Conscient Parq
Conscient Heritage Max
Conscient Elaira Residences
Conscient Habitat Prime
Conscient Habitat 102
A buyer standing in a Conscient sales office is looking at one brand. The Haryana Real Estate Regulatory Authority is looking at six companies.
At least eleven HARERA filings are identified to this group as at Aug. 28, 2026, and six separate promoter companies hold them. Conscient Infrastructure Private Limited is the promoter on five of the eleven, and one of those five sits on the Panchkula bench in Faridabad, so five of the eleven filings carry the word Conscient in the promoter’s registered name and four of those five sit on the Gurugram bench, where a Dwarka Expressway buyer would look. The other six are filed under names no brochure prints.
| Promoter company on the filing | Filings it holds | Sectors | Does the registered promoter name contain “Conscient”? |
|---|---|---|---|
| Conscient Infrastructure Private Limited | Conscient One; Elevate Reserve; Elaira Residences Phase-1; Elaira Residences Phase – 2 & 2A; Habitat-78 | 109, 62, 80, 80, and Sector 78 in Faridabad | Yes, on all five. The Faridabad filing sits on the Panchkula bench |
| Heritage Max Realtech Pvt. Ltd. | Elevate Phase I; Elevate (Phase II) | 59, 59 | No |
| Dreamhome Infrastructure Pvt Ltd | Heritage Max – Tower F | 102 | No |
| Prime Infradevelopers Pvt Ltd | Habitat Prime | 99A | No |
| Habitat Township Pvt. Ltd | Habitat 102 | 102 | No |
| Keywest Eduinfra & Services Private Limited | PARQ | 80 | No |
Five of those six companies file from one registered office, K-1, Green Park Main, New Delhi. Nothing about this structure is improper, evasive or unlawful. Filing a project through a project company is ordinary, and an earlier article in this series found eleven promoter companies behind one brand at Signature Global. No source read for this page establishes why Conscient files this way, and this page supplies no reason.
What the structure does to a buyer is a separate question, and the register cannot bridge it. HARERA’s Gurugram registered-projects listing renders 284 rows to any automated read, alphabetically by project name, ending at “EMPERIUM TITAN”. Every Habitat, every Heritage and PARQ falls past that cut. The authority’s own project search sits behind an image CAPTCHA and cannot be queried by company name. There is no promoter field to search. The eleven filings here were located by resolving HARERA’s numeric project ids one at a time.
The register also does not print the names the marketing uses. It says PARQ, not “Conscient ParQ”. It says HERITAGE MAX – TOWER F, not “Conscient Heritage Max”. It says HABITAT 102, HABITAT PRIME, ELAIRA RESIDENCES PHASE-1 and ELAIRA RESIDENCES PHASE – 2 & 2A. Search any of those strings and the record answers. Search the brand and it does not.
So the question worth asking in the sales office is not whether Conscient is RERA registered. It is which company will be the promoter on your agreement for sale, and what the full registration string is for your tower. On six of these eleven filings the answer to the first is not Conscient. The site’s own listing for the five projects this site’s Conscient page actually lists carries the marketed picture; what follows is the filed one.
Seven filings carry a certificate, and the register keeps them in a list nobody opens
Start with where the evidence lives, because the location is itself the finding.
HARERA’s registration-status page carries two things: a one-line status string and a certificate table. The table never once returns an occupation or completion certificate on this developer’s filings. On five of the eleven it returns a registration-certificate row and an upload date, and on the other six it returns nothing at all. The status string is a different field and it does more work: on three filings it reads “Extension Certificate Uploaded”, and on Habitat Prime that string is the only evidence of an extension certificate this page has. A reader who reads the certificate column alone concludes there is nothing further on the record. The certificates sit inside the Form REP-I preview, in a list headed “Documents Uploaded After Registration”. An earlier research pass for this article read the status page and reported that no Conscient project held an occupation certificate. That was wrong on six of them, and wrong again on a seventh that carries an extension certificate instead. The empty column is a property of the page, not of the building.
Here is what that list holds, filing by filing, as at Aug. 28, 2026.
| Filing | Sector | Occupation certificate | Completion certificate | Extension | Registered completion date |
|---|---|---|---|---|---|
| CONSCIENT ONE | 109 | Two, both uploaded 11-03-2025 | None | None | 30-04-2021 |
| HERITAGE MAX – TOWER F | 102 | One, uploaded 05-12-2024 | One, uploaded 11-03-2025 | None | 31-12-2020 |
| HABITAT 102 | 102 | One, uploaded 16-06-2026 | None | None | 24-07-2026 |
| HABITAT PRIME | 99A | Not established, see below | None | One, number and date withheld, see below | 24-11-2025 |
| ELEVATE PHASE I | 59, off corridor | One, uploaded 11-03-2025 | None | None | 31-12-2024 |
| ELEVATE (PHASE II) | 59, off corridor | Two, uploaded 25-07-2025 and 12-12-2025 | None | Extension No. 06 of 2025 dated 20.02.2025, uploaded 03-03-2025 | 31-01-2025 on the form; 30/01/2026 on the register listing |
| HABITAT-78 | 78, Faridabad | One, uploaded 08-03-2022 | None, and ten agenda listings across two years say so | One, uploaded 12-08-2026 | 19-07-2021 original, 19-07-2022 revised |
| PARQ | 80 | None | None | None | 28-02-2030 on the form; the order gives an occupation certificate by 31.05.2030 and a completion certificate by 31.05.2031 |
| ELAIRA RESIDENCES PHASE-1 | 80 | None | None | None | 31-12-2031 on the form; 31/03/2031 on the certificate |
| ELAIRA RESIDENCES PHASE – 2 & 2A | 80 | None | None | None | 31-12-2032 on the form; 30/06/2032 on the order and the register listing |
| ELEVATE RESERVE | 62, off corridor | None | None | None | 01-10-2030 on the form; 30/10/2030 on the order and the register listing |
Seven of the eleven filings carry a post-registration certificate. Four carry no occupation, completion or extension certificate, and those four are PARQ, both Elaira phases and Elevate Reserve, whose declared construction starts run from Feb. 29, 2024 to April 1, 2026 and whose registration validities run to 2030, 2031 and 2032. Nothing was due on any of them. The empty section is the expected state and this page draws no finding from it.
The corridor sentence, which is what a Sector 102, 109 or 99A buyer came for. Of the four Conscient-group registrations inside the Dwarka Expressway sector band, three carry an occupation certificate this page can date to an upload day, one of those three also carries the only completion certificate anywhere in the eleven filings, and the fourth, Habitat Prime, carries an extension certificate. An earlier research pass also recorded an occupation certificate against Habitat Prime; two later targeted retrievals could not reproduce the certificate table at all, so this page does not state that one exists.
Heritage Max Tower F, Sector 102, holds the only completion certificate in the set. An occupation certificate was uploaded on Dec. 5, 2024 and a completion certificate on March 11, 2025, against a registered completion date of Dec. 31, 2020. That is a genuine, checkable delivery outcome and the strongest thing this page can say about this group. It has to be read inside its fence: the registration covers Tower F, 1.579 acres of an 11.25-acre licence and 51 apartments in one tower. The correct sentence is that the registration covering Tower F carries those certificates, not that Heritage Max is complete.
Habitat 102, Sector 102, is the only corridor filing where an occupation certificate reached the record before the registered completion date rather than after it. The certificate was uploaded on June 16, 2026 and the registration ran to July 24, 2026, so the upload beat the deadline by 38 days. The single undescribed string “OC uploaded” says nothing about how much of a 9.3625-acre, 1,428-unit project it covers.
Habitat Prime, Sector 99A, is where this page stops short on purpose. The status record reads “Extension Certificate Uploaded”, and an extension certificate is the only post-registration certificate this page can establish on this filing. An earlier pass recorded an extension number, an extension date and an occupation-certificate upload date; two later targeted retrievals returned no certificate table at all and reproduced none of the three. An occupation certificate is the most consequential fact a buyer wants, so this page prints none of those particulars.
Now the fence, stated once and referred back to. An upload date is not an issue date. Every certificate above is known only as a row carrying a description string and the day the promoter loaded the file, and not one of the underlying PDFs was read. So the memo number, the issuing officer, the issuing department and the extent of the building covered are unknown throughout, except at Conscient One, whose own strings state their extent. The date of issue is unknown too, with one exception: Elevate Phase II’s description string carries its extension certificate’s own number and date, and that is the only issue date this page can read anywhere in this set. The construction used throughout is “uploaded to the HARERA record on” a date, never “received”, “granted” or “issued on”.
One observation about how the portal behaves, offered as an observation. Conscient One’s two occupation certificates, Heritage Max Tower F’s completion certificate and Elevate Phase I’s occupation certificate were all uploaded on one day, March 11, 2025, across three different promoter companies. That is consistent with one back office loading a backlog. It is not evidence that any two buildings were certified together.
And the sharpest measure of delivery risk here is not on this corridor. Habitat-78 is in Faridabad, on the Panchkula bench. An occupation certificate was uploaded there on March 8, 2022, and four years and five months later no completion certificate is on the record, across ten agenda listings carrying that single subject between May 22, 2024 and May 13, 2026. Entry 11 sets it out.
What the promoter’s own quarterly returns say that the registration forms do not
HARERA hosts, alongside each registration, the promoter’s own quarterly certificates signed by an engineer, an architect and a chartered accountant. They are not linked from the status page and they are not in the Form REP-I. They sit on a separate document route on the same server.
A method finding first, because it is reusable. An earlier research pass fetched one such document, found no machine-readable text in it, and wrote off the whole class. A later pass tested six and five returned full text. The correct statement is that this document space is mixed, and each document has to be tested one at a time. The one that still returns nothing is Habitat 102’s, which would state construction completion on the largest corridor filing.
Three figures came out of the five that did render, and each is labeled with its document and its date.
1. Habitat Prime, quarter ended March 31, 2024. The promoter’s engineer certified building and tower work at 82.59% complete, internal and external development works at 79% and internal development works at 45%, date of inspection 31-03-2024. Cost to completion ₹12,013.30 lakh, incurred ₹9,736.84 lakh, balance ₹2,276.46 lakh. The buildings are named as “Tower A1,A2,A3,A4,A5,A6,A7,A8,Commercial and Community building”. This is the only construction-progress figure available for any Conscient project, and it supports no inference about where the project stands now.
2. Conscient One, quarter ended March 2022. The return states total units “455”*, comprising “Shops 358 + Restaurants 03 + Gym 01 + Office Units 05 + Serviced Suites 88”, with 310 units sold to the date of RERA registration and 395 sold through 31.12.2021. The Form REP-I declares 358 units at registration, being 283 shops and 75 service suites. The number 358 appears in both and means different things in each. This page never prints either figure unqualified and never averages them.
3. Elevate Phase I, quarter ended March 31, 2020. The certificate gives the location as “Village Behrampur, Sector-59, Gurugram”, the registration as “19 of 2019”, and names three towers, A, B and C. That settles a conflict the forms could not: the Phase I form states tehsil Sohna and the Phase II form states Wazirabad with revenue estate Behrampur, for one parcel. A HARERA-hosted document for Phase I itself gives Behrampur, so the Phase I form’s entry is an error and this page does not repeat it.
Two registration certificates also rendered as text, and both do work no other document on this page can do.
| Certificate | What the certificate itself states | What it settles |
|---|---|---|
| Habitat Prime, registration 26 of 2021 | A registration period “commencing from 22nd June, 2021 and ending with 24th November, 2025”, project HABITAT PRIME, promoter “M/s Prime Infradevelopers Pvt Ltd.” | It is the issuing instrument, and it is what proves 26 of 2021 belongs to Habitat Prime and not to Heritage Max |
| Elaira Residences Phase-1, registration GGM/917/649/2025/20 | Validity from Feb. 20, 2025 to March 31, 2031; total FAR 41,932.278 sq m | The Form REP-I declares a completion date of 31-12-2031 and the signed order says 31.03.2031. The certificate is the operative instrument, so this page prints March 31, 2031 |
Two cautions on this class of document. The promoter’s own professionals certify these returns and the authority does not audit them. And the Habitat Prime registration certificate as retrieved renders the licensed area with a digit missing against the 6.46875 acres the Form REP-I, the hearing order and the promoter’s own 2024 quarterly certificate all give, so this page prints 6.46875 acres and treats the certificate’s rendering as an artifact of an optical read of a scan.

A string of the form RERA-GRG-PROJ-1584-2024 is HARERA’s own online identifier and is not a registration number. The registration numbers above begin GGM/, except the oldest, issued in the older “nn of yyyy” form.
What this list is, and what it is not. Eleven filings across six promoter companies were located, and they are a floor, not a complete set. The Gurugram listing renders 284 rows and stops at “EMPERIUM TITAN”. The project search is CAPTCHA-gated and carries no promoter field. The pre-2019 Gurugram certificate register at hareraggm.gov.in returns column headings and no data rows, which is where a registration for the rest of the Heritage Max colony would sit if one exists. Nine further enumeration routes produced no additional filing. So: at least eleven, and twenty-two further companies in this group’s directorship record were never searched, because the register cannot be searched by promoter at all.
One correction to publish here. Conscient has no project in Sector 102A. Sector 102A borders Sector 102 and appears in GMDA’s road program as the far side of two master roads, which is how it drifts into descriptions of Conscient’s addresses. A search of the register listing, of the open web and of a sector index that does carry other developers’ Sector 102A projects found nothing. The company’s Sector 102 projects are in Sector 102.
Where to go from here, using the numbers in the table above, which are the numbers of the entries further down this page:
- Buying in Sector 102, 109 or 99A goes to entries 1 to 4, the four filings inside the corridor sector band, and to who else is registered on Sector 102 land for the neighbors.
- Buying at Elaira or ParQ in Sector 80 goes to entries 5, 6 and 7, and to the corridor section first, because Sector 80 is not on this road. Buying at Elevate or Elevate Reserve goes to entries 8, 9 and 10, in Sectors 62 and 59.
- Weighing the group’s delivery record goes to entry 11, Habitat-78, which is in Faridabad and is the oldest registration in the set.
One rule governs every aggregate number on the rest of this page. HARERA’s unit table sometimes prints a row labeled TOTAL and sometimes does not, and where a printed total equals the sum of the rows above it, nothing separates a figure the promoter stated from one a reader added up.
| Filing | Does the form print a totals row? | Does that row equal the sum of the rows? | What this page may print as an aggregate |
|---|---|---|---|
| CONSCIENT ONE | Yes | Yes. Seventy-five plus 283 is 358 units; booked 75 plus 0 is 75; towers 0 plus 0 is 0 | The rows, and a total marked as arithmetic |
| HERITAGE MAX – TOWER F | Yes | The table has one data row, so the total necessarily equals it | The single row |
| ELEVATE (PHASE II) | Yes | Yes. Six rows of units sum to 248, six areas sum to 29,392.64 sq m, six towers of 1 sum to 6 | The rows, and 248 units and six towers |
| HABITAT-78 | Yes | Yes. The three rows, 653, 468 and 114, sum to 1,235; nine plus eight plus zero is 17 towers | The rows, and 1,235 units and 17 towers |
| HABITAT 102 | No | Not applicable | This page’s sum of the two rows is 1,428 units. No tower total is publishable |
| HABITAT PRIME | No | Not applicable | The single aggregated row: 844 units, eight towers |
| PARQ | No | Not applicable | This page’s sum of the fourteen rows is 533 units. No tower count at all |
| ELAIRA RESIDENCES PHASE-1 | No | Not applicable | This page’s sum of the ten rows is 268 apartments. Towers named from the signed order |
| ELAIRA RESIDENCES PHASE – 2 & 2A | No | Not applicable | This page’s sum of the ten rows is 272 apartments, matching the order’s stated 272 |
| ELEVATE RESERVE | No | Not applicable | This page’s sum of the four rows is 474 units. No tower total |
| ELEVATE PHASE I | No | Not applicable | This page’s sum of the eight rows is 178 units. No tower total |
So no promoter-stated total is established anywhere in this developer’s HARERA record. Four filings print a total and in all four it equals the row sum. Every aggregate this page prints for the other seven is a sum of the Form REP-I rows, or a single aggregated row where the form prints only one, reproducible, and labeled as such at the point of use.
And the towers column is never summed, for a reason internal to one filing. Elaira Residences Phase-1’s ten unit rows carry tower values of 2, 2, 1, 2, 1, 1, 1, 2, 2 and 2, which add to 16, while HARERA’s own signed order of Feb. 17, 2025 describes that phase as “Tower A, Tower B, Community Building-1, Community Building-2, Convenient Shopping”. A column returning 16 against an order that lists two towers and three non-residential structures is not a total at all: it states, for each unit type, in how many towers that type occurs. That is a column readers have misunderstood, an earlier research pass included. So the only project-wide tower figures this page publishes are the ones a single form cell or a verified total states, plus one an authority-hosted certificate states: Conscient One 0, Heritage Max Tower F 1, Habitat Prime 8, Elevate Phase II 6 and Habitat-78 17 from the forms, and Elevate Phase I’s three from HARERA’s own hosted quarterly certificate. For Elaira Phase-1 this page publishes no tower total at all, and prints instead what the order itself lists, because a column summing to 16 and an order naming two towers are not two readings of one figure.

Every corporate figure in that table comes from MCA-derived commercial aggregators and not from the Ministry of Corporate Affairs, which was not read for this page. Treat the capital figures, the incorporation dates and the offices as secondary. The one statutory column is the CIN, because every one was corroborated on the face of the Form REP-I filings.
Three facts in that table deserve their own sentences.
Conscient Infrastructure Private Limited was formerly BCC Infrastructure Pvt. Ltd., which is why its CIN carries a 1990 incorporation and an activity code that does not look like a real-estate CIN. An earlier article in this series established the consequence: a renamed promoter breaks a register search, so search the former name before reporting a nil result.
One director sits on all six boards: Lalit Jain. The commercial directorship record for his director identification number lists 28 current directorships, which is secondary. The number itself is on the Ministry of Corporate Affairs record and is not reproduced here, because nothing a buyer needs to check turns on it. The ones a reader tracing this developer would want are Conscient Construction, Conscient Projects, Heritage Propcon, Elevate Homes, Elevate Edition Realtech, Buildwell Township and Brightshape Township. No HARERA registration was located in any of those names, which is a nil result on searches performed and not proof of absence.
One authorized representative appears on every Conscient-group filing read for this page: Sanjay Rastogi, at the same address on each. That single field is the thread tying the six companies together on the face of the statutory record, and it is the most useful identification instrument here, because a buyer holding a Form REP-I can check it in one line.
How the group holds its land differs by project, and the forms say so. At Habitat 102 the applicant is not the land owner: the form names eleven licensed co-developers at one Saket address and states the applicant’s capacity as collaborator. At Elevate Reserve, Conscient Infrastructure is again the collaborator, and six named individuals are the licensees. At Elaira and PARQ no separate landowner is named, because the land came from a state industrial-corporation allotment.
And the group’s own account of itself, labeled as its own account. conscient.in presented the group on Aug. 28, 2026 as operating “since 1976” with “50 years” of experience. No source read for this page corroborates that, and nothing in the HARERA record speaks to it.

Four things in that mapping need more than a row.
1. The only Heritage Max registration this research located on the Haryana register covers one tower. It covers 1.579 acres of an 11.25-acre licence and 51 four-bedroom apartments in one tower, 38 booked and 13 unsold at filing. Consumer aggregators describe Conscient Heritage Max as a six-tower colony of roughly 500 units on 11.25 acres. The register is not contradicting them about the colony. It is silent about the rest of it. Three explanations are live and this page chooses none: the other towers may be registered under a name this research could not reach, they may have been completed before registration became compulsory, or their record may sit in the pre-2019 register that returns no rows. The buyer’s question is one line: which registration governs your unit, and is it Tower F?
2. Conscient’s own website prints, on its Heritage Max page, a registration number belonging to a different project. The page carried the registration number 26 of 2021 when it was read on Aug. 28, 2026. That reading was taken by automated retrieval of the page rather than by a person looking at it in a browser, four times across three research passes, twice of them on the date at the top of this page. A website can change, so open the page and check the string for yourself before acting on it. HARERA’s registration certificate for 26 of 2021 names the project as Habitat Prime and the promoter as “M/s Prime Infradevelopers Pvt Ltd.”, with a period “commencing from 22nd June, 2021 and ending with 24th November, 2025”. Habitat Prime is in Sector 99A; Heritage Max is in Sector 102, registered to Dreamhome Infrastructure under a 2018 number. Conscient’s Habitat Prime page carries the same number in a longer form, “HRERA Regd. No. 26 of 2021”, where it is correct. So a buyer who checks the number printed on the Heritage Max page against the register will be shown a different project, in a different sector, promoted by a different company. This page reports that as an observation of a website on the day it was read, confirmed on four independent reads across three research passes, two of them of the developer’s own live page. It is not evidence of intent, and a website can be corrected the day after it is read.
3. Sector 99A is one registration carried by one platform as three projects. That platform’s Sector 99A listing, read Aug. 28, 2026, carries “Conscient Habitat Prime”, “Habitat Prime” and “Conscient Habitat” as three separate entries in the same sector, with three different sets of unit sizes, two different unit counts and two different land areas, none of which this page adopts as a description of the project, and only one of which appears anywhere here, as price-list input to the arithmetic test in the pricing section. HARERA carries one registration for Conscient-group land in Sector 99A: GGM/458/190/2021/26, 844 units on 6.46875 acres, eight towers. Conscient’s own site separately carries pages headed Habitat Prime, Habitat 99A and Habitat Arcade. Whether those are aliases, components of one colony or registrations this research could not find is not established. No registration was located for Habitat Arcade or Heritage One, and that cuts both ways.
4. One string in circulation is not a registration number in any format the authority uses. A platform, read Aug. 28, 2026, prints “HRERA 660/2017/307” against a Sector 99A listing and the identical string against a Sector 62 listing, and an earlier pass found it on a third. HARERA Gurugram numbers run GGM/nnn/nnn/yyyy/nn or the older nn of yyyy. That string matches neither, and this page uses it once as a dated specimen of an unreliable portal field and never as a number.
One reusable warning comes out of all four. A registration number in the short form “nn of yyyy” is not unique across years. “45 of 2024” is PARQ; “45 of 2021” is an unrelated project by a different developer in a different sector, and that collision sent an earlier research pass to the wrong record. Quote the full string or none of it.
Four tehsils, three road systems, and one sector on none of them
Being in a corridor sector and fronting the corridor are two different claims, and the second is almost never provable from documents. Across every Conscient filing read for this page, HARERA records the address as a sector and a tehsil, and on eight of the eleven forms a revenue estate as well: Conscient One, Elevate Phase I and Habitat-78 state none. Not one names the Dwarka Expressway, NH-248BB, NH-48 or any other road. An empty road field is not evidence against a frontage claim and it is not evidence for one: nothing filed either supports or contradicts it.
The tehsil field is this article’s cleanest instrument, because Conscient’s Gurugram filings run through four of them, a fifth carries the Faridabad filing, and on the three that carry more than one project the tehsil changes with the road system every time.
- Kadipur ST carries Conscient One in Sector 109, Habitat Prime in Sector 99A and Habitat 102 in Sector 102. That is the Dwarka Expressway sector grid.
- Manesar carries PARQ and both Elaira phases in Sector 80, revenue estate Naurangpur. That is the NH-48 and IMT Manesar belt.
- Wazirabad carries Elevate Reserve in Sector 62 and both Elevate phases in Sector 59, revenue estates Ullhawas and Behrampur. That is the Golf Course Extension and Sohna Road side.
- Gurgaon carries Heritage Max Tower F in Sector 102, revenue estate Dhankot.
- Tigaon ST carries Habitat-78, which is in Faridabad district and on the Panchkula bench, and which no Gurugram road system reaches.
Three caveats travel with that test. The field alone decides nothing: the previous article in this series found eight filings on one Sector 103 parcel stating two different tehsils. Village Dhankot appears under two tehsils on two Conscient forms filed three years apart, Gurgaon on the 2018 Heritage Max filing and Kadipur ST on the 2021 Habitat Prime filing. So this page places these projects by sector and revenue estate and prints no flat statement that Conscient’s Sector 102 land is in one named tehsil. And a tehsil is a revenue boundary, not a road.
Here is the verdict per sector, with the evidence that decides each.
| Sector | Conscient filings | On the corridor as a sector? | Frontage | Strength | What decides it |
|---|---|---|---|---|---|
| 109 | Conscient One | Yes | Not established | Strong | Sector 109 is in the Package 3 alignment list, and GMDA funded reconstruction of the 1.86 km master road dividing Sectors 106 and 109 as expressway connectivity work |
| 102 | Heritage Max Tower F, Habitat 102 | Yes | Not established | Strong | Sector 102 is the first sector in the alignment list, and GMDA is rebuilding two master roads that bound it in the same package |
| 99A | Habitat Prime | Yes | Not established | Moderate, and the reason is published | Inside GMDA’s 99 to 115 services block. No source found names 99A itself, and the alignment list runs 102 to 113 |
| 80 | PARQ, Elaira Phase-1, Elaira Phase – 2 & 2A | No, and not on the Southern Peripheral Road either | Does not arise | Very strong | Tehsil Manesar, an HSIIDC allotment letter rather than a colony licence, and HSIIDC recorded in the authority’s own hearing as the services provider |
| 62 | Elevate Reserve | No | Does not arise | Strong | Tehsil Wazirabad, revenue estate Ullhawas; the developer’s own page gives the location as Golf Course Extension Road |
| 59 | Elevate Phase I, Elevate (Phase II) | No | Does not arise | Strong | Tehsil Wazirabad, revenue estate Behrampur, confirmed by HARERA’s own hosted quarterly certificate |
Sector 109. The only sector-by-sector alignment list this research could reach for the expressway’s Haryana leg is an open encyclopedia entry describing Package 3, which is a weaker class of source than everything else in this section and is named here so a reader can weigh it. It names 109, and in June 2023 GMDA approved reconstruction of the 1.86 km master road dividing Sectors 106 and 109 inside a five-road package costing ₹79.33 crore. GMDA’s chief executive PC Meena described those roads as “major sector roads connected with the upcoming Dwarka Expressway”, as The Tribune reported on June 7, 2023. Whether Conscient One’s 3.138 acres front the expressway is a separate question and no document reachable for this page answers it. For the neighbors, the site’s page for Sector 109’s registered project mix sets out the sector.
Sector 99A, and here the honest answer is weaker than the marketing. Sector 99A falls inside the block of Sectors 99 to 115 for which GMDA is laying 20.82 km of master sewer at ₹39 crore, feeding a two-phase treatment plant in Sector 107 of 100 MLD per phase, as The Tribune reported on Jan. 23, 2025 quoting chief engineer Rajesh Bansal. But not one source located names Sector 99A, and the only alignment list runs 102 to 113 and names neither 99 nor 99A. So Sector 99A is inside the corridor’s services catchment, and no source found puts the carriageway through it.
Sector 80 is not on this road, and three documents settle it, with a fourth corroborating. HARERA records the address as “VILLAGE NAURANGPUR, SECTOR-80, MANESAR, GURUGRAM”, tehsil Manesar. The title document on the Elaira filings is not a colony licence but HSIIDC Regular Allotment Letter No. 9277 dated 29-07-2024, issued by the Haryana State Industrial and Infrastructure Development Corporation. The authority’s own hearing record of Feb. 17, 2025 states that “HSIIDC vide letter dated 14.11.2024 has intimated that water and sewerage connection etc. will be supplied after completion of infrastructure services expected up to 30.04.2026”. And GMDA’s corridor road program, a ₹90 crore plan reported by The Tribune on May 13, 2026, gives its own range as the sectors between 81 and 115, which excludes Sector 80 on its own terms. GMDA’s corridor sewer serves Sectors 99 to 115. Sector 80’s water and sewerage come from the state industrial corporation, on that corporation’s timetable. Two catchments, two institutions, and that settles it more cleanly than any map. The repair-program range must not be run the other way either: a repair boundary is not a definition of the corridor.
The claim that needs correcting in Sector 80 was not made by the developer. Conscient’s own Elaira page, read Aug. 28, 2026, places the project in “HSIIDC Green Ville” and within HSIIDC land in Sector 80, and lists its connectivity as National Highway 48, proposed metro, “Naurangpur road and other sector roads”, and then the Dwarka Expressway and the Southern Peripheral Road. Read in order, NH-48 and Naurangpur Road come first and are the roads of record; the expressway appears last and as something the project connects to. That is a connectivity claim and it is not, on its face, a false one. A broker portal, by contrast, headed its listing “Conscient ParQ | Sector 80, Dwarka Expressway, Gurugram” when it was read on Aug. 29, 2026, and a second portal read the same day gives the same sector’s nearest landmark as the Delhi-Jaipur highway. The second portal disproves the first, and neither observation should be lifted out of this page.
One thing this page does not publish for any Conscient project: a distance or a drive time. Not to the expressway, not to NH-48, not to the airport, not to a metro or railway station. No government or highway-authority source states one, and every figure of that kind found in this research, including those on the developer’s own pages, originates with the developer or a portal.
1. Conscient One, Sector 109, promoted by Conscient Infrastructure Pvt Ltd
The oldest corridor registration in Conscient Infrastructure’s own name, a retail and serviced-suite address rather than an apartment project, and the one filing whose unit table records nothing at all in three of its columns.
| Field | Detail |
|---|---|
| Promoter entity | CONSCIENT INFRASTRUCTURE PVT LTD, CIN U74899DL1990PTC039324, address on the form 10th Floor, Tower D, Global Business Park, MG Road, Gurugram 122002 |
| Location as filed | District Gurugram, tehsil KADIPUR ST, Sector 109. The form states no revenue estate and names no road |
| HARERA registration | GGM/308/40/2019/02 DATED 16.01.2019 |
| HARERA online id | RERA-GRG-PROJ-159-2019, numeric url id 382. Not a registration number |
| Land | 3.138 acres registered, given on the form as 12,699.0153 sq m, of a licensed area of 8.39325 acres |
| DTCP licences, as recited on the HARERA record | 102 of 2008 and 83 of 2014. Neither was checked against DTCP’s own licence register, which was unreachable |
| Unit rows, as the form prints them | SERVICE SUITE: carpet area 0, 75 units, total area 0, 75 booked, 0 yet to sell, 0 towers. SHOPS: carpet area 0, 283 units, total area 0, 0 booked, 0 yet to sell, 0 towers |
| Totals row | Printed, and every cell equals the sum of the two rows above it: 358 units, area 0, booked 75, towers 0 |
| Towers | Zero, which is what the form says. It is not a statement that nothing is built |
| Approvals, all recorded as already obtained | Forest NOC 17-01-2013; airport height clearance NOC 31-12-2014; HUDA construction water NOC 27-09-2012; environment clearance 08-07-2009; mining permission 26-03-2015 |
| Project start and registered completion | 09-04-2015 and 30-04-2021. The register listing’s “Registration Up To” column carries the same date |
| Estimated project cost | ₹17,300 lakh, being land ₹3,950 lakh, construction of apartments ₹6,889 lakh, infrastructure ₹1,309 lakh, and other costs including EDC, taxes and levies ₹5,152 lakh. The four lines sum exactly to the stated total |
| Escrow | Oriental Bank of Commerce. The form’s branch field carries a numeric string rather than a branch name, so no branch is recordable here and the string is withheld. Take the account number from the Form REP-I on the HARERA portal yourself, and never from a figure sent to you |
| Certificate position | Two occupation certificates, both uploaded 11-03-2025, described on the portal as “OC for Ground to second Floor and Basements” and “OC for 3rd to 12th Floor”. No completion certificate |
| Hearing record | None. The date-of-hearing, proceedings, status and order columns are all empty |
The zero-filled columns are the thing to understand here, and they cut in neither direction. The form records zero carpet area against both unit rows, zero total area and zero towers, for a project sold as a retail and serviced-suite address. Nothing follows from that about what is built. What does follow is a sequence a buyer can check: a registered completion date of April 30, 2021, then nothing on the record for almost four years, then two occupation certificates loaded on one day in March 2025 covering the basements, the ground to second floors and the third to twelfth floors. They do not establish that the building has twelve floors, and neither memo number nor issuing officer is retrievable. A buyer who wants a corridor address with an occupation certificate already on the government record, and who will take the composition question to the sales office rather than to a portal, has one here.

2. Heritage Max Tower F, Sector 102, promoted by Dreamhome Infrastructure Pvt Ltd
The strongest entry in this portfolio and the smallest by unit count. One tower, 51 apartments, and the only completion certificate anywhere in these eleven filings.

| Promoter entity | DREAMHOME INFRASTRUCTURE PVT LTD, CIN U70100DL2011PTC215170, address on the form 10th Floor, Tower D, Global Business Park, MG Road, Gurugram 122002. The word Conscient appears nowhere in that name |
| Location as filed | District Gurugram, tehsil Gurgaon, village Dhankot, Sector 102. No road is named |
| HARERA registration | GGM/276/2018/08 DATED 23.07.2018 |
| HARERA online id | RERA-GRG-PROJ-458-2019, numeric url id 1069 |
| Land | 1.579 acres registered, given on the form as 6,390.002 sq m, of a licensed area of 11.25 acres |
| DTCP licence, as recited on the HARERA record | 104 of 2011 dated Dec. 11, 2011. The approvals table on the same form restates the date as 12-12-2011, a one-day difference on the authority’s own page |
| Unit rows, as the form prints them | One row, for 4 BHK apartments: carpet area 142.05 sq m, 51 units, 38 booked, 13 unsold, one tower |
| Totals row | Printed, and the table has a single data row, so the total necessarily equals it |
| Parking | As recorded: 102 underground spaces and 17 open spaces |
| Approvals, all recorded as already obtained | Licence 104 of 2011 (12-12-2011); forest NOC (17-08-2012); airport height clearance (27-03-2012); water connection (31-07-2017); electrical load availability (12-01-2017); environmental clearance (12-07-2013); consent to establish (22-05-2014); fire scheme approval (29-12-2012) |
| Project start and registered completion | 12-07-2013 and 31-12-2020, and the form’s original and revised completion dates are identical |
| Estimated project cost | ₹6,701.34 lakh, being land ₹1,146 lakh, construction of apartments ₹3,863.80 lakh, infrastructure and other structures ₹1,088 lakh, and EDC, taxes and levies ₹603.54 lakh. The four lines reconcile exactly |
| Money position as the form declares it | Received from allottees ₹3,150 lakh; balance receivable ₹2,983 lakh; total invested ₹4,845 lakh; bank loan raised ₹1,695 lakh; remaining cost to complete ₹1,856.34 lakh. Booked 4 BHK apartments recorded at 100% completion |
| Escrow | ICICI Bank Limited, Solitaire Plaza, M.G. Road, Gurugram. Take the account number from the Form REP-I on the HARERA portal yourself, and never from a figure sent to you |
| Certificate position | Occupation certificate uploaded 05-12-2024. Completion certificate uploaded 11-03-2025, the only completion certificate in these eleven filings |
| Hearing record | None. All four hearing columns are empty |
What is wrong here is not the delivery record. It is the gap between what this registration covers and what the name is used to sell. This filing registers 1.579 acres of an 11.25-acre licence and 51 apartments in one tower, and the certificates attach to that and nothing else. The register does not say the rest of the colony is unregistered, and this page does not say it either. One platform’s project page for Conscient Heritage Max stated on Aug. 28, 2026 that the project is “Ready to Move since Dec 2020”, with 500 units, six towers and 11.25 acres. December 2020 is the month of the registered completion date on this form, a registered date republished as a delivery date, and the occupation certificate reached the portal four years later, covering one tower. No source read for this page establishes when any allottee took possession of anything. A resale buyer who wants Conscient stock where a completion certificate is on the government record, and who will establish in writing that their unit sits in Tower F, should be reading this registration and no other.

3. Habitat 102, Sector 102, promoted by Habitat Township Pvt. Ltd
The largest corridor filing in this set by land and by units, the cheapest apartment product on one platform’s Sector 102 listing on Aug. 28, 2026, and the one whose registration hearing recorded a fourth party that appears in no marketing material.

| FAR | 2.25 permissible, 2.25 proposed |
| Unit rows, as the form prints them | Two rows, both carrying only the generic type string “Apartment/Shops/Other Buildings”: 79,147.710 sq m across 1,341 units against 10 towers, and 2,434.964 sq m across 87 units against one tower |
| Totals row | None. The form prints no total, so 1,428 units and 81,582.674 sq m are this page’s sums of those two rows |
| Towers | No publishable total. The two rows carry 10 and one, and the column is not additive |
| Configurations | None. The register does not say how many of these units are two-bedroom and how many are three-bedroom, and it does not separate the shops from the apartments. Every bedroom count in circulation for this project is marketing-sourced |
| Approvals recorded as already obtained, with the form’s own dates | Licence 42 of 2021 (27-07-2021); zoning plan (02-08-2021); road (02-08-2021); sewage disposal (16-08-2021); storm water drainage (17-08-2021); water supply (20-08-2021); electricity load availability (17-09-2021); forest NOC (08-06-2021); tree cutting permission (22-10-2021); building plan (15-11-2021); assurance for construction water (15-11-2021) |
| Approvals recorded as applied for and not yet received | Environment clearance, applied 24-08-2021. Fire scheme approval, applied 16-11-2021. Service plan estimate, applied 18-11-2021 |
| Providing agencies | The form’s approvals table returned an agency column on one reading and none on a targeted re-reading, so no agency attributions are printed here. The statuses and dates above reproduced identically on both reads |
| Project start and registered completion | 25-04-2022 and 24-07-2026 |
| Estimated project cost | ₹36,178.26 lakh, being land ₹6,999.69 lakh, construction ₹20,424.78 lakh, infrastructure ₹801.22 lakh, and EDC, taxes and levies ₹7,952.57 lakh. The four lines reconcile exactly |
| Escrow | HDFC Bank Limited, Fort branch, Ground Floor, Jehangir Building, M.G. Road, Fort, Mumbai. Take the account number from the Form REP-I on the HARERA portal yourself, and never from a figure sent to you |
| Certificate position | Registration certificate uploaded 10-Feb-2022, remark “RC Approved and Certificate Uploaded”. Occupation certificate uploaded 16-06-2026. No completion certificate and no extension |
| Hearing record | Three, on 23-Nov-2021, 29-Nov-2021 and 20-Dec-2021. The Order column carries three dashes on all three |
| Documents at registration | Thirty-seven, uploaded between 01-11-2021 and 26-11-2021 |
Three approvals were outstanding when this project was registered, and the register never records that any arrived. The environment clearance, the fire scheme approval and the service plan estimate each carry the register’s status “APPLIED FOR BUT YET TO RECEIVE”, dated August and November 2021, against “ALREADY BEEN OBTAINED” on the other eleven rows of the same table, which has not moved since, and no fourth hearing exists to say what happened. Separately, the occupation certificate uploaded on June 16, 2026 is a single undescribed row reading “OC uploaded”. It says nothing about how much of a 1,428-unit project it covers, and nobody should read it as certifying 1,428 units. Compare Conscient One, where the promoter’s own strings disclose that two certificates were needed for one building. Portals label this project three ways, “Under Construction”, “ready to move” and “Under construction” on this site’s own builder page, and none reflects the occupation certificate now on the record. The hearing of Dec. 20, 2021 also recorded a revenue entitlement running to a company that appears in no brochure, set out after these four entries.

| Certificate position | Status record reads “Extension Certificate Uploaded”, and an extension certificate is the only post-registration certificate this page can establish on this filing. No occupation certificate is established here, and no number and no date is printed for the extension certificate or for any occupation certificate, for the reason given in the delivery record above |
| Hearing record | Four, on 22-Mar-2021, 05-Apr-2021, 10-May-2021 and 22-Jun-2021, and all four carry an order document |
This filing has the fullest hearing record of any Conscient filing on the Gurugram bench, and only Habitat-78 in Faridabad has more. On March 22, 2021 the authority recorded: “Sh. Lalit Jain, Director is present along with Legal Representative. Deficiencies have already conveyed to the promoter. The Promoter requested for some time. Now hearing is fixed for 5.4.2021 at 2.00 PM”. On April 5, 2021 it recorded an objection: a deficiency notice covering the environment clearance, the fire scheme approval and the approval of service plans, with construction prohibited until those approvals were in hand. On May 10, 2021 the record reads, in full: “Due to COVID-19 Pandemic, the matter is Adjourned for 22.06.2021.” On June 22, 2021 the authority approved the registration, and the order carries a detail worth having: “The Authority directed the promoter to submit the deficit fee- Rs 5,95,619 as for the fees paid at Interim REM, Panchkula office.” That shows this project was first filed with the interim regulator at Panchkula before the Gurugram bench took it up.
What is unresolved here is the certificate paperwork, and it is the most consequential gap on this page. The registered completion date passed on Nov. 24, 2025. The status record shows an extension certificate. An earlier research pass also recorded an occupation certificate and dates for both, but two later targeted retrievals could not reproduce a certificate table at all, so this page states only that an extension certificate is on the record, and withholds the extension number, the extension date and any occupation-certificate particulars rather than publish them on a reading that did not repeat. Nor does the register say which of the 844 units any occupation certificate covers. Portals disagree in both directions, one calling the project ready to move as at November 2025 and this site’s own builder page labeling it a new launch, and the register supports neither. For the marketed picture, the site’s page for Habitat Prime unit sizes and possession status as listed carries what the listing says. A buyer who wants the cheapest ticket listed in Sector 99A on one platform on Aug. 28, 2026, and who will insist on seeing each certificate as a document with a memo number on its face, has found the filing that answers.

The clause in Habitat 102 that names Emaar
Habitat 102 has a fourth party in it that appears in no marketing material for the project, and the regulator said so at the hearing that granted the registration. What follows comes from HARERA’s own proceedings of Dec. 20, 2021, read on the authority’s project record for RERA-GRG-PROJ-950-2021. The Order column for that row carries three dashes. There is no order document, only the proceedings cell.
First, the structure the authority described. The proceedings record that Emaar India Land Limited, which they describe as earlier known as Emaar MGF Land Limited, had entered agreements between 2006 and 2013 with eleven of its group companies: Fluff Propbuild and Rudraksha Realtors, printed “Rudrakasha Relators” [sic], both on 30.04.2013; Tanmay Developers on 15.07.2006; Grog Propbuild on 29.05.2013; Gamut Propbuild on 20.01.2007; Gallery Propbuild on a date the register prints as “20.0120.2007”; Sarvodaya Buildcon on 10.06.2013; Sewak Developers and Monga Properties, both on 14.05.2013; Hope Promoters on 29.05.2006; and Crock Buildwell on 25.05.2006. They then record that on 15.12.2020 those landowners, Emaar and Habitat Township Pvt. Ltd. entered a further joint development agreement authorizing Habitat Township to develop the 9.3625-acre affordable group housing project at Kherki Majra, Sector 102.
Those same eleven companies are the eleven licensed co-developers named on the promoter’s Form REP-I. They are not a rival list to Emaar, and an earlier research pass framed them as one. The form and the hearing describe a single structure from two ends.
Second, the consideration, which appears in no other source located for this page. The authority recorded that under that agreement “the Developer has to pay Emaar India Limited (which is neither a license holder not a land owner) 17% of the net sales revenue of the project, equivalent to minimum guarantee of Rs. 68,81,43,750/-.” The wording, the parenthesis and the “not” standing where “nor” belongs are HARERA’s own and are reproduced here without correction. That is 17% of net sales revenue, with a floor of ₹68,81,43,750, on a project whose whole declared cost on the same form is ₹36,178.26 lakh.
Third, the authority’s own characterization, in its own words. The proceedings state: “This is a peculiar case where development agreements were signed between the landowners and M/s EMAAR India Ltd. Accordingly EMAAR becomes collaborator/developer if license was applied by the landowners in collaboration with EMAAR India Ltd.” The authority noted that the licence had been issued in favor of the landowners in collaboration with Habitat Township “without any mention of M/s EMAAR India Ltd. despite the fact that license has been issued on the basis of joint collaboration agreement where EMAAR India Ltd. is also a conforming party”, and that “As per the joint collaboration agreement entire consideration of the agreement is payable/paid to M/s EMAAR India Ltd.” The same cell earlier recites “As per the license No. 41 of 2021 issued by DTCP in favour of M/s Rudraksha Realtors Pvt. Ltd. and 10 others in collaboration with M/s Habitat Township Pvt. Ltd.”, and later refers to licence 42 of 2021. The form and the second reference agree, so 42 of 2021 is the number this page prints, and the “41 of 2021” sentence is quoted with its error visible.
Then the direction. The authority ordered: “The promoter shall submit amended license from DTCP acknowledging M/s EMAAR India Ltd. as the co- developer in the license no. 42 of 2021 along with M/s Habitat Township Pvt. Ltd. within two months from the date of grant of registration.” It granted registration against a bank guarantee: “The authority decided to grant the registration subject to the submission of bank guarantee of Rs. 50 lakhs on account of approved service plans and estimates, approved fire scheme and amended license within a week. This bank guarantee shall be forfeited in case the approved fire scheme, approved service plans and estimates and amended license are not submitted in the authority within three months from the date of grant of registration.”
Fourth, what happened next, which is nothing this page can read. Habitat 102’s registration certificate was uploaded on Feb. 10, 2022. The authority held no further hearing: the proceedings table carries three rows, ends on Dec. 20, 2021, and shows an empty Order column on all three. No document reachable for this page records whether the amended licence was produced, and the Haryana licence register could not be read in any of three passes. The temptation to read the absence of a fourth hearing as compliance has to be refused, because the certificate upload precedes the two-month deadline. So this page reports what the authority required on Dec. 20, 2021, and does not report that Emaar is, or is not, a co-developer today.
One further fence. The proceedings render the Emaar company’s name three ways inside a single cell. No statutory corporate source was consulted for this page, so this page names the company as the proceedings first name it, quotes the rest as they stand, and asserts no registered corporate name for it.
Why this matters to someone about to book here. A fourth party holds a revenue entitlement in this project with a stated minimum guarantee, the regulator recorded it, described the licensing position around it as peculiar, and required a corrected licence within two months. None of that appears in any brochure, portal listing or channel-partner page found for this project, which is sold on the cheapest apartment ticket listed in its sector on one platform on Aug. 28, 2026. It is not, on this record, a defect in a buyer’s title. It is a question the sales office should answer with a copy of the amended licence, and anyone who says the matter is settled has not read the file.
Six questions to get answered in writing before you pay anything
1. Which company is the promoter, and get it in writing. On six of these eleven filings the answer is not Conscient Infrastructure. It is Dreamhome Infrastructure, Prime Infradevelopers, Habitat Township, Keywest Eduinfra & Services or Heritage Max Realtech, and that name is the counterparty on your agreement for sale, the name any complaint has to be filed against, and the balance sheet standing behind the project.
2. Ask for the full registration string, not the short form, and check it yourself. “26 of 2021” and “45 of 2024” are not unique across years, and both have already sent a researcher to the wrong record. The full string looks like GGM/523/255/2021/91 dated 20.12.2021, and it resolves on the authority’s own project page in about a minute.
3. Ask which registration governs your specific tower. At Heritage Max this is the whole question: the only registration located covers Tower F, 1.579 acres and 51 apartments, on a licence covering 11.25 acres. If your unit is not in Tower F, ask which registration number covers the building you are standing in, and do not accept the colony name as an answer.
4. Ask for the occupation certificate covering your block, with its memo number and its issuing officer. Every certificate in the delivery record on this page is a portal row carrying a description string and an upload date, and none of those documents was read for this page. The memo number and the issuing officer are on the face of the certificate itself, so ask for the scan and read the top of it.
5. Ask whether the environment clearance, the fire scheme approval and the service plan estimate have been received, not applied for. At Habitat 102 and Habitat Prime the form itself records approvals as applied for and not yet received. At PARQ, Elaira Phase-1 and Elevate Reserve the form’s approvals table shows no pending row at all while the authority’s signed order for the same file lists approvals as outstanding and takes security against them. A bank guarantee is security against a promise to produce a document. It is not the document.
6. At Sector 80, ask who provides water and sewerage, and on what date. The answer on the authority’s own record is HSIIDC, and the hearing of Feb. 17, 2025 records an expected infrastructure completion of 30.04.2026. That is a different services catchment from the corridor’s, run by a different institution, and it is the cleanest test of whether the project you are being shown is on the road the listing says it is.
And when an answer is refused, which is a common outcome. A registration number is a public string. A promoter name is on a certificate. An occupation certificate is a memo with a number and a date. If you are told a document is confidential, ask for the memo number and check it yourself at haryanarera.gov.in. If you are asked for a booking amount before any of the six is answered, the request is itself an answer. If a check fails, HARERA’s complaint route is open and needs no lawyer. The current form, the rule and the fee were not read for this article, so confirm all three with the authority rather than taking them from any page, this one included.
The seven filings on other roads, and which road each is on
The seven entries below are not on the Dwarka Expressway, and each heading names the road system it does sit on. Three are in Sector 80, in Manesar tehsil on state industrial-corporation land. Three are in Sectors 62 and 59. One is in Faridabad, under a different HARERA bench.
5. PARQ, Sector 80, Manesar, promoted by Keywest Eduinfra & Services Private Limited
Sector 80 is not on the Dwarka Expressway. It sits in Manesar tehsil, on the NH-48 and Naurangpur Road belt beside IMT Manesar, and its services come from HSIIDC.

| Location as filed | District Gurugram, tehsil MANESAR, village NAURANGPUR, Sector 80. The register names the project PARQ, not “Conscient ParQ” |
| HARERA registration and id | GGM/818/550/2024/45 DATED 22.04.2024, online id RERA-GRG-PROJ-1584-2024, numeric url id 2850 |
| Land and licence | 5.6 acres, registered equal to licensed. Licence 244 of 2023, valid to 14.11.2028 per the hearing order and attributed to the HARERA record |
| FAR | 3.145 permissible, 3.1417 proposed |
| Units | Fourteen rows and no totals row. They sum to 533, which is this page’s arithmetic on the register’s own rows. Twelve rows at carpet areas from 941.3 to 1,542.7 sq m sum to 448, and two rows at 205 and 171.7 sq m sum to 85. Reading the second pair as shops is an inference from the carpet areas; the register labels no row |
| Towers | None. Every one of the fourteen rows carries 0 in the towers column, so this page prints no tower or block count for PARQ at all |
| Approvals, all recorded as already obtained | Forest NOC 25-10-2023; sewage disposal 24-11-2023; water supply 28-11-2023; storm water drainage 29-11-2023; electricity load availability 06-02-2024; zoning plan approval 16-02-2024 |
| Estimated project cost | Stated total ₹1,05,534.48 lakh, being land ₹13,872.15 lakh, construction ₹65,812.80 lakh, infrastructure ₹4,606.73 lakh and EDC, taxes and levies ₹21,242.72 lakh. Those four lines sum to ₹1,05,534.40 lakh, which is ₹8,000 below the stated total |
| Completion dates | The form says 28-02-2030. The signed order of 22.04.2024 says an occupation certificate by 31.05.2030 and a completion certificate by 31.05.2031. Both are printed here and neither is adopted as the single date |
| Escrow | HDFC Bank Limited, Ground Floor, Industry House, H.T. Parekh Marg, Churchgate, Mumbai 400020. Take the account number from the Form REP-I on the HARERA portal yourself, and never from a figure sent to you |
| Certificate position | Registration certificate uploaded 24-May-2024, remark “RC Uploaded”. Nothing since, which is the expected state for a project whose declared construction start is 01-09-2024 |
| Hearing record | One, 22-Apr-2024, with an order document |
The approvals table and the order for this filing do not describe the same file, and the difference is worth understanding rather than overstating. The form’s table carries six rows and no pending row at all. HARERA’s own signed order of the same date lists as outstanding the environment clearance, the service plan and estimates approval and the mining permission, and records bank guarantees lodged against them. That is a defect of the table rather than a contradiction of it: the form lists only the approvals the promoter chose to enter, and this page does not say the form declared those three obtained. The proceedings read: “Ms. Nikita Mittal (Planning Executive) and Sh. Ashish Dubey (Chartered Accountant) briefed about the facts of the project. Sh. S.K. Kaushik (VP) and Sh. Ajay Gupta (AR) are present on behalf of the promoter.” One line of inquiry is closed: PARQ is registered, and a circulating short-form number is what sent an earlier research pass to a different developer’s project in a different year. A buyer who wants the larger of Conscient’s two Sector 80 tickets, and who will not pay a corridor premium for a Manesar address, will find nothing on this record that contradicts the pitch.

6. Elaira Residences Phase-1, Sector 80, Manesar, promoted by Conscient Infrastructure Private Limited
Also not on the Dwarka Expressway, and the filing whose land title is not a town-planning colony licence at all.

| Land title | Not a DTCP colony licence. HSIIDC Regular Allotment Letter No. 9277 dated 29-07-2024 |
| Land | 4.8727 acres registered, of a 5.5601-acre colony. The form labels both figures “Square Meters” and the label is wrong: the land-use table on the same form totals 19,719.13 sq m, which is 4.8727 acres, and the signed order says so. This page prints acres |
| FAR | 1.9 permissible, 1.86 proposed. The registration certificate states total FAR 41,932.278 sq m |
| Units | Ten rows and no totals row. They sum to 268 apartments, which is this page’s arithmetic, at carpet areas from 104.55 to 138.59 sq m. No configuration is stated on any row |
| Towers | The signed order of Feb. 17, 2025 names “Tower A, Tower B, Community Building-1, Community Building-2, Convenient Shopping”. The form’s tower column sums to 16 and is not summed here |
| Approvals, all recorded as obtained | Zoning plan approval 30-10-2024; forest NOC, water supply, sewage disposal and storm water drainage, all four dated 14-11-2024; electricity load availability 07-01-2025. 14-11-2024 is also the date of the HSIIDC services letter quoted in the hearing |
| Order conditions | A security of ₹25 lakh against the approved environmental clearance within four months, and mining permission before construction begins. Neither approval appears in the approvals table |
| Estimated project cost | ₹71,060.99 lakh, being land ₹10,958.92 lakh, construction ₹41,253.49 lakh, infrastructure ₹0.00 lakh and EDC, taxes and levies ₹18,848.58 lakh. The four lines reconcile exactly. The order restates the total as ₹710.60 crore, with ₹124.59 crore spent and ₹586.01 crore to complete |
| Completion date | The registration certificate runs to March 31, 2031 and the signed order says the same. The form declares 31-12-2031. The certificate is the operative instrument and this page prints March 31, 2031 |
| Escrow | HDFC Bank Limited, JMD Regent Plaza, Sector 26, near Guru Dronacharya, Gurugram. Take the account number from the Form REP-I on the HARERA portal yourself, and never from a figure sent to you |
| Hearing record | One hearing, Feb. 17, 2025, with a signed order. The proceedings record that under HSIIDC correspondence “water and sewerage connection etc. will be supplied after completion of infrastructure services expected up to 30.04.2026”, and the status reads “APPROVED AND READY FOR CERTIFICATE ISSUING PROCESS” |
| Certificate position | Registration certificate uploaded 19-Mar-2025. Nothing since, against a declared construction start of 01-09-2025 |
| Previous-project disclosure, as the form itself carries it | Project Elevate Reserve; apartments sold 240 as declared on this form; funds collected ₹35,696.58 lakh; projected completion 01-10-2030 |
One construction contract has been announced on this colony, and the counterparty’s own disclosure does not confirm the figure. The Realty Today reported on Nov. 24, 2025 that Conscient had awarded NCC Limited a construction contract worth about ₹350 crore for Elaira, quoting Conscient’s director Lalit Jain and NCC’s managing director N. R. Alluri. RPRealtyPlus, reporting on Nov. 18, 2025, names Benoy as the architecture firm. Here is what the listed counterparty’s own record says. NCC’s order disclosure for November 2025 records a Buildings Division order of ₹321.18 crore excluding GST and names no private client, and NCC’s monthly intimations never name private clients at all. So the ₹350 crore rests on the developer’s statement and on trade press reporting it, not on an exchange filing. The two figures cannot be matched and this page does not match them: NCC’s is one order in its Buildings Division, excluding GST, disclosed among four in that month’s intimation and named to no client; Conscient’s is a contract value for one colony; and no document joins them. HARERA’s Form REP-I carries no contractor field and no architect field, so neither name is a register-recorded fact.
The infrastructure line is the oddity on this filing and it is on the face of the form. The promoter declares infrastructure cost of exactly ₹0.00 lakh for a colony whose own land-use table allocates 7,497.504 sq m to roads, 1,860.423 sq m to pavements and 844.91 sq m to an electricity sub-station. The second Elaira filing, made ten months later on the same colony, declares ₹279.80 lakh under the same head. Nothing on the record explains the difference. For the marketed picture, the site’s own listing carries Elaira Residences configurations and handover date; the register states no configuration at all, so every bedroom count attached to this project is marketing-sourced. A buyer who wants a 2031 handover in an industrial-corporation sector, and who will read the HSIIDC services letter before assuming a corridor address, is the buyer this filing suits.

7. Elaira Residences Phase – 2 & 2A, Sector 80, Manesar, promoted by Conscient Infrastructure Private Limited

| Promoter entity | CONSCIENT INFRASTRUCTURE PRIVATE LIMITED, CIN U74899DL1990PTC039324. The authority’s own listing prints the name “CONSCIENT INFRSATRUCTURE PRIVATE LIMITED” [sic] and the village field as “VIKLAGE NAURANGPUR” [sic], and neither is corrected here, because a reader checking the register must find the same strings |
| Location as filed | District Gurugram, tehsil MANESAR, village Naurangpur, Sector 80 |

| Land title | HSIIDC Regular Allotment Letter No. 9277 dated 29-07-2024, the same allotment as Phase-1 |
| Land | 0.6874 acres, being the 2,782.03 sq m the form’s own land-use table totals, which the signed order confirms and which the order records the promoter as having applied for as 0.6900 acres. The form’s “licensed area” field of 22,501 sq m is the whole 5.5601-acre colony and is not this phase’s area |
| FAR | 3.65 permissible, 1.782 proposed |
| Units | Ten rows and no totals row. They sum to 272 apartments, which is this page’s arithmetic and which matches the 272 units the signed order states |
| Towers | The order names Tower C and Tower D for Phase 2 and a nursery school for Phase 2A. The form’s tower column is not summed here |
| Approvals recorded as obtained | Forest NOC, water supply, sewage disposal and storm water drainage, all 14-11-2024; electricity load availability 07-01-2025; zoning plan approval 29-07-2025. Five of those dates are identical to Phase-1’s, because the two phases sit on one allotment |
| Approvals recorded as applied for and not yet received | Fire scheme, applied 18-10-2025. Environment clearance, applied 29-10-2025. This is the only Elaira filing whose table admits a pending approval |
| Estimated project cost | Stated total ₹69,527.88 lakh, being land ₹16,690.89 lakh, construction ₹27,560.50 lakh, infrastructure ₹279.80 lakh and EDC, taxes and levies ₹24,996.50 lakh. Those four lines sum to ₹69,527.69 lakh, which is ₹19,000 below the stated total. The order gives a construction cost of ₹5,808 per sq ft |
| Completion date | The form says 31-12-2032; the order and the register listing’s own validity column say 30/06/2032. Both are printed and the order’s date is the operative one |
| Escrow | HDFC Bank Limited, JMD Regent Plaza, Sector 26, Units 1 to 5, Ground Floor, near Guru Dronacharya metro station. Take the account number from the Form REP-I on the HARERA portal yourself, and never from a figure sent to you |
| Certificate position | Registration certificate uploaded 11-Dec-2025. Nothing since, against a declared construction start of 01-04-2026 |
| Hearing record | One, 24-Nov-2025, with an order document |
What is unresolved here is the pair of approvals the promoter has undertaken to produce, and the security standing in their place. The proceedings of Nov. 24, 2025 record that “Ms. Deepika, Planning Executive and Sh. Ashish Dubey, Chartered Accountant briefed about the facts of the case…”, and the order directs demand drafts or bank guarantees of ₹25 lakh each against the environmental clearance and the fire scheme approval, both within six months of registration, with mining permission before construction begins. Six months from Dec. 8, 2025 falls in June 2026, and nothing on the record says whether either approval arrived. A buyer being sold the second Elaira phase, who will treat two pending statutory approvals as a question rather than a formality, is asking the right thing of the right document.

| Escrow | ICICI Bank Limited, Sector 14, SCO 18 and 19, HUDA Shopping Centre Market Complex, Gurugram 122001. Take the account number from the Form REP-I on the HARERA portal yourself, and never from a figure sent to you |
| Hearing record | One hearing, Nov. 6, 2023, with a signed order. The proceedings close “Approved as proposed” and require the fire scheme approval within four months, the environment clearance and approved service plans within six months of the registration certificate, and mining permission before construction begins. Status: “APPROVED AND READY FOR CERTIFICATE ISSUING PROCESS” |
| Certificate position | Registration certificate uploaded 06-Jun-2024. Nothing since, against a declared project start of 29-02-2024 |
| Documents at registration | Ninety-seven, the largest disclosure in this set, uploaded 21-10-2023 and 16-02-2024 |
The hearing text for this filing is short enough to quote whole, and it is the clearest statement in this record of what a Conscient registration is granted subject to. The proceedings of Nov. 6, 2023 read: “Sh. Ashish Kush, Planning Executive and Ms. Asha, Chartered Accountant briefed about the facts of the case. Sh. S.K. Kaushik (AR) and Sh. Ajay Gupta (AR) are present on behalf of the promoter. The promoter shall submit the fire scheme approval within 4 months, Environment Clearance and approval of service plans and estimates within 6 months from the date of issuance of registration certificate and mining permission shall be submitted before the commencement of the construction. Approved as proposed.” The signed order for the same hearing states a different timetable, four months for the fire scheme and five for the environmental and service-plan approvals, and this page prints both. A buyer being sold retail space under the Conscient SOHO name should note that this is the registration it would sit inside.

9. Elevate Phase I, Sector 59, Behrampur, promoted by Heritage Max Realtech Pvt. Ltd.

| Field | Detail |
|---|---|
| Promoter entity | HERITAGE MAX REALTECH PVT. LTD., CIN U70200DL2015PTC286008, K-1, Green Park Main, New Delhi |
| Location as filed | District Gurugram, Sector 59. The form states tehsil Sohna. HARERA’s own hosted quarterly certificate for this project gives “Village Behrampur, Sector-59, Gurugram”, so the form’s tehsil entry is an error and this page does not repeat it |
| HARERA registration and id | GGM/325/57/2019/19 DATED 01.04.2019, online id RERA-GRG-PROJ-120-2018, numeric url id 307 |
| Land | 5.95007 acres of an 8.91875-acre licensed parcel. The two Elevate phases recite different licence numbers for the same parcel, so this page prints only the licensed area and no licence number for Elevate |
| Units | Eight rows and no totals row. They sum to 178, which is this page’s arithmetic, at carpet areas of 107.68, 118.33, 133.03, 181.05, 87.15, 167.36, 167.36 and 20.129 sq m. No configuration is stated |
| Towers | No publishable total from the form. The quarterly certificate names three towers, A, B and C |
| Approvals recorded as obtained | Forest NOC 21-04-2016; Aravali NOC 24-08-2016; water assurance 05-07-2016; beneficial interest final approval 27-04-2017; power assurance 05-05-2017; airports authority approval 10-08-2017; final building plans 14-03-2018; environmental clearance 13-07-2018 |
| Approvals not obtained | Service plan estimate, applied 07-05-2018 and not yet received. Consent to establish, recorded as “YET TO FILE FOR APPROVAL” with no date, and this is the only such row in the entire Conscient set |
| Estimated project cost | Stated total ₹42,721 lakh, being land ₹12,300 lakh, construction ₹16,411 lakh, infrastructure ₹2,489 lakh and EDC, taxes and levies ₹11,518 lakh. Those four lines sum to ₹42,718 lakh, which is ₹3,00,000 below the stated total, or 0.007% of it |
| Completion date | 31-12-2024, and the register listing’s validity column carries the same date |
| Escrow | HDFC Bank Limited, Tower A, Global Business Park, MG Road, Gurugram 122002. Take the account number from the Form REP-I on the HARERA portal yourself, and never from a figure sent to you |
| Certificate position | Occupation certificate uploaded 11-03-2025, two months and eleven days after the registration validity ended. No completion certificate and no extension |
| Hearing record | None. All four hearing columns are empty |
The consent-to-establish row is what stands out on this filing. Every other approval on the nine other Gurugram filings is recorded either as obtained or as applied for, and Habitat-78’s table uses a plain Yes or No instead, with four rows reading No. This one is recorded as not yet applied for, with no date, on a project whose registered completion date has passed and against which an occupation certificate now sits on the record. Nothing on the register reconciles those two facts and no hearing exists to explain them. A resale buyer should ask for the occupation certificate itself and for the consent to establish, in that order.

10. Elevate Phase II, Sector 59, Behrampur, promoted by Heritage Max Realtech Pvt. Ltd.

| Land | 2.96875 acres of the same 8.91875-acre licensed parcel |
| Units | Six rows with a printed totals row of 248 units, 29,392.64 sq m and six towers, and every cell of that row equals the sum of the rows above it |
| Configurations, as the form labels them | “3 BHK (S)” at 107.68 sq m twice; “3 BHK (L)” at 118.33 sq m twice; “3 BHK + STUDY” at 113.03 sq m and, on a second row, “3 BHK + STUDY” at 133.03 sq m. The two rows carry the same label and differ by exactly 20 sq m, and each is internally consistent with its own row’s area total. Neither figure is publishable as the carpet area of a three-bedroom-plus-study unit here, and this page prints neither as one |
| Approvals, all recorded as obtained | Beneficial interest permission 27-04-2017; height clearance 10-08-2017; mining plan 24-01-2019; environment clearance 18-03-2019; building plan approval BR-III 25-04-2019; fire plan 13-09-2019; tree cutting permission 23-11-2020. The first two dates are identical to Phase I’s, which confirms the two phases sit on one parcel |
| Estimated project cost | ₹54,349.90 lakh, being land ₹18,284.73 lakh, construction ₹26,068.79 lakh, infrastructure ₹259.99 lakh and other ₹9,736.39 lakh. The four lines reconcile exactly |
| Completion date | The form says 31-01-2025. The register listing’s validity column says 30/01/2026, a year less a day later, which is consistent with the extension on the record |
| Escrow | HDFC Bank Limited, Sector 53 Vatika Atrium branch, Gurgaon. Take the account number from the Form REP-I on the HARERA portal yourself, and never from a figure sent to you |
| Certificate position | Extension No. 06 of 2025 dated 20.02.2025, uploaded 03-03-2025. Occupation certificates uploaded 25-07-2025 and 12-12-2025. No completion certificate |
| Hearing record | Two, 10-May-2021 and 22-Jun-2021, with the Order column empty on both |
This is the only filing whose extension certificate this page can read carries its own number and date in the portal’s description string, which is why this page can name Extension No. 06 of 2025. An earlier research pass reported the same for Habitat Prime, and two later retrievals could not reproduce that filing’s certificate table at all, so nothing is stated here about what its description string contains. The extension is not a defect; it is an extension doing its job. What a reader should note is that the extended validity of Jan. 30, 2026 had itself passed before this page’s reading date, with two occupation certificates on the record and no completion certificate. The COVID-era proceedings are short and exact: on May 10, 2021 the authority recorded “Due to Covid-19 pandemic, authority meeting could not be held. Now, the authority has decided to fix the matter on 22.06.2021.” A resale buyer should ask which of the six towers each occupation certificate covers, because the register’s strings do not say.

11. Habitat-78, Sector 78, Faridabad, promoted by Conscient Infrastructure Private Limited
This project is in Faridabad, not Gurugram, and it is on no corridor sector. It is registered on the Panchkula bench, it is the oldest registration in this set, and it is here because it is the longest-running measure of how this promoter finishes what it starts.
| Field | Detail |
|---|---|
| Promoter entity | CONSCIENT INFRASTRUCTURE PRIVATE LIMITED, CIN U74899DL1990PTC039324 |
| Location as filed | District FARIDABAD, tehsil Tigaon ST, Sector 78 |

| Land and licence | 7.387 acres registered of a 7.394-acre licensed area. Licence 15 of 2016 dated 26.09.2016, as recited on the HARERA record |
| Units | Three rows with a printed totals row of 1,235 units, 56,831.946 sq m and 17 towers, and every cell of that row equals the sum of the rows above it. The rows are 2 BHK at 45.102 sq m, 653 units, nine towers; 2 BHK plus Utility at 58.505 sq m, 468 units, eight towers; and Shops at carpet area 0, 114 units, no tower |
| Booked and unsold | The columns do not reconcile to the total. Booked 68 plus 191 is 259 and unsold 585 plus 277 is 862, which add to 1,121, or 114 short of 1,235, and the 114 shops carry zeroes in both columns. So: 1,235 units, of which 1,121 are apartments and 114 are shops, with 259 of the 1,121 apartments booked at filing |
| Approvals | Seventeen rows, and this is the only Conscient filing whose approvals table names a providing agency for every row, uses a plain Yes or No rather than the authority’s status strings, and carries “NA” in the date column on all seventeen. No approval on this filing can be dated at all |
| Approvals recorded as not obtained | Roads, water supply, sewage disposal and storm water drainage. All four are HUDA’s |
| Estimated project cost | ₹19,009 lakh, being construction of apartments ₹14,800 lakh and EDC, taxes and levies ₹4,209 lakh, with land at 0 and infrastructure at 0. The lines reconcile exactly to the stated total |
| Completion dates | Original 19-07-2021, revised 19-07-2022 |
| Escrow | Oriental Bank of Commerce, 16 Shopping Centre, Panchsheel Park, New Delhi 110017. Take the account number from the Form REP-I on the HARERA portal yourself, and never from a figure sent to you |
| Certificate position | Occupation certificate uploaded 08-03-2022. Extension uploaded 12-08-2026. No completion certificate |
| Hearing record | Five, from 30-Jul-2025 to 13-May-2026, all with order documents, and the extension approved on 13-May-2026. Alongside them, an agenda list of ten entries dated 22-May-2024 to 13-May-2026, each carrying the identical subject line “Submission of the Completion certificate. Habitat 78” |
The gap between an occupation certificate and a completion certificate is what this filing measures, and it is the longest in the record. An occupation certificate was uploaded on March 8, 2022, four and a half months before even the revised completion date. Four years and five months later no completion certificate is on the record, across five hearings and ten agenda listings on that single subject spanning two years, and the file is still moving: the extension certificate reached the portal on Aug. 12, 2026. This is Faridabad, a different district and a different bench, and none of it is evidence about Sector 102 or Sector 109. What it is evidence about is how long one promoter’s completion paperwork can sit before an authority, which is the question a buyer on a 2030 or 2031 handover should be asking.

What these cost, and why one page shows two rates for one project on one day
The rule this section applies to itself: publish no rate as a price for anything. Every rate below is either an input to the arithmetic test or an output of it, and each carries whatever observation period and area basis its source states. Where a project’s price range and unit sizes carry no stated area basis, the row says Area basis not stated, because those sizes are the arithmetic’s input. No headline rate and no quarterly figure on any of these pages states an area basis at all, which is why none of them is offered here as a price and why the test below compares each against the page’s own price list rather than against another page. On that basis every locality per-square-foot figure, every rental rate and every rental yield found in this research is left out entirely, because none of them tests anything and not one states a period or a basis. One platform, 99acres, does state both a quarter and an area basis, and it was unreachable in every pass, which is the single largest gap in this section. One exception is made and it is not a rate: three Sector 102 locality values appear below as evidence that one of them is standing in a project cell, and none of the three is offered as a price for anything.
And one measurement point governs everything below. Every HARERA unit-area figure on this page is carpet area in square meters. Every portal figure below is a saleable or unstated area in square feet. Neither converts into the other without a loading percentage nobody publishes, and this page never divides one into the other.
Here is a test any reader can run on any project page anywhere: does the platform’s own per-square-foot rate equal its price range divided by its unit sizes? Every gap below is stated as a percentage of the rate that arithmetic implies, not of the headline. It was run on eight Conscient project pages on one platform on Aug. 28, 2026. Three pass and five fail, the fifth being an eighth page set out below. The arithmetic below is this page’s, and the implied rates are a test instrument rather than anyone’s published rate.
| Project page | Price and size as printed | Implied rate, this page’s arithmetic on the figures in the column to its left | Rate the page states | Result |
|---|---|---|---|---|
| Conscient ParQ, Sector 80 | ₹3.40 Cr at 1,945 sq ft saleable; ₹4.99 Cr at 2,850 sq ft saleable | ₹17,481 and ₹17,509 | ₹17,500 headline | Pass |
| Conscient Elaira Residences, Sector 80 | ₹3.18 Cr at 1,995 sq ft saleable; ₹4.30 Cr at 2,695 sq ft | ₹15,940 and ₹15,955 | ₹15,950 headline | Pass |
| Conscient Elevate Reserve, Sector 62 | ₹6.31 Cr at 2,745 sq ft saleable; ₹7.81 Cr at 3,395 sq ft | ₹22,987 and ₹23,004 | ₹23,000 headline | Pass |
| Conscient Habitat 102, Sector 102 | ₹76.14 L at 705 sq ft; ₹78.08 L at 723; ₹80.46 L at 745. Area basis not stated | ₹10,800, ₹10,799 and ₹10,800 | ₹10,950 headline | Fail by ₹150 per sq ft, 1.39% |
| Conscient One, Sector 109 | ₹67.10 L at 525 sq ft; ₹1.02 Cr at 795; ₹1.23 Cr at 965. Area basis not stated | ₹12,781, ₹12,830 and ₹12,746 | ₹14,300 headline | Fail by about ₹1,510 per sq ft, 11.8% |
| Conscient Heritage Max, Sector 102 | ₹2.25 Cr at 1,870 sq ft; ₹3.34 Cr at 2,775 sq ft, sizes given as saleable or built-up | ₹12,032 and ₹12,036 | ₹13,850 headline | Fail by about ₹1,815 per sq ft, 15.1% |
| Conscient Habitat Prime, Sector 99A | ₹54.39 L at 636 sq ft saleable; ₹56.10 L at 656; ₹64.10 L at 749 | ₹8,552, ₹8,552 and ₹8,558 | ₹10,950 headline, against ₹8,300 at the latest quarter in the same page’s own table | Fail against the headline by 28.0% of the implied rate |
The eighth page is the one this article publishes nothing from at all. The rate it prints is about 160% above the rate its own price range and unit sizes imply, and its own resale listings on the same page imply a third figure roughly 2.7 times above its price range. Three mutually incompatible price statements on one page on one day, so none of its figures appears anywhere here.
The pattern matters more than any single row: the three that pass are the under-construction projects and the five that fail are the ready or nearly ready ones. On a new launch the platform carries a builder price list and the arithmetic is internally closed. On a delivered project a stale price range meets a rate computed from live listings.
The same split explains why one page can show two rates for one project on one day. Each project page carries a headline rate and a four-quarter series, every difference below is stated as a percentage of the latest quarter, and on the under-construction projects those two figures are not the same number.
| Project page | Headline rate | Latest quarter in the same page’s own table | Difference |
|---|---|---|---|
| Conscient ParQ | ₹17,500 | Jun 2026, ₹16,350 | ₹1,150, 7.0% |
| Conscient Elaira | ₹15,950 | Jun 2026, ₹15,200 | ₹750, 4.9% |
| Conscient Elevate Reserve | ₹23,000 | Jun 2026, ₹24,550, from a series named below as unreliable | ₹1,550, 6.3%, headline lower |
| Conscient Habitat Prime | ₹10,950 | Mar 2026, ₹8,300 | ₹2,650, 31.9% |
| Conscient Habitat 102 | ₹10,950 | Jun 2026, ₹10,950 | Equal |
| Conscient One | ₹14,300 | Jun 2026, ₹14,300 | Equal |
| Conscient Heritage Max | ₹13,850 | Jun 2026, ₹13,850 | Equal |
So if you are quoted a per-square-foot figure from a portal, ask which of the two figures on that page it is. On three of these projects the answer moves the number by 4.9% to 7.0%, and on Habitat Prime by nearly a third.
Four of these series then move in ways this page will not repeat as price movements, three of them impossibly and the fourth questionably. The fourth is Elevate Reserve’s, which rises in two consecutive quarters to the June 2026 figure the table above uses, and that figure is quoted there only to show what the page prints beside its own headline. Habitat 102’s project column runs 13,500, then 15,700, then 13,150, then 10,950 across four quarters, while the sector column on the same table moves from 12,900 to 12,950 across the same nine months. The mechanism is identifiable on one row. In the March 2026 row the project cell and the sector cell carry the identical value to the rupee, 13,150, and that same value is the platform’s own Sector 102 locality headline. The same number in three places, two of them locality figures, is a locality value standing where a project value should be. Nobody should use it as a rate for anything. The Sector 80 column separately shows a single-quarter move of nearly 22%, for which no mechanism was identified and none is asserted here. And Habitat Prime’s fall of 24.20% falls from ₹10,950, the exact headline rate of a different Conscient project in a different sector by a different promoter company. That is consistent with a value migrating between pages and also with two affordable-format projects trading alike. This page does not choose, and notes only that the arithmetic on Habitat Prime’s own price list supports the lower figure.
- Habitat 102 is the cheapest apartment product listed in Sector 102 by a wide margin, at ₹76.14 lakh to ₹80.46 lakh against a sector whose next cheapest apartment is ₹1.42 crore, on the same platform’s own sector listing on Aug. 28, 2026. Heritage Max sits at ₹2.25 crore to ₹3.34 crore, in the same band as Adani Oyster Grande Phase 2, Emaar Imperial Gardens and BPTP Country Floor.
- Habitat Prime is the cheapest project on the same platform’s Sector 99A listing on Aug. 28, 2026, from ₹54.39 lakh, against a next-cheapest of ₹69.88 lakh in a sector that is mostly plotted product at ₹1.66 crore and up.
- In Sector 80 on the same platform’s sector listing on Aug. 28, 2026, ParQ and Eldeco Fairway Reserve are printed at the identical headline rate of ₹17,500 per square foot, which this page records as printed rather than as a real coincidence of the market. ParQ sits below Trehan Iris Omara and Sobha Aranya, and Elaira below ParQ.
Listings, not transactions, and each count is what one platform displayed on Aug. 28, 2026. Heritage Max showed 73 resale and 76 rental listings, which is what a colony delivered years ago looks like. Habitat Prime showed two resale against 35 rental listings, which is what an affordable-format project past its registered completion date looks like when allottees let rather than sell. Elaira and ParQ showed 17 and 22 resale listings on projects whose registered completion dates are 2031 and 2030. No recorded sale price appears anywhere on this page, because no sub-registrar data was reachable.
For how the corridor’s sectors have been reported across the year on one basis, the site’s own record of where Sector 102 and Sector 109 sit in the corridor’s rate table sets out the wider series. And the one thing to do instead: get the rate and the area basis in writing for your specific unit, and ask which area the rate multiplies.
One proceeding, brought by the regulator itself
HARERA Gurugram’s judgements register carries one entry naming any company in this group. It is transcribed cell by cell, read on Aug. 28, 2026, and the row carries its decision date twice, as the displayed 09-Jun-2026 and as the sort value 20260609.
| Column | Contents as printed |
|---|---|
| Serial no. | 367 |
| Complaint no. | RERA-GRG-3140-2024 |
| Complainant name | “HARERA GURUGRAM THROUGH NEERAJ GAUTAM” |
| Respondent name | “CONSCIENT INFRASTRUCTURE PRIVATE LIMITED” |
| Complaint type | “Suo Motu (Monitoring)” |
| Date of decision | 09-Jun-2026, which the row also carries as the sort value 20260609 |
| Judgement uploading date | --- |
| View judgement | --- |
| Order document | None. The view-judgement cell links to nothing |
There is no order document to read, and this page therefore says nothing about what was decided. What was asked, about which project, on what allegation and with what outcome are all off the public record as at Aug. 28, 2026.
The category is worth explaining, because the words look alarming and the record does not support alarm. The complainant is the regulator itself. Section 35 of the Real Estate (Regulation and Development) Act 2016 is headed “Powers of Authority to call for information, conduct investigations”, and its first sub-section reads, in a reproduction of the section read for this page: “Where the Authority considers it expedient to do so, on a complaint or suo motu, relating to this Act or the rules or regulations made thereunder, it may, by order in writing and recording reasons therefor call upon any promoter or allottee or real estate agent, as the case may be, at any time to furnish in writing such information or explanation relating to its affairs as the Authority may require and appoint one or more persons to make an inquiry in relation to the affairs of any promoter or allottee or the real estate agent, as the case may be.” The second sub-section gives the authority the powers of a civil court over discovery, the production of books of account, summoning and examining people on oath and issuing commissions.
Two boundaries on that, and neither is optional. “Suo Motu (Monitoring)” is HARERA’s own docket label and not a term the Act uses, so nothing here claims the statute defines a monitoring proceeding. And section 35 describes a power the authority holds. It says nothing whatever about what this proceeding was. A proceeding of this kind is the regulator asking questions of its own motion. It is not a homebuyer’s complaint, and on this record it is not a finding of anything.
Now the nil results, each stated against what was searched and when. The judgements register is a rolling window: read on Aug. 28, 2026 it held approximately 471 rows covering decisions from May to August 2026, and no row named Heritage Max Realtech, Dreamhome Infrastructure, Prime Infradevelopers, Habitat Township or Keywest Eduinfra. The defaulter, cancelled, suspended and abeyance list held five rows in total and was read whole; not one names any company or project in this group, so that result is complete. The lapsed-projects list returned 134 rows and stopped at “MONSSON BREEZE PHASE-II”, so this page makes no statement about PARQ’s presence on or absence from it. Targeted press searches for enforcement action, a licence lapse, a registration cancellation, a consumer forum order or an allottee dispute naming these companies returned no published record.
Then it stops. This page does not say the company has a clean record, has been cleared, or has never faced a complaint. HARERA’s own complaint search is gated by an image CAPTCHA and could not be run, so no complaint count against any of these six companies is stateable in either direction.
Where the Conscient record runs out
Six limits shape everything above, and each has a route a reader could take that this page could not.
The register cannot be searched by promoter, and its Gurugram listing cannot be read whole. The listing returns 284 rows ending at “EMPERIUM TITAN” and the project search is CAPTCHA-gated. Every “not located on the register” statement on this page is conditioned on that truncation. Twenty-two further companies in this group’s directorship record were never searched, because there is nothing to search them against.
The pre-2019 Gurugram certificate register returns column headings and no data rows, which is where a registration for the rest of the Heritage Max colony would sit if one exists.
The DTCP licence register was unreachable in three research passes. Every licence number here is attributed to the HARERA record, no licence-holder identity is taken from that register, the licensee and co-developer names on this page being as the HARERA forms print them, and whether the amended licence acknowledging Emaar at Habitat 102 was produced cannot be answered from any document reachable here.
Every certificate in the delivery record is readable only as an upload row. No memo number, no issuing officer and no statement of extent except at Conscient One, and no date of issue except Elevate Phase II’s extension. No certificate PDF in this set was read, and for Habitat Prime even the upload dates could not be reproduced on a second attempt.
The form itself does not carry certain fields at all. HARERA’s Form REP-I has no architect field and no contractor field, so every such name is press-sourced. Seven of the eleven filings state no unit mix, so no bedroom count for Habitat 102, Habitat Prime, PARQ, either Elaira phase, Elevate Reserve or Elevate Phase I is register-sourced. And no promoter-stated tower total is established anywhere in this record: four filings print a total and in all four it equals the sum of the rows above it, so nothing separates a figure the promoter stated from one a reader added up.
No account of possession, and no transaction data. The complaint search is CAPTCHA-gated, so no complaint position is stateable. No sub-registrar data was reachable, so no recorded sale price appears here. And no source read establishes that any allottee has taken possession of any Conscient project, or that none has complained.
Three questions stay open and would stay open without new documents: whether eleven is the whole list, whether the amended licence naming Emaar was produced, and what RERA-GRG-3140-2024 was about.
A real record, filed under names a buyer cannot search for
Conscient’s corridor record carries more government-issued paper than its own marketing shows, and it is filed where a buyer searching the brand will not find it.
Take the positives at full strength, because they are real. Seven of at least eleven filings carry a post-registration certificate. Three of the four corridor filings carry an occupation certificate on the record, each with an upload date this page can print, and the registration covering Heritage Max Tower F carries the only completion certificate in the set. Habitat 102’s occupation certificate reached the record 38 days before its registration ran out. No company in this group appears on HARERA’s defaulter, cancelled, suspended and abeyance list, which is five rows long and was read whole. And PARQ is registered.
Take the problems at full strength too. The developer’s own Heritage Max page prints a registration number belonging to a different project in a different sector promoted by a different company. The regulator called the licensing position behind the cheapest apartment listed in Sector 102 on one platform on Aug. 28, 2026 “a peculiar case” and required a corrected licence that no reachable document confirms. Two of the group’s most heavily marketed projects sit in a sector a broker portal advertises as Dwarka Expressway and the authority’s own record places on the industrial corporation’s services timetable. And in Faridabad, ten agenda listings across two years have not produced one completion certificate.
None of that is hidden. All of it is on a government website, in fields the marketing does not reproduce, under five company names no brochure prints. The register will not connect those names to the brand for you, because it holds no promoter field to search. So start where the register starts: get the company name and the full registration string for your own tower, and read the “Documents Uploaded After Registration” list yourself. It takes a minute, it is free, and on this developer it is where the good news is kept as well as the bad.
Where every claim on this page comes from
Each item names a document a reader can pull independently.
HARERA Haryana, the Gurugram bench and, for one filing, the Panchkula bench. Form REP-I filings, registration-status records, the “Documents Uploaded After Registration” lists, and the hearing and order columns. The Form REP-I previews were read for all eleven filings, at the authority’s numeric project ids 382, 1069, 1752, 1540, 2850, 3308, 3779, 2618, 307, 1395 and 547, which also resolve the status records. The post-registration lists and the hearing columns are the highest-value sources here, and the certificate record comes from them and nowhere else.
HARERA hearing records and signed orders. The Habitat 102 proceedings of Dec. 20, 2021, quoted at length; the Habitat Prime proceedings and orders of March 22, April 5, May 10 and June 22, 2021; the PARQ order of April 22, 2024; the Elaira Phase-1 order of Feb. 17, 2025; the Elaira Phase – 2 & 2A order of Nov. 24, 2025; the Elevate Reserve proceedings and order of Nov. 6, 2023; and the Elevate Phase II proceedings of May 10 and June 22, 2021. Where an order and the proceedings cell for one hearing differ, both are printed.
HARERA-hosted certificates and quarterly returns, a document class no earlier article in this series has used. The registration certificates for Habitat Prime and Elaira Phase-1, and the promoter’s quarterly certificates for Habitat Prime for the quarter ended March 31, 2024, for Conscient One for the quarter ended March 2022 and for Elevate Phase I for the quarter ended March 31, 2020. Habitat 102’s quarterly document returned no machine-readable text and was not read.
HARERA compliance listings. The Gurugram registered-projects listing, 284 rows ending at “EMPERIUM TITAN”. The judgements register, approximately 471 rows covering May to August 2026. The defaulter, cancelled, suspended and abeyance list, five rows, read whole. The lapsed-projects list, 134 rows, truncated at “MONSSON BREEZE PHASE-II”. The complaint search, checked and found CAPTCHA-gated.
Statute. The Real Estate (Regulation and Development) Act 2016, section 35, quoted from a reproduction of the section and attributed as such. No subordinate legislation, no form number, no rule number and no fee was read for this page, which is why the complaint route above names none.
DTCP Haryana. Licences 102 of 2008, 83 of 2014, 104 of 2011, 15 of 2016, 38 of 2020, 42 of 2021, 244 of 2023, all as recited on the HARERA filings and orders. The department’s own licence register was unreachable in every pass, so none was independently confirmed and no licence-holder identity anywhere on this page comes from the department’s own register.
HSIIDC, as recorded in the authority’s hearing. Regular Allotment Letter No. 9277 dated 29-07-2024, and the services letter of 14.11.2024 quoted in the Elaira Phase-1 hearing of Feb. 17, 2025. That is the strongest single document behind the Sector 80 finding.
GMDA works, as reported by named press quoting named officers. The Tribune, June 7, 2023, on the ₹79.33 crore five-road package and GMDA chief executive PC Meena’s description of it. The Tribune, Jan. 23, 2025, on the 20.82 km master sewer across Sectors 99 to 115 and the Sector 107 treatment plant, quoting chief engineer Rajesh Bansal. The Tribune, May 13, 2026, byline Sumedha Sharma, on the ₹90 crore road plan for the sectors between 81 and 115. GMDA’s, NHAI’s and TCP Haryana’s own document trees were unreachable, so the corridor works record rests on named press reporting of government works rather than on a works order or a sectoral plan. The sector-by-sector alignment list used to place Sectors 102, 109 and 99A comes from an open encyclopedia entry on the expressway’s Package 3 and from no government document, and it is the weakest source on this page.
Corporate records. Every CIN on this page is corroborated on the face of the HARERA Form REP-I filings, which is statutory. Incorporation dates, registered offices, capital figures, former names and directorships come from MCA-derived commercial aggregators and are secondary. Ministry of Corporate Affairs master data was not read for this page.
Trade press, named where used. RPRealtyPlus, Nov. 18, 2025, and The Realty Today, Nov. 24, 2025, for the construction contract and the architect named at entry 6. NCC Limited’s own November 2025 order disclosure, for the Buildings Division figure set against it there. Construction Week India returned HTTP 403 and was not read.
Conscient’s own site, conscient.in, read Aug. 28, 2026, for the company’s account of itself, for its project pages and for the registration numbers those pages print. It is never a source of statutory fact here.
Property portals, read Aug. 28 and Aug. 29, 2026, for dated asking rates, price ranges, unit sizes and listing counts only. Never for a registration number, a promoter name, an area, a unit count, a tower count or a possession date. 99acres, MagicBricks and Housing.com were unreachable, and 99acres is the one platform that states both a quarter and an area basis.
Verified Aug. 28, 2026 against eleven HARERA Form REP-I filings, the authority’s registration-status records, post-registration document lists, hearing and order columns, two registration certificates and three quarterly certificates hosted on the same portal, four compliance listings, DTCP licence numbers as recited on statutory filings, HSIIDC correspondence recorded in a HARERA hearing, GMDA works as reported by named press, and dated portal market data. Adjudicated findings, pending requirements, nil results and this page’s own arithmetic carry separate labels throughout.
