and by the promoters’ own statement that sales begin only after registration.

What section 3(1) of the Real Estate (Regulation and Development) Act 2016 prohibits. No promoter may advertise, market, book, sell or offer for sale, or invite persons to purchase, any apartment, plot or building in a real estate project, or any part of it, in any planning area, without first registering the project with the Authority.

What section 59 provides. A promoter who contravenes section 3 is liable to a penalty of up to 10% of the estimated cost of the project. On continued violation, section 59(2) provides for imprisonment of up to three years, or a further penalty of up to 10% of the estimated project cost, or both.

What that means for you, in plain terms. Until this development is registered, there is no lawful pre-launch price, no lawful expression of interest that takes your money, no lawful soft launch and no lawful booking. If someone offers you any of those things on this project today, they are describing something section 3(1) does not permit. The correct response is to ask for the registration number and to wait until there is one.

What this page will not tell you, because nobody has disclosed it. No key count. No residence count. No investment figure. No opening year. No launch date. No price. Two reports gave an approximate acreage for the estate and that figure is repeated here as an announced figure, attributed, and it is not a licensed or registered area. No source states that this is Elan’s first hotel, and no prior Elan hospitality or branded-residence activity was found on the register, on Elan’s own site or in any named outlet, so this page does not claim a first either.

This entry carries no enquiry link. The conclusion of this section is that nothing here may lawfully be sold yet, and an enquiry link would contradict it.

Off the expressway: seven Elan projects on other roads

The seven entries that follow are not on the Dwarka Expressway. They are included because a great many readers arrive here having been shown one of them described as a corridor address, and because Elan’s Gurugram portfolio does not make sense without them. Each names the road it is actually on. Elan’s own site lists a further project, near Aerocity in Delhi. It carries no HARERA registration, sits outside Haryana, and is outside what this page can check, so it is not numbered here.

They are treated at less depth than entries 1 to 4 deliberately. If you came for the corridor, the corridor is above. If you came for commercial space specifically, entry 4 is the only position on this road the register lets this page call retail, and entry 2 is the one it will not classify. Everything else in the retail and office space listed on the corridor belongs to other developers.

The company has a history worth knowing and a history worth not importing. The company registered as the promoter of Elan Imperial was incorporated in 2008 under the name Ambience Infrastructure Developers Private Limited and was renamed in September 2022, which CARE Ratings corroborates. That is a corporate acquisition and a renaming. It is not a reason to attach any Ambience-group proceeding to this project, and none is attached here.

The refund that shaped the Presidential appeal happened here. HARERA refunded ₹3,31,50,000 to Elan Imperial on an Advocate General’s opinion that a late fee does not apply where no project was conceptualized, no construction done, no third-party rights created and no plans approved. The appellate tribunal cited that refund when ordering Elan Avenue’s ₹1,31,21,352 returned on The Presidential.

The authority attached money conditions at registration. The December 2025 hearing record shows a ₹13.4 crore bank guarantee against service plans and two further guarantees of ₹25 lakh each directed. That is on the authority’s own record.

Best suited to: a Sohna Road buyer who has read the collaboration structure, noted that the promoter does not own the land, and takes the completion date from the register rather than the marketing.

Quarterly progress reportA targeted search found no published quarterly progress report for this registration

Two separate authority actions exist on this project and they must not be merged. There is an order dated 27.07.2021 under one online id, and there is registration 80 of 2023 under another. They are different documents about the same land at different stages, and combining them produces a timeline that never happened.

Best suited to: a Golf Course Extension retail buyer. A 1.4625-acre registration inside a 107.919-acre colony means your statutory protection covers a very small slice of what you will be shown on a masterplan.

Leasing evidenceTrade press documents Intune and The Embassy trading here

The authority’s confirmation matters more than the developer’s claim. Until this research, the occupation certificate for Elan Epic existed only as a line in Elan’s own website footer. The Haryana authority’s own record now independently confirms that an occupation certificate and a completion certificate exist and were filed. The memo number, the issue date and the issuing officer remain Elan’s claim alone, because the certificate documents themselves are unreachable.

One adjudicated matter names this project, and the primary order for it was not located. Complaint No. 2360 of 2025, Sushila Devi against Elan Limited, is reported to have produced a split result: the cancellation was upheld and the forfeiture was capped at 10%. The order’s own basis for the 10% is not published, and this page does not supply one. The general rule is separate and worth knowing: the National Consumer Disputes Redressal Commission in DLF Ltd. v Bhagwanti Narula, decided Jan. 6, 2015, treated 10% of the basic sale price as a reasonable forfeiture, applying the Supreme Court’s Maula Bux, (1969) 2 SCC 554, on section 74 of the Contract Act; the Supreme Court declined to disturb the principle in Godrej Projects Development v Anil Karlekar, 2025 INSC 143, on Feb. 3, 2025. Maula Bux fixed no percentage. Whether the Sushila Devi order relied on that line of authority is not stated in the only source available. The primary order in the Sushila Devi matter was not located, and the account above rests on a legal-news report, which is why it is described and not quoted.

Best suited to: a resale buyer who wants a trading Gurugram retail asset with a real secondary market, and who is pricing on the rent roll rather than on a per-sq-ft ask.

10. Elan Mercado, Sector 80

In Tehsil Manesar on the NH-48 belt, not the Dwarka Expressway, whatever Elan’s own page says about Golf Course Extension Road.

Elan’s own claimOccupation certificate ZP-593/AD(RA)/2022/31385 dated 17.10.2022
Asking rate₹16,950 per sq ft, band ₹56.02 lakh to ₹83.00 lakh plus charges, sizes 270 to 400 sq ft, observed March 2026. The page contradicts itself: its own band and sizes imply about ₹20,750 per sq ft, not ₹16,950. Neither figure is repeated here as a rate
Leasing evidenceNone published. No named tenant, occupancy figure or opening announcement was retrievable

The missing occupation certificate upload is a filing gap, not a finding. The register carries a completion certificate for this project, and a completion certificate normally postdates an occupation certificate. Nobody should write that Elan Mercado has no occupation certificate. What can be said is that the authority’s record does not carry the upload, and that the memo number Elan publishes has not been independently verified.

The absent leasing evidence is worth more here than it looks. The same research method that surfaced eight named brands at Elan Miracle and two at Elan Epic surfaced nothing for Mercado. That is a meaningful silence rather than a search failure, and it is a question for the sales desk.

Best suited to: a Manesar-belt retail buyer who has visited on a weekday evening and counted the shutters.

→ Ask what is currently trading at Mercado and on what terms (WhatsApp to [BROKERAGE NAME], RERA agent registration [AGENT REGISTRATION NUMBER].)

11. Elan Town Centre, Sector 67

FieldDetail
Promoter entityElan Buildcon Private Limited, CIN U70109DL2014PTC267659. Registered office as filed on this form: 1A, 8th Avenue, Bandh Road, Village Jonapur, New Delhi 110047, which differs from the address the same company filed on Elan Miracle
HARERA registration23 of 2018 dated 02.02.2018, interim RERA. The register listing prints the name as “ELAN TOWN CENTRE, COMMERCIAL PROJECT”
Area2 acres, registered equal to licensed
DTCP licence84 of 2012
Units438 units. 329 booked, 109 unsold at filing
Carpet areaNo carpet-area figure exists on the register for this project at all
Estimated project cost₹11,902.91 lakh
Certificates on the HARERA recordOccupation certificate uploaded 11-08-2023; completion certificate uploaded 09-09-2025

Asking rateNot printed. Band ₹41.61 lakh to ₹65.70 lakh plus charges, sizes 190 to 300 sq ft, undated
Leasing evidenceNone published

This is the one Elan project where the regulator documents certificates the developer does not advertise. HARERA’s own record carries both an occupation certificate and a completion certificate. Elan’s site says nothing about either. That is the reverse of the usual asymmetry and it is worth knowing that the register can be better evidence than the brochure in both directions.

Best suited to: a small-ticket Sohna Road retail buyer who will get the certificate memo from the Town and Country Planning Department directly, since the promoter does not publish it.

→ Find the Town Centre certificate and the current tenant position (WhatsApp to [BROKERAGE NAME], RERA agent registration [AGENT REGISTRATION NUMBER].)

12. Elan Paradise, Sector 50

A Sohna Road address, not a Dwarka Expressway one. The only Elan filing that breaks its units out by what they will actually be.

FieldDetail
Promoter entityElan Limited, CIN U70200DL2013PLC250600
HARERA registrationRC/REP/HARERA/GGM/584/316/2022/59, dated 04.07.2022
Area3.35 acres
Units457 in total, broken out as retail unit, retail kiosk, restaurant, kiosk-restaurant and multiplex. No other Elan filing separates use types this way
Register status“Extension Certificate Uploaded”
Construction status on the form“Excavation work in progress” as at May 2022
CertificatesNone on the register
Quarterly progress reportThe authority’s record carries no published quarterly progress report for this registration

A superseded 2021 filing for the same project exists on the portal, showing 2 acres and 247 units. Those figures are obsolete and are recorded here only so that nobody quotes them.

The authority required this developer to furnish progress reports, twice. The authority’s own hearing record shows that on 30.05.2022 Elan Limited was required to furnish a certificate covering submission of the annual audit report and the quarterly progress reports, and that on 27.06.2022 “the AR instructed to complete pending QPRs and audit reports.” That is the only direct evidence anywhere that quarterly progress report compliance was raised by the regulator against an Elan entity. The record does not say which registrations the pending reports related to, and this page does not guess.

Best suited to: a buyer of food-court or multiplex-adjacent retail who wants the use-type breakdown the register carries here and carries nowhere else in this portfolio.

→ Tell me which Paradise use types are still available (WhatsApp to [BROKERAGE NAME], RERA agent registration [AGENT REGISTRATION NUMBER].)

What Elan has actually finished

Four of Elan’s 11 registrations carry an occupation certificate or a completion certificate on the authority’s own record: Elan Miracle, Elan Mercado, Elan Epic and Elan Town Centre. All four are retail. Elan has delivered no residential stock anywhere, on this corridor or off it. Its two Sector 106 residential registrations are due in 2027 and 2032.

The remaining seven registrations carry neither certificate, and all seven are under construction, not started, or too recent to expect one. These sit among the corridor’s stock still being built, where the same evidence gap is the norm rather than the exception.

One pattern in the dates needs naming before anyone misreads it. Four completion certificates were uploaded within four days of each other: Mercado, Epic and Town Centre on 09.09.2025, and Miracle on 12.09.2025. That is a portfolio-wide compliance filing exercise in September 2025. It is not four completions. The occupation certificate uploads are spread out and tell the real story: Town Centre August 2023, Miracle May 2024 and again September 2024, Epic August 2024.

Three cautions apply to every certificate date on this page. Every date above is a portal upload date, not a certificate issue date. No certificate memo number was read from any certificate document, because the PDFs are unreachable, so every memo number quoted here is the promoter’s own disclosure and is attributed as such. No issuing officer is retrievable for any of them; the prefixes JD(RA), AD(RA), PA(DK) and SD(BS) are Town and Country Planning Department officer designations and this page does not turn initials into a name.

The regulatory supervision record is thinner than the delivery record. Across all 11 Elan registrations, the authority’s proceedings table contains registration-stage hearings only. Not one post-registration monitoring or compliance hearing appears on any Elan record. That is what the register shows. It is not a finding that no supervision occurred.

And no quarterly progress report is published for any Elan registration. The obligation exists, under the Haryana Real Estate Regulatory Authority Gurugram (Quarterly Progress Report) Regulations 2018. The reports are simply not exposed on any public per-project page. For two towers handing over in 2027 and 2032, the only construction evidence a buyer can consult is what the seller chooses to show them.

The orders that name Elan

Read this section knowing what it cannot tell you. HARERA’s public complaint search accepts only a form submission and cannot be queried by respondent name. No total number of complaints against any Elan entity can be stated, and this page will not write “only three complaints”, “no complaints” or “clean record”. What follows is what a targeted search retrieved. The true total is higher.

Adjudicated, and in Elan’s favor

Appeal No. 3-MT of 2024, Elan Avenue Limited v HARERA Gurugram, Haryana Real Estate Appellate Tribunal, decided Jan. 7, 2025 by Justice Rajan Gupta and Rakesh Manocha. Appeal allowed. ₹1,31,21,352 in late fees on Elan The Presidential ordered refunded. The tribunal decided the exercise of the power, not the power itself, on the ground that no hearing was given, and it directed that its order “shall not act as a precedent.” An interim order of May 31, 2024 in the same appeal had frozen HARERA Gurugram’s late-fee decision-making entirely. No further appeal by the regulator was located.

One error in the public record is worth flagging so nobody repeats it: the tribunal’s own index mislabels this appeal once as “Elan Buidcon Pvt Ltd vs HRERA”. There is one appeal, and it was brought by Elan Avenue Limited.

Adjudicated, against the promoter

Complaint No. 4405 of 2020, Sunil Kumar and Neetu Tomar v Elan Buildcon Pvt Ltd, decided 31.03.2021, on Elan Miracle. The authority found a breach of section 13(1) of the RERA Act, which bars a promoter from accepting more than 10% of the cost of an apartment, plot or building as an advance without first entering a written agreement for sale. Elan Buildcon had taken ₹9,50,000 on a kiosk unit without one. The authority directed execution of the agreement within 15 days. No money and no interest were awarded.

Complaint No. 2360 of 2025, Sushila Devi v Elan Limited, on Elan Epic. The primary order was not located and this account rests on a legal-news report. A split result: cancellation upheld, forfeiture capped at 10%. The precedent chain is set out in entry 9 above. The primary order was not located and the account rests on a legal-news report.

A third matter, Complaint No. CR/4954/2020 against Elan Buildcon, returns only a proceedings sheet. The substantive order was not located and the retrieved date rendered impossibly, so no date and no finding from it is published here.

What Sector 106 and Sector 84 cost

Two Elan sectors, two entirely different markets, and one methodological warning that applies to every rate you will see quoted for this corridor.

Every figure below is an asking rate. An asking rate is not a transacted rate. Not one of the sector pages consulted states its area basis, so none of them can be divided into a price or compared against a HARERA carpet figure.

SectorSeptember 2025December 2025March 2026June 2026Portal’s stated changeStated rental yield
106₹15,300₹15,250₹16,450₹16,400“+8% YoY”1.97%
84₹10,650₹10,700₹10,750₹10,700“+0.41% YoY”2.12%

Sector 106 rose about 7% across the year and Sector 84 did not move at all. Sector 84’s widest quarter-to-quarter move in the series is under 1%. On this evidence Elan’s two corridor sectors are a rising residential market and a flat one. Both figures are residential sector asking rates, so the 53% premium compares two housing markets, not the Sector 106 towers against the Sector 84 mall. Elan Miracle’s own units ask ₹7,700 per sq ft, and that is the number to hold against a mall unit.

Two figures on those pages should not be repeated. The portal’s own “+8% YoY” for Sector 106 does not follow from its own two endpoints of ₹15,300 and ₹16,400. And Sector 84’s page prints two different average rentals, ₹50 and ₹19 per sq ft, in two places on the same page. Neither can be published without the other.

This is not the whole corridor. The 14 comparator rows are the projects, out of 26 checked on Aug. 27, 2026, that had a dated rate, sat in a band relevant to the Elan towers and carried no dataset-artifact flag. Two portals were unreachable. The two Elan rows are in the table as its subject rather than as comparators, and neither carries a per-sq-ft rate at all, which is the point.

Godrej Meridien is the single most useful line in that table and not because of its price. It is the only project among 26 checked that says what it is measuring, and it measures saleable area. Every Elan Form REP-I measures carpet area in square metres. Those two numbers describe the same apartment and cannot be compared, and every rate comparison on this corridor, including the one above, is built on a basis nobody states.

Three comparisons this page will not make

Sector 103’s and Sector 105’s sector-level rates are excluded from every comparison above. Two Sector 103 project-level rates do appear in the table, Whiteland Urban Resort and Godrej Vrikshya, and they carry the same caution as their sector. Sector 103’s series runs ₹10,100, ₹11,150, ₹14,300, ₹12,100, a rise of more than 28% followed by a fall of more than 15% in consecutive quarters, while the same page separately reports apartment prices declining 15.32%. Sector 105’s two most recent quarters both read zero. Neither can support a current rate.

Three project-level percentages are excluded as dataset artifacts: a “+55.99%”, a “+54.2%” and a “-32.5%” all in single quarters. Moves of that size in a portal index reflect a change in the mix of listings, not a change in price.

No consultancy benchmark is compared against these figures. Four were checked, from Knight Frank, Anarock and PropTiger for the first two quarters of 2026. Not one of them states its area basis either.

Assured returns nobody at Elan has promised

This is the finding on this page most likely to cost a reader money, and it has nothing to do with anything Elan has said.

Two live websites marketing Elan commercial projects carry explicit assured-return and lease-guarantee claims. Neither site is Elan’s corporate site. Neither claim is corroborated by any HARERA filing or by Elan’s own statutory disclosure.

Both pages are quoted below as evidence of what third parties are telling buyers. Neither figure is a commitment by any Elan company, and neither should be lifted out of this page as one.

On Elan Epic, a site called propertyxpo.com printed, as observed Aug. 27, 2026, in terms: “Elan Epic is offering 12% assured return and 100% lease guarantee.” The same page repeats the same rate inside two named payment plans, floor-wise rates, and “Investment starts at 60 Lacs onwards.” The page carries no company name, no HARERA agent registration number and no date stamp. Its own footer says: “This website is meant only for information purposes. It should not be considered/claimed as an official site.”

On Elan Imperial, a site at elan.co.in printed, as observed Aug. 27, 2026, “12% Assured return till possession” and “12% Annual Return or NPV of 28% for 36 months.” Despite the domain, this is not Elan Group’s corporate site. Its own disclaimer says: “This website is the property of the project’s authorized marketing partner.” It carries agent registration HRERA-PKL-REA-2348-2023 and it states: “This is not an offer, an invitation to offer, or a commitment of any nature.”

Three things follow.

The domain elan.co.in is confusable with Elan’s actual corporate domain, elanlimited.com, and a second confusable domain, elandeveloper.com, markets a project by a different developer entirely. A reader searching for Elan will land on channel-partner sites that look official and are not.

Across every Elan Form REP-I filing reached in research and every Elan project page checked, no assured-return, guaranteed-rental or lease-guarantee commitment appears anywhere. The percentages are broker claims on pages that disclaim being official, and this page reproduces them only inside the quotations above, as evidence of what is being said rather than as figures about Elan. What is reported is the existence and the exact wording of the claims and who makes them.

An assured-return promise binds whoever makes it. Both sites making these promises disclaim being official and one disclaims being an offer at all. If a return matters to your decision, it belongs in the builder-buyer agreement, signed by the promoter named on the registration, and nowhere else.

Where Elan’s published record breaks down

Six gaps run across the portfolio rather than sitting inside any one project, and they are the reason this page marks so many fields unpublished.

The classification of Elan The Mark cannot be established by any method available outside the sanctioned plan. Three reads of the same field gave three answers.

No licence validity date is current. Licence 80 of 2012 appears as valid to 16/08/2024 on one Elan filing and to 16/08/2029 on another, which is consistent with a renewal and is not proof of one. The Town and Country Planning Department’s licence register is unreachable, so no current validity is published for any Elan licence.

No certificate memo number, issue date or issuing officer was read from any certificate document. Every one quoted on this page is the promoter’s own disclosure.

No quarterly progress report exists in public for any of the 11 registrations, and no post-registration monitoring hearing appears on any Elan record.

No rent, occupancy or yield figure is retrievable for any of the four delivered malls, in either direction. That is an access limit, not a finding about the assets.

No paid-up capital figure for any Elan entity is published here, because the aggregators disagree by a factor of 10 and the Ministry of Corporate Affairs master data could not be reached.

Four things to establish before you sign with an Elan company

Each of these is one document, and each of them decides something a brochure cannot.

1. Check the promoter’s name on the draft agreement against the register. It will say Elan Avenue Limited, Elan Buildcon Private Limited, Elan Limited, Elan Imperial Pvt Ltd, Elan Enclave Private Limited or Elan City LLP, depending on which project you are buying. It will not say Elan Group. If the name on the draft does not match the promoter on the registration for that exact project, stop there. Ask which entity you are contracting with, and remember that Elan Avenue Limited was Airmid Developers Limited, so a search under the old name may surface filings a search for “Elan” will not.

2. Get the registration number and check its current position yourself. Open the project’s record on the Haryana RERA site, read the registration number, the registered completion date and the status field. On Elan Miracle the registered completion date passed in September 2023 and the register carries no extension order. That is exactly the kind of thing a brochure will not tell you and the register will.

3. Take the completion date from the register, not the marketing. The Emperor’s form date is Dec. 31, 2032. The Presidential’s is Oct. 31, 2027. The Statement’s form says June 30, 2033 while the register’s validity column says Sept. 30, 2033. The registered date is the one a delay claim is measured from, and where the two dates on the register itself differ, ask which one governs your agreement before you sign it.

4. Compare the registered area against the licensed area. The Presidential registers 12.767 acres out of 24.10 licensed. The Emperor registers 4.827 acres out of the same 24.10. Your statutory protection covers the registered phase, not the licence. On a licence carrying two separate registrations, the tower number on your allotment letter decides which registration you are inside, and Elan’s Emperor tower labels run T-10 to T-17 with gaps, which suggests a numbering scheme spanning the whole licence.

If a check fails, filing a complaint is cheap. A HARERA complaint is made on Form CRA under rule 28(1) of the Haryana RERA Rules 2017, and the fee under Schedule III is ₹1,000 plus ₹10 per annexure. No lawyer is required.

Which Elan project fits which buyer

If you areThe projectWhat you give up
Buying a corridor apartment with the shortest waitElan The Presidential, entry 1A 2027 date on a project with no published progress report since construction started in 2023, and unlabeled unit rows that make the residential-versus-other split unknowable from the register
Buying the largest carpet areas Elan has registeredElan The Emperor, entry 3Almost eight years, all construction evidence, a tower count the register does not state, and a floor count nobody publishes
Buying corridor commercial space in a trading assetElan Miracle, entry 4A 2017-vintage building whose unit sizes the register does not carry, and whose rent roll and occupancy are not public
Buying commercial space with a real resale marketElan Epic, entry 9The Dwarka Expressway. It is on the Southern Peripheral Road, and 124-plus resale listings on 3.525 acres is a lot of stock at once
Waiting for the JW MarriottNothing yet, entry 5Nothing, and that is the point. Until it is registered, no lawful booking exists

Buyers looking across the corridor rather than at one developer can compare against buildings already handed over elsewhere on this road.

Five things Elan does not publish

Not an FAQ. These are the questions this page raises and cannot answer, each of which Elan could answer in a sentence.

What is Elan The Mark?

The register’s classification field renders three different ways on three reads. Elan markets it as retail and commercial. Its FAR sits in the commercial band. Nobody outside the company can say what the sanctioned plan actually splits it into.

What proportion of Elan The Presidential’s 880 units are apartments?

The form’s three rows read 14, 728 and 138, and the form labels none of them.

How many towers is Elan The Emperor?

The building table labels five towers, T-10 through T-17 with gaps, and attributes three, two and one towers to different unit groups. No single count is stated anywhere.

Is Elan Buildcon part of the Elan Limited group?

A rating agency names Elan Avenue and Elan Imperial as wholly owned subsidiaries of Elan Limited. It does not name Elan Buildcon, which promotes the Sector 84 corridor project and one other mall. Shared directors and a shared address are all that is on the record.

Why does Elan’s own site put two of its Gurugram malls on the wrong road?

The Sector 84 and Sector 80 project pages both advertise proximity to Golf Course Extension Road, which is neither project’s road.
