Whiteland Westin Residences
Approved is not registered, and the difference is your money
A brochure that says “RERA approved” and a certificate that carries a registration number are not the same thing, and on Whiteland’s Sector 103 land the gap between them is currently three filings wide.
Eight HARERA filings in Sector 103 are identified to Whiteland Corporation Private Limited as at Aug. 27, 2026. Five carry a registration number. Three do not. All three read, in the register’s own words, “Not Yet Approved/Certificate Not Uploaded Yet” in the registration-number field, with a status of “APPROVED AND READY FOR CERTIFICATE ISSUING PROCESS”. That wording was read directly on Aug. 27, 2026, and the authority heard all five 2025 applications 15 months earlier, on May 12, 2025. What happened to the field between those two dates is not on the public record and this page does not claim to know.
| Filing, as the register names it | Registration | Land this filing covers | Status field, verbatim |
|---|---|---|---|
| Urban Resort, online id RERA-GRG-PROJ-1924-2025 | None issued | 5.86296 acres | “APPROVED AND READY FOR CERTIFICATE ISSUING PROCESS” |
| Urban Resort Phase 2, online id RERA-GRG-PROJ-1934-2025 | None issued | 3.0133 acres | “APPROVED AND READY FOR CERTIFICATE ISSUING PROCESS” |
| Urban Resort Phase 3, online id RERA-GRG-PROJ-1935-2025 | None issued | 2.509 acres | “APPROVED AND READY FOR CERTIFICATE ISSUING PROCESS” |
Nothing about that is unlawful, and nothing about it is unusual as a stage. A promoter applies, the authority hears the application, the authority approves it and the certificate follows once the outstanding papers are in. That is the process working.
What matters is what the authority actually directed, and here one word does the work. On May 12, 2025 the same authority heard Phase 3 and Phase 6 on the same day. On Phase 6 it ordered: “Approved as proposed. The registration certificate shall be issued after the submission of form A-H, DPI and other deficit documents along with BG/DD.” Phase 6 received registration GGM/950/682/2025/53 dated 16.05.2025, and the certificate was uploaded on June 13, 2025.
On Phase 3, the same day, the authority ordered: “The addendum certificate shall be issued after the submission of form A-H, DPI and other deficit documents along with BG/DD as above.” Phase 3 has received nothing.
The record also states what “as above” refers to. The Phase 3 proceedings record that DTCP granted an additional licence, 158 of 2024, and approved a revised phasing to six phases, and that the authority ordered Whiteland to submit a ₹25 lakh security by bank guarantee or demand draft against the fire scheme approval, within “4 months of the issuance of addendum certificate”. The fire scheme approval for the 19.23126-acre colony is treated across these proceedings as outstanding rather than granted, which is why the authority secured it with a guarantee instead of recording an approval date.
What this means for you, in plain terms. Section 3(1) of the Real Estate (Regulation and Development) Act 2016 bars a promoter from advertising, marketing, booking, selling or offering for sale any apartment in a real estate project without first registering it. Section 59 sets the penalty at up to 10% of the estimated cost of the project. Until a certificate issues for the phase you are being sold, that filing is not a registered project, and the protections that attach to one, including the escrow discipline and the delay remedy measured from a registered completion date, do not yet attach to that filing. One qualification belongs here. The order wording, the phase names and the addendum documents uploaded in June 2025 all read as these three filings amending registrations that already exist rather than seeking new ones. No document on the register says so in terms, so it is a reading and not a fact, and it does not stretch as far as a buyer would like. The three uncertificated filings state 11.38526 acres between them, against a colony licensed at 19.23126 acres under licences 263 of 2023 and 158 of 2024. Registrations 65, 66 and 67 of 2024 state 7.1391 acres, against the 9.58125 acres that same colony was licensed at before licence 158 of 2024 enlarged it. Those are two measurements taken against two different colony areas at two different dates, and no document on the register reconciles them, so the amendment reading cannot be stretched into a statement that any particular acre under your building is registered. Ask which registration governs your unit, and do not assume one does.
So the question to ask is not “is Whiteland RERA registered”. It is: which filing covers the tower I am buying in, and does that filing carry a registration number today? Five of the eight do. Ask for the number, and check it yourself on the Haryana RERA site before you pay a booking amount.
Fifteen filings, one company, one land holding
Whiteland Corporation Private Limited is the promoter on every filing below. No filing in this set names a special-purpose vehicle, a co-promoter or a separate land-owning company in its promoter field, which was not true of the previous developer examined in this series. That is a statement about the promoter field and not about who owns the land: the DTCP licence register, which would show whether Whiteland holds its seven licences alone or jointly, was unreachable for this page, and that limit is set out again below. On the promoter field alone, one company stands behind all 15.
Eight filings sit in Sector 103, on one licensed colony of 19.23126 acres in the revenue estate of Dhanwapur. That colony is Whiteland’s entire exposure to this corridor. A sector-by-sector sweep of the 99 to 114 band plus Sectors 83, 84, 37D, 88A, 89, 92, 93, 95, 95A, 102A and 110A returned nothing else. The other seven filings are in Sector 76 and Sector 71, and neither is on this road.
Read the table by the certificate column first. It names the furthest document each filing has reached, so a cell reading “Registration certificate” means no occupation or completion certificate has been uploaded against that filing. And do not add the eight Sector 103 acreages together, because doing so gives more acres than the colony is licensed to hold. The reason is set out under “How to read the entries below”.

One limitation on that list, stated rather than buried. The authority’s registered-projects listing returns only a truncated slice of its own table when fetched, so this set of 15 was assembled by resolving project ids one at a time and cross-checking against a commercial project aggregator. These are 15 filings identified as at Aug. 27, 2026. It is not a guarantee that Whiteland holds exactly 15 and no more.
Where to go from here:
- Buying in a Sector 103 tower → entries 1 through 8, and read the certificate column before anything else.
- Buying an independent floor → entries 10 to 12, Blissville in Sector 76, and read the floors-only condition recorded on registration 73 of 2022 at entry 10 against whichever registration covers your own unit.
- Buying a plot → entry 9, Urban Cubes 71 in Sector 71, the only plot-registering filing in this set that does not sit inside a colony where a floors-only condition is recorded on a sibling registration. Blissville registration 73 of 2022 at entry 10 registers 111 plots and registration 111 of 2022 at entry 12 registers 56, but the 2022 condition permitting the sale of floors and not plots is recorded on registration 73 of 2022 at entry 10, and this page does not extend it to the other two registrations without a document that says so.
- Buying commercial space → entry 13, Sector 76; entry 8 for the small-format units inside the Sector 103 colony; and entry 9, Urban Cubes 71, for the plots Whiteland’s own site calls shop-cum-office, in the Southern Peripheral Road belt.
- Checking whether Sector 103 is on this corridor → the section on what the filings say about the road, which grades the evidence instead of asserting it.
The site’s own listing for what Whiteland’s marketing says these towers contain carries the marketed picture alongside this one.
What the register calls it, and what the brochure calls it
“Westin Residences” appears on no HARERA registration. A search of the Haryana register returns nothing under that name. What Whiteland has registered in Sector 103 is Urban Resort, and phases of it.
| Marketed as | Registered as |
|---|---|
| Whiteland Westin Residences | Urban Resort, and Urban Resort Phase-2, Phase-3, Phase 4 and Phase 6 |
| The Aspen Iconic | No registration exists under that name. The Sector 76 registrations read The Aspen and Aspen One |
This is not a criticism, and hotel-brand licensing is a normal thing for a developer to do. It is a practical warning. The name on your allotment letter, your agreement for sale and any complaint you ever file has to be the name on the certificate, and if the two differ you need to know which registration number governs your unit.
One piece of corroboration is worth more than the register alone here. On June 27, 2025 Ahluwalia Contracts (India) Limited, a listed company with a statutory disclosure obligation, told the exchanges it had received an order worth about ₹821 crore excluding GST, on a 36-month schedule. It named the project “Urban Resort”, in Sector 103. A listed contractor filing a price-sensitive disclosure uses the project’s real name, not its marketing name, and it used Urban Resort.
Set that against the trade-press figures for the same construction package: PTI reported ₹2,000 crore of work orders split between two contractors on July 5, 2025, and NBM&CW reported ₹2,000 crore to each of the two against a ₹4,000 crore project value on July 7, 2025. The two accounts of the same package differ by a factor of two, and both trace to the developer rather than to an exchange. The exchange filing governs. It is a document a company can be penalized for getting wrong.
What no Sector 103 filing says about the road
Whiteland’s own page for this land is headed as a luxury residential project on the Dwarka Expressway. Here is what the documents support, graded honestly, because a page that asserts uniformly is worth less than one that tells you where its evidence is thin.
Sector 103 is inside the corridor sector band. The evidence is convergent rather than direct, and it reaches this page through named press reporting of government works rather than through a government document. The Tribune reported on June 7, 2023, and Construction World on June 8, 2023, that the Gurugram Metropolitan Development Authority had funded master roads dividing Sectors 102A and 103 and Sectors 106 and 103 as part of Dwarka Expressway periphery work, and The Tribune reported on Jan. 23, 2025 that its trunk sewer scheme covers sectors 99 to 115. Sector 103 sits inside the band these sources give, the trunk sewer scheme’s sectors 99 to 115, and it is the only sector in the 99 to 114 sweep this page ran across the register that returned a Whiteland filing. Neither the sewer band nor the sweep is the corridor’s legal boundary, which no retrieved document states. A third band, the sectors 81 to 104 the Dhanwapur treatment plant serves, is deliberately left out of that count, for the reason set out under the village field below. Call that medium-strength evidence for band membership.
Expressway frontage is a different claim and no document retrieved establishes it. More to the point: all eight Whiteland Sector 103 filings name no road at all. Not the Dwarka Expressway, not NH-248BB, not any other. The address of record on every one of them is the revenue estate of village Dhanwapur, Sector 103, Gurugram, and nothing more. Two of the six Sector 76 filings do name a road, Darbaripur Road, on The Aspen and Aspen One. That is what a HARERA address field looks like when the land has a road address to give, and the other four Sector 76 filings name none either, so the empty field is not by itself evidence of anything.
What the silence settles is narrower than it looks, and it is still the point. The address a promoter files is a sector, a revenue estate and a district, and sometimes a road as well, as The Aspen and Aspen One show. On this land it never is. So the register neither confirms nor denies what sits at the edge of the colony, and that is exactly the difficulty: any appreciation argument built on frontage is built on marketing, because nothing filed either supports it or contradicts it.
The tehsil field, and why it cannot be pushed as far here as elsewhere. Whiteland’s eight Sector 103 filings are not consistent on the tehsil field. Seven give the tehsil as Gurgaon. One, HARERA online id RERA-GRG-PROJ-1934-2025, gives it as Kadipur sub-tehsil. All eight give the same revenue estate, Dhanwapur, and the same sector, 103, and a village listing sourced by its publisher to the Office of the Registrar General and Census Commissioner lists Dhanwapur in the Kadipur sub-district of Gurugram district. The two entries can therefore be read as the parent tehsil and the sub-tehsil for the same land rather than as a contradiction, but the Haryana revenue notification that would confirm that reading could not be retrieved, so this article does not assert either as the tehsil. Where the land is has been taken from the two fields that all eight filings agree on: revenue estate Dhanwapur, Sector 103.
And the village field has a limit worth knowing. Dhanwapur attaches both to this Sector 103 land and to a GMDA sewage treatment plant whose catchment The Tribune reported on March 14, 2026 as running across sectors 81 to 104, in a revenue cluster reaching from the old-Gurgaon fringe into the expressway band. Corridor placement comes from the sector and the licence, never from the village name.
What no source states, and this page will not invent. No government, NHAI or Ministry of Road Transport document gives a distance or a drive time from Sector 103 to any expressway access point. Every figure of that kind found during research came from a broker page, a developer page or a syndicated press release, and none is repeated here.
How to read the entries below
Seven things the register does differently from the marketing. Mix the first four and you get numbers that cannot be true. The fifth is what happens when somebody else mixes them for you. The last two are a phase that is missing and a number that is not what a buyer takes it for.
Every Whiteland unit area is carpet area in square meters. The Form REP-I heads that column in square meters, rendered variously as “Carpet area(In Square Meter)” and “Carpet Area (Sq. Meter)” across the filings, and where one rendering of a form headed it in square feet, as at entry 6, the values are still metric. The portals quote saleable area in square feet. Those are different measurements of the same apartment and neither converts into the other without a loading percentage nobody publishes. Ask for both figures for your specific unit, side by side.
“Land area of the project” and “the total land of the project measuring” are different fields, and on the 2025 filings they disagree by design. Five Sector 103 filings, all made in 2025 under licences 263 of 2023 and 158 of 2024, state the licensed colony as 19.23126 acres, one of them rounded on its own form to 19.2313. The second field carries what each phase actually covers: 5.86296, 4.736, 3.0133, 2.509 and 0.8519 acres. Those five sum to 16.97316 acres, which leaves 2.25810 acres of the licensed colony outside the 2025 filings. No Whiteland filing located on the authority’s record covers that residual, and the next paragraph explains why the 2024 acreages cannot be added to close it.
Do not add the 2024 acreages to that total. The three 2024 filings cover 1.961, 2.3461 and 2.832 acres of a colony then licensed at 9.58125 acres, and adding those to the 2025 figures gives more acres than the colony is licensed to hold, which cannot be right. The order wording, the phase names and the addendum documents uploaded on June 12 and 13, 2025 all read as the 2025 filings covering ground the 2024 registrations already covered, under a licence enlarged since, rather than as a second set of parcels to be added to the colony. No document on the register says so in terms, so treat that as a reading of the record and not as a fact, and carry two limits on it. The names do not match one for one, and how far the reading reaches depends on which document you match them against. Three of the five 2025 filings carry a name a 2024 registration also carries: the 2025 Urban Resort against 65 of 2024, Phase 2 against 66, and Phase 3 against 67. A fourth, Phase 4, carries no matching 2024 registration name and appears among the 2024 documents only in the authority’s proceedings of June 10, 2024, which record that Whiteland had “applied for registration of four phases (Phase 1, Phase 2&4 and Phase 3) in three different applications”, which reads as registration 66 of 2024 covering ground the 2025 filings split between Phase 2 and Phase 4. Nothing on the register says which application carried the Phase 2&4 name. Phase 6 appears in neither. Nothing on the register says what its ground was covered by before 2025. The second limit is the denominator. The 2024 acreages sit against a 9.58125-acre colony while the 2025 acreages sit against a 19.23126-acre one, which makes them two accounts of one colony taken at two dates rather than two parcels a reader can sum or subtract.
The tower column can be printed twice on these forms, and where the two printings can be told apart, they disagree. Every Form REP-I states a tower figure against each unit row on 14 of the 15 filings, and once for the whole table on the fifteenth. On two filings that printed total is smaller than the sum of its own rows. Entry 1’s rows read three and three against a printed total of three, and entry 2’s read two and two against a printed total of two. On those two the form itself treats its rows as two unit types standing in one set of buildings, and that is the only place on this record where the promoter’s own form says what its tower column means.
Everywhere else, any total that appears equals the sum of the rows, so nothing on those forms separates a figure the promoter stated from one a reader added up, and this page treats every such figure as arithmetic, the single tower stated once at entry 13 excepted. The table below is the whole of it, filing by filing.
| Entry | Tower column, as the rows run | What the record establishes | What this page prints |
|---|---|---|---|
| 1 | 3, 3 | A printed total of three, against a row sum of six | Three towers, the form’s own figure |
| 2 | 2, 2 | A printed total of two, against a row sum of four | Two towers, the form’s own figure |
| 3 | 1, 1 | Any total equals the row sum, two | The rows, read as two filed structures rather than two towers |
| 4 | 1, 1, 4, 4 | No tower total on the form at all | The rows, and no total on either reading |
| 5 | 1, 1, 3 | Any total equals the row sum, five | The rows, and five marked as arithmetic |
| 6 | 1, 1, 1, 1 | Any total equals the row sum, four | The rows, and four marked as arithmetic |
| 7 | Zero, on the single row | A tower figure of zero | Zero |
| 8 | 1, 1, 1, 1, 1 | A unit total of 274, with no tower figure beside it | The rows, and no total |
| 9 | Apartment row filed at zero | No apartment and no tower on this filing | Thirty-four plots, no tower |
| 10 | Apartment row filed at zero | No apartment and no tower on this filing | The 111 plots, no tower |
| 11 | 4, 8, 10, 29, 4 | Any total equals the row sum, 55 | The rows and the sum, read as floor blocks |
| 12 | 2, 2, 6, 1, 1, 4, 1, 1, 7, 4, 27 | Any total equals the row sum, 56 | The rows and the sum, read as floor blocks on the certificate’s wording |
| 13 | No per-row column. One tower for the whole table | One tower, stated once | One tower |
| 14 | 9, 0 | No totals row, and both readings give nine | The rows, and nine |
| 15 | 1, 2, 1, 1, 1 | Any total equals the row sum, six | The rows, and six marked as arithmetic |
So this page prints the rows each filing states, prints a stated figure only where the form states one, at entries 1, 2 and 13, and adds no tower figure across filings. Where it reads a column as recording something other than towers, as at entries 3, 11 and 12, it says so and says on what.
That leaves no colony-wide tower figure on this page, and you should treat any you are shown as assembled. One aggregator attaches five named towers, 848 apartments and 5.86 acres to the online id of entry 1, a filing whose own form records 504 apartments on 1.961 acres and a total of three towers. Two of those three figures belong to entry 4, a different filing that holds no registration number: its rows sum to 848 apartments and it covers 5.86296 acres. The five named towers belong to neither filing, because entry 4’s own rows read one, one, four and four. Registration 52 of 2025 at entry 5 carries rows adding to five, on different ground under a different registration, and that is not what the aggregator is describing either. Ask which registration a tower count comes from before you weigh it.
And there is a phase number missing from the register. The authority’s proceedings of May 12, 2025 record that DTCP approved a revised phasing to six phases across the 19.23126-acre colony, revised from the seven the proceedings of June 10, 2024 had recited. Whiteland applied for five of them. The filings on the register carry the phase names 2, 3, 4 and 6, plus two filings named simply “Urban Resort”, the earlier of which this page reads as the Phase 1 application those same 2024 proceedings recite, because the other two applications carry the Phase 2&4 and Phase 3 names. No filing anywhere on the Haryana register names Phase 5. The five 2025 filings cover 16.97316 of the licensed 19.23126 acres, leaving 2.25810 acres. That the residual and the unfiled phase number are the same ground is this page’s own inference from arithmetic and a gap in a sequence, and no document states it.
A HARERA online id is not a registration number. Strings of the form RERA-GRG-PROJ-1924-2025 are the authority’s internal identifiers and not registrations. The registration numbers on this page all begin GGM/.
1. Urban Resort, Sector 103, registration 65 of 2024
The lowest-numbered of the three registrations the authority issued on this colony on the same day, June 18, 2024, and the smallest of them by land, at just under 2 acres carrying 504 apartments across rows that each record three towers.

| HARERA registration | GGM/838/570/2024/65 dated 18.06.2024. Certificate uploaded 20-06-2024. Online id RERA-GRG-PROJ-1656-2024, which is not a registration number |
| Land this filing covers | 1.961 acres |
| Total licensed area on this filing | 9.58125 acres, the colony as licensed in 2023 before licence 158 of 2024 extended it |
| DTCP licence | 263 of 2023 dated 12.12.2023 |

| Roads | HUDA, “Yes”, with no date printed. The two other filings registered that day carry the same provider and the same value |
| Approvals not obtained | Fire scheme approval, and the approved service plan and estimates. Neither appears in the approvals table |
| Post-registration document | One row: “Addendum to the Registration Certificate- Revision in Building Plans.”, uploaded 12-06-2025 |
| Quarterly progress report | No browsable quarterly progress route exists on the authority’s site, and none was located for this or any other registration on this page. Later work in this series found that HARERA does host quarterly engineer’s certificates for some registrations, reachable only by a direct document URL and not by any listing, so absence here means not located rather than not filed |
Two guarantees stand where two approvals should be. The authority’s order of June 10, 2024 reads, verbatim: “Approved as proposed subject to submission of two BG amounting to Rs 25 lakhs each as a security amount to submit the Fire Scheme Approval and Service plan and estimates for the project including all the above phases along with necessary corrections in online DPI and online A-H form.” A bank guarantee is security against a promise to produce a document. It is not the document. Two years on, the fire scheme approval for this colony is still recorded as applied for. If you are buying here, that is a one-question check with the sales office and it should be answered with a paper, not a reassurance. A buyer who wants the lowest-numbered of the three registrations issued on this colony that day, and who will take the completion date from the certificate rather than the brochure, has it here.

2. Urban Resort Phase-2, Sector 103, registration 66 of 2024
Two rows each recording two towers, 170 apartments, and the one filing on this colony that carries a disclosure the authority ordered Whiteland to print in its own brochure.
| Field | Detail |
|---|---|
| Promoter entity | Whiteland Corporation Private Limited, CIN U70109HR2021PTC092905 |
| Location as filed | Revenue estate of Dhanwapur, Sector 103, Gurugram. Tehsil stated as Gurgaon on this filing, not asserted here. No road named |
| HARERA registration | GGM/839/571/2024/66 dated 18.06.2024. Certificate uploaded 20-06-2024 |
| Land this filing covers | 2.3461 acres of a 9.58125-acre licensed area |
| DTCP licence | 263 of 2023 dated 12.12.2023 |
| FAR | 4.29 permissible, 3.5155 proposed |
| Units | Two rows, each recording two towers: 85 apartments at 186.6 sq m carpet and 85 at 195.7 sq m carpet. One hundred and seventy apartments in total, and the form prints a total of two towers rather than four. The same pairing the form applies at entry 1. See “How to read the entries below” |
| Registered completion | 30-09-2031 |
| Estimated project cost | ₹80,320.59 lakh. Land ₹7,809.53 lakh; construction ₹41,245.21 lakh; infrastructure ₹3,578.68 lakh; other costs including EDC, taxes and levies ₹27,687.17 lakh |
| Escrow | ICICI Bank, Nirvana Courtyard, Sector 50, Gurugram. Take the account number from the Form REP-I on the HARERA portal yourself, and never from a figure sent to you |

| Post-registration document | “Addendum to the Registration Certificate- Revision in Building Plans.”, uploaded 12-06-2025 |
A 66KV high-tension line runs alongside this phase, and the authority told Whiteland to say so. The proceedings of June 10, 2024 record that a 66KV high-tension line “passing from phase 2 is aligned alongside the boundary of the project”; that DTCP approved the building plans “after maintaining proper ROW for HT line”; that “[t]he promoter shall make all endeavor to shift the said HT line subject to feasibility”; that Whiteland had already deposited the survey charges with HVPNL to get the line shifted; and that the promoter must “in their brochure prominently mention about this line passing through this phase 2 aligned to the boundary wall of the project”.
That is a disclosure obligation imposed by the regulator about a physical condition on the site, and it appears on no Whiteland-branded page read for this article. Shifting the line is described as an endeavor subject to feasibility, which is not a commitment that it will move. A buyer choosing between phases on this colony should see the line for themselves and price it, and a buyer who is untroubled by it may find this the least contested of the certificated phases.
→ Confirm where the 66KV line runs against the Phase-2 tower positions (WhatsApp to [BROKERAGE NAME], RERA agent registration [AGENT REGISTRATION NUMBER].)
3. Urban Resort Phase-3, Sector 103, registration 67 of 2024
Registered, certificated and not a residential building at all. This is the filing that most plausibly covers the colony’s facilities, on a reading the form itself never states.
| Field | Detail |
|---|---|
| Promoter entity | Whiteland Corporation Private Limited, CIN U70109HR2021PTC092905 |
| HARERA registration | GGM/840/572/2024/67 dated 18.06.2024. Certificate uploaded 20-06-2024 |
| Land this filing covers | 2.832 acres of 9.58125 licensed |
| DTCP licence | 263 of 2023 dated 12.12.2023 |
| FAR | 3.5 permissible, 3.33 proposed |
| Units | Two rows: one structure of 1,901.13 sq m carpet and one of 611.63 sq m carpet, each row recording one unit against a figure of one tower. The form’s tower column is the wrong instrument here: two rows of one non-saleable structure each are two filed structures, and adding their tower figures counts structures rather than residential towers. See “How to read the entries below” |
| What that means | These are not saleable apartments. Two structures of that size, filed on a mixed land use colony, are consistent with club, community and facility blocks. The form does not say so in terms. This page reads it that way on the strength of two structures of that size with no saleable unit anywhere on the filing, and a reader who wants it confirmed should ask for the sanctioned plan |
| Registered completion | 30-09-2031, on the Form REP-I and on this page. The registration certificate as fetched reads “30th September 2024”, which this page does not adopt: the two sibling filings registered the same day under the same licence both read 30-09-2031, and a certificate line contradicted by the promoter’s own sworn form and by two siblings reads as an error rather than as a second date |
| Estimated project cost | ₹11,274.58 lakh. Land ₹476.41 lakh; construction ₹8,045.40 lakh; infrastructure ₹238.58 lakh; other costs ₹2,514.19 lakh |
| Approvals not obtained | Fire scheme approval; approved service plan and estimates |
Two instruments, two dates, and this page says which one it uses. The Form REP-I gives 30-09-2031, and so do the two filings registered the same day under the same licence. The registration certificate as fetched gives a date already behind us. Three instruments against one is why this page uses 2031 and treats the certificate line as an error, and it says so rather than printing a second completion date a sales office could quote back at a buyer. What a buyer should take from it is narrow and checkable: ask which date the sales office is working to, ask for the instrument it comes from, and if the answer is the certificate, ask why it disagrees with the form the promoter swore.
One guarantee pair covers three registrations. The authority’s order of June 10, 2024 accepted Whiteland’s request to “apply BG/DD across all three applications”, so a single pair of ₹25 lakh guarantees secures the fire scheme and service plan undertaking for the 2024 registrations together. That is an administrative convenience for the promoter and it is worth knowing, because it means the outstanding approval is one approval across three phases rather than three separate positions.
Why a facilities filing matters to a buyer. Whiteland is not the only name on this land, and how a promoter files its amenities is worth checking against every other developer holding land in Sector 103 before you weigh two brochures against each other. If the clubhouse and community blocks you are shown in a Whiteland brochure sit on this registration rather than on the one your apartment sits on, the consequence is worth knowing. If they are delayed, the delay runs against this registration’s completion date, and your remedy under your own agreement may not reach them. Anyone buying on the strength of the amenity package should ask which registration the amenities sit on and what their own agreement says about them.
→ Ask which registration the clubhouse and community blocks sit on (WhatsApp to [BROKERAGE NAME], RERA agent registration [AGENT REGISTRATION NUMBER].)
4. Urban Resort, Sector 103, the 2025 filing with no registration number
The largest thing Whiteland has filed, by declared cost, and it holds no registration certificate. It is the filing carrying the unit count and the acreage the portals print under the Westin Residences name, though nothing on the register connects that name to any filing.

Total 848 apartments, on a form that prints no tower total at all. Summing the rows and pairing them give two different answers, and nothing on the form chooses between them, so this page adopts neither and prints the rows as the filing states them. See “How to read the entries below” |

| Registered completion | 31-12-2031 |
| Estimated project cost | ₹2,88,985.37 lakh. Land ₹23,252.87 lakh; construction of apartments ₹1,50,007.63 lakh; infrastructure and other structures ₹13,157.13 lakh; other costs including EDC, taxes and levies ₹1,02,567.74 lakh |
| Approvals recorded as obtained | Airports Authority clearance 27-01-2025; environment clearance 19-02-2025; water, electricity, sewage and storm water assurances from GMDA and DHBVN |
| Roads | No approval recorded on this filing |
| Documents uploaded | Five rows, all pre-registration. There is no post-registration upload section on this filing, because there has been no registration |
Read the layout and building plan rows again. Both read “NA”. Registration 65 of 2024 carries a building plan approval of 16-05-2024, and Phase 4 carries one of 08-04-2025 with a memo number available from the proceedings. On the largest filing on this colony, neither plan is recorded at all.
Why this entry is the most important one on the page. It carries 848 apartments, ₹2,889 crore of declared cost, no registration number, no layout plan date, no building plan date and no road approval. Fifteen months after the hearing, the status field has not moved. None of that means the certificate will not issue. It means that as at Aug. 27, 2026 it has not, and that anything sold against this filing today is being sold against a filing that carries no registration number of its own. Whether the ground under it is nonetheless covered by one of the 2024 registrations is the reading set out in the opening, which no document on the register confirms and which reaches this filing only through a shared name. A buyer whose heart is set on this specific phase should wait for the number, should be told plainly by the sales office that there is not one yet, and should ask which registration the sales office says governs the ground, and on what document.
This entry carries no enquiry link. The conclusion of this section is that this phase is not yet registered, and a link inviting you to enquire about buying it would contradict that.
5. Urban Resort Phase 4, Sector 103, registration 52 of 2025
Certificated in June 2025, and one of the two phases carrying the colony’s latest handover date.

| DTCP licences | 263 of 2023 and 158 of 2024 |

| Building plan approval | 08-04-2025, memo ZP-1942-II/SD (RD)/2025/12535 dated 08.04.2025, from the authority’s own proceedings |
| Units | Forty-four apartments at 193.39 sq m carpet in one tower; 44 at 205.41 in one tower; 264 at 182.93 in three towers. Total 352 apartments across rows reading one, one and three towers. Those three figures add to five, and any total on this filing equals that sum, so nothing separates a stated figure from arithmetic, and it is not the pairing the same promoter’s form applies at entries 1 and 2. See “How to read the entries below” |
| Configurations | None stated on the form |
| Registered completion | 31-12-2032, the latest date on this colony, shared with Phase 6 at entry 8 |
| Estimated project cost | ₹1,64,162.02 lakh. Land ₹12,745.59 lakh; construction ₹84,975.80 lakh; infrastructure ₹8,097.92 lakh; other costs ₹58,342.71 lakh |
| Approvals | Environment clearance “ALREADY BEEN OBTAINED”, no date printed on this filing. Water, electricity, sewage and storm water assurances recorded. Roads: “CONNECTED”, with no approval status shown. Airports Authority clearance and fire safety do not appear on this filing’s approvals table at all |
A registered date of Dec. 31, 2032 is a contract of seven years and seven months from registration. That is the date a delay claim is measured from, and only Phase 6 carries a date as late. The absent approvals table entries are the thing to ask about: the airport height clearance and the fire safety line that appear on the 2024 filings are simply not on this one, and the environment clearance carries no date. None of those absences means an approval is missing. It means the form does not record it, and a buyer is entitled to see the papers. The phase suits someone with a genuinely long horizon who has read the approvals table and asked for what is not on it.

| Units, with the form’s own type codes | Type 3BHK 1A, 132.96 sq m carpet, 132 units, seven booked, 125 unsold, one tower. Type 2BHK 1B, 133.575 sq m, 44 units, none booked, one tower. Type 4BHK 5A, 194.591 sq m, 44 units, none booked, one tower. Type 3BHK 5B, 205.414 sq m, 44 units, two booked, 42 unsold, one tower. Total 264 units, nine booked, across four rows each describing one tower, adding to four, and any total on this filing equals that sum rather than the pairing the same promoter’s 2024 filings print on their own totals row. See “How to read the entries below” |
| Caution on that booking count | Nine of 264 is the position at the filing date, April 15, 2025. It is not a current sales position and must not be read as one |
| Caution on the area column | One rendering of this form headed the area column in square feet. The values are metric: 132.96 is the identical figure on the filing at entry 4, and 133.575 and 205.414 are the figures the sibling filings round to 133.58 and 205.41. These are square meters |
| Registered completion | 31-12-2031 |
| Estimated project cost | ₹1,01,563.30 lakh as stated. Land ₹8,098.59 lakh; construction ₹52,900.37 lakh; infrastructure ₹4,226.37 lakh; other costs ₹36,346.97 lakh. Those four lines sum to ₹1,01,572.30 lakh, ₹9.00 lakh more than the stated total. The discrepancy is on the filing, not in this page’s arithmetic, and nothing on the record explains it |
| Approvals | Environment clearance 19-02-2025. Water, electricity, sewage and storm water recorded. Roads “CONNECTED”, no date. Airports Authority clearance and fire safety do not appear |
The only configuration data on the statutory record sits on a filing with no registration number. Every certificated filing on this colony records units and towers and stops. This one records 3BHK, 2BHK and 4BHK against type codes 1A, 1B, 5A and 5B. The portals carry a configuration mix for Urban Resort too, against super-area sizes in square feet that the register never uses, so a buyer comparing the two is setting the one filing that cannot support a booking today against a page that answers to nobody.
This entry carries no enquiry link, for the same reason as entry 4.

Land ₹578.66 lakh; construction ₹3,573.67 lakh; infrastructure and other structures ₹259.91 lakh; other costs including EDC, taxes and levies ₹638.44 lakh. Those four lines sum to ₹5,050.68 lakh, ₹60.00 lakh more than the stated total. The discrepancy is on the filing, not in this page’s arithmetic |
| Approvals | Environment clearance 19-02-2025. Water, electricity, sewage and storm water recorded. Roads: “CONNECTED”, with the approval column reading “No”. Airports Authority clearance and fire safety do not appear |

The proceedings, and then the order. The record of May 12, 2025 recites that DTCP had granted an additional licence, 158 of 2024, and approved a revised phasing to six phases. Whiteland asked the authority to consider “one security amount in all the five applications” because the phases sit under a single licensed colony, and the authority ordered that it “shall submit the BG/DD of Rs 25 lakhs as a security amount”, within “4 months of the issuance of addendum certificate”, against a fire scheme approval the same proceedings record as applied for and not granted.
The order reads, verbatim: “The addendum certificate shall be issued after the submission of form A-H, DPI and other deficit documents along with BG/DD as above.”
Compare Phase 6, heard the same day by the same authority, where the order reads “The registration certificate shall be issued”. Phase 6 got its certificate on June 13, 2025. Phase 3 has not, and the record does not explain the difference. What the two orders share is the condition: Form A-H, the DPI, the outstanding documents and the guarantee. Those are the things standing between this filing and a certificate, and they are checkable by anyone who asks the sales office for them by name. As a purchase it suits nobody yet: this is a filing to watch and to re-check, not one to book against.
This entry carries no enquiry link, for the same reason as entries 4 and 6.
8. Urban Resort Phase 6, Sector 103, registration 53 of 2025
The smallest filing on the colony, certificated in June 2025, and 270 of its 274 units are too small to be apartments.

| Promoter entity | Whiteland Corporation Private Limited, CIN U70109HR2021PTC092905 |
| HARERA registration | GGM/950/682/2025/53 dated 16.05.2025. Certificate uploaded 13-06-2025 |
| Land this filing covers | 0.8519 acres |
| DTCP licences | 263 of 2023 and 158 of 2024 |
| Layout and building plan approval | Both 08-04-2025, the building plan under memo ZP-1942-II/SD (RD)/2025/12535 dated 08.04.2025. Both read “NA” on the three filings that hold no registration number |
| Units | Five rows: 90 units at 18.72 sq m carpet; 90 at 19.59; 90 at 18.62; 2 at 392.23; 2 at 889.89. Total 274 units across five rows each describing one tower. The form prints the unit total and no tower total, so this page prints none either. See “How to read the entries below” |
| What those areas indicate | Two hundred and seventy of the 274 units carry a carpet area between 18.62 and 19.59 sq m, or roughly 200 to 211 sq ft. Those are not apartments. Areas of that size in a mixed land use colony are consistent with retail or service units, and the two large structures at 392.23 and 889.89 sq m sit alongside them |
| Registered completion | 31-12-2032 |
| Estimated project cost | ₹4,683.05 lakh. Land ₹1,211.08 lakh; construction ₹2,236.50 lakh; infrastructure ₹414.50 lakh; other costs including EDC, taxes and levies ₹820.97 lakh |
This is one of the two filings that show the process working. Heard on the same day as three filings that received nothing, ordered a registration certificate on the same terms and certificated within a month. Whatever is holding the other three, it is not a general block on this colony. Anyone weighing whether the uncertificated phases will come through can point at this one, and anyone told the delay is routine can point at it too, and ask why this filing cleared and theirs did not. As a purchase, it suits a small-format commercial buyer rather than a home buyer, and the unit areas make that plain.

Checks to run before you pay a booking amount
Five questions. Four are answered by one document each, and the fifth by a phase map the register does not publish.
1. Which filing covers my tower, and does it have a registration number today? This is the whole article in one question. Five of the eight Sector 103 filings carry a number and three do not. Get the number for your specific phase and check it yourself at haryanarera.gov.in. If the answer is that the certificate is coming, that is not a registration number. If the answer is that the ground is already registered under an earlier phase, ask which registration and which document says so, because the register does not say it in terms.
2. Does the registered name match my allotment letter? The register says Urban Resort. If your paperwork says something else, establish which registration governs your unit before you sign.
3. Where is the fire scheme approval? It is recorded as applied for, secured by bank guarantees, across this colony. Ask for the approval, not the application and not the guarantee.
4. Which of the 19.23126 licensed acres is my tower on, and is that piece registered? The five 2025 filings cover 16.97316 acres between them, and three of those five hold no registration number. About 2.26 acres of the licensed colony fall outside the five 2025 filings, and nothing on the register says what covers them. Ask where your building stands, and which of the eight filings covers that ground.
5. If I am in Phase 2, where does the 66KV line run? The authority ordered Whiteland to state it prominently in the brochure. Ask to see that statement, and go and look at the boundary.
And here is what to do when an answer is refused, which is the commonest outcome. Four of the five questions above require nothing the sales office does not already hold. A registration number is a public string. A registered name is on a certificate. A fire scheme approval is a memo with a number and a date. If you are told a document is confidential, ask for the memo number instead, and check it yourself: every registration on this page is searchable at haryanarera.gov.in in about a minute, for nothing. If you are told the certificate is imminent, ask for that in writing on letterhead, and note that a date given verbally is not a date you can enforce. If you are asked to pay a booking amount before any of the five is answered, that request is itself an answer.
If a check fails, the authority’s own complaint route is open to you and it is cheap. A HARERA complaint is made on Form CRA under rule 28(1) of the Haryana RERA Rules 2017, and the fee under Schedule III is ₹1,000 plus ₹10 per annexure. No lawyer is required. Those three were read for the sibling page in this series on Elan’s filings rather than for this one, so confirm the current form, rule and fee with the authority before you file.
Sectors 76 and 71: the delivery record, and not this road
The seven entries that follow are not on the Dwarka Expressway. Sector 76 sits in tehsil Manesar, and its nearest built expressway access is the Kherki Daula cloverleaf on NH-48. Sector 71 sits in tehsil Gurgaon on the Southern Peripheral Road, and reaches the Dwarka Expressway only by traveling the length of the SPR to that same cloverleaf. No verified distance or drive time exists for either, and none appears on this page. They are here because they are the whole of Whiteland’s delivery record, and because a company’s older projects are the only evidence a buyer has of how it finishes what it starts.
They run shorter on average than the Sector 103 entries, by design. Whiteland’s corridor exposure is above.
Every Whiteland filing inside the Dwarka Expressway sector band belongs with corridor stock that has not yet been certificated as complete, which the site indexes separately from stock the register records as certificated.
9. Urban Cubes 71, Sector 71
In the Southern Peripheral Road belt, not on the Dwarka Expressway. Whiteland’s first registration, and the only one whose registered completion date has passed on every instrument that records it.

| Certificate on the record | Occupation certificate uploaded 29-07-2024 |
A construction cost of zero is the first clue, and it takes one qualification. The field budgets nothing for building apartments, which a plotted colony would not carry in any case, and the identical zero at entry 10 turns out not to mean a buyer builds there. What settles it here is the licence: the register records a 2.65-acre plotted colony of 34 plots under licence 67 of 2021, with no condition restricting the sale of plots, and the shop-cum-office description comes from Whiteland’s own site rather than from the filing. That changes the whole question set: there is no tower, no carpet loading and no handover in the usual sense, and the checks move onto the conveyance, the sanctioned plan and the demarcation.
The completion date passed and then a certificate appeared. The registered date was Dec. 31, 2023. No extension order and no revised completion date appear anywhere on the register. An occupation certificate was uploaded on July 29, 2024, seven months later. That is an upload date and not an issue date, the document is an image-only scan, and no memo number or issuing officer is retrievable from it. Whiteland is on neither the authority’s defaulter, cancelled, suspended and abeyance list nor its lapsed list, both of which were read in full. The 2022 Central Bureau of Investigation search reporting named an under-construction mall it called Urban Cubes-71 in this sector, and this filing is the only one whose name and sector match it, set out in full under “An investigative matter, reported exactly” below, where that match is identified as this page’s own inference and where the reported allegation concerns a third party’s investment and no reporting located alleges an offense by Whiteland or by any of its directors. This suits a plot buyer who wants the conveyance and the demarcation checked, not a buyer expecting a built home.

10. Whiteland Blissville, Sector 76, registration 73 of 2022
On the NH-48 and Manesar belt, not the Dwarka Expressway. The largest of three Blissville registrations by land, and another filing with nothing budgeted for building apartments.
| Field | Detail |
|---|---|
| Promoter entity | Whiteland Corporation Private Limited, CIN U70109HR2021PTC092905 |
| HARERA registration | GGM/598/330/2022/73 dated 01.08.2022. Certificate uploaded 25-08-2022 |
| Location | Sector 76, Gurugram. Tehsil Manesar |
| Area | 7.3187 acres. 29,617.7279 sq m |
| DTCP licence | 93 of 2022 dated 12.07.2022 |
| Composition | 111 plots totalling 15,786.79 sq m. No apartments on this filing |
| Registered completion | 30-06-2027 |
| Estimated project cost | ₹11,891.9 lakh. Land ₹7,180.88 lakh; construction of apartments ₹0; infrastructure and other structures ₹1,174.47 lakh; other costs including EDC, taxes and levies ₹3,536.55 lakh |
| Certificate on the record | Completion certificate uploaded 09-07-2026 |
A condition the authority attached in 2022 changes what is on sale here. This filing budgets nothing for construction and registers 111 plots and no apartments, which by the test applied at entry 9 would make it a plotted product a buyer builds on. It is not one, because the registration carries a condition permitting no sale of plots, only sale of floors. That is a material distinction. A buyer of a floor takes a built unit with the rights that attach to it; a buyer expecting to acquire the plot itself, and to build or resell it as land, is buying something the registration does not permit the promoter to sell. Read your own agreement against that condition before you sign it. The filing suits a floor buyer in the Manesar belt who has read that condition and wants stock against which a completion certificate has been uploaded.

11. Whiteland Blissville, Sector 76, registration 79 of 2022
Manesar belt, not the Dwarka Expressway. The second Blissville registration, and the first with a real construction budget.
| Field | Detail |
|---|---|
| Promoter entity | Whiteland Corporation Private Limited, CIN U70109HR2021PTC092905 |
| HARERA registration | GGM/604/336/2022/79 dated 17.08.2022. Certificate uploaded, date not retrieved for this page |
| Area | 1.9256 acres. The form’s plots-to-be-sold field prints 7,792.705 sq m, which is the same figure registration 111 of 2022 at entry 12 carries |
| DTCP licence | 93 of 2022 dated 12.07.2022 |
| Composition | 220 apartments across five rows, from 64.60 to 84.39 sq m carpet, whose tower column reads 4, 8, 10, 29 and 4, adding to 55. Four apartments to each figure in that column. The registration certificate for the sibling filing at entry 12 describes what that filing registers as “Independent Residential Floors”, so this page reads those 55 as floor blocks rather than towers. That reading is this page’s, no instrument on this filing itself states it, and it borrows the wording the registration certificate for the sibling filing at entry 12 uses of that filing’s own registered area. See “How to read the entries below” |
| Registered completion | 31-12-2026, the date Whiteland Arena 76 at entry 13 carries, and the date registration 111 of 2022 at entry 12 carries on its Form REP-I against a registration certificate running to June 30, 2027 |
| Estimated project cost | ₹26,092.85 lakh as stated. Land ₹3,170.15 lakh; construction of apartments ₹9,796.18 lakh; infrastructure ₹626.52 lakh; other costs ₹8,500.00 lakh. Those four lines sum to ₹22,092.85 lakh, ₹4,000.00 lakh short of the stated total. The discrepancy is on the filing, and a buyer on this registration is entitled to ask the promoter which of the two figures is right |
| Certificate on the record | Completion certificate uploaded 09-07-2026 |
Three registrations, one colony, three different cost profiles. Registration 73 budgets nothing for construction on 7.3187 acres; this one budgets ₹9,796.18 lakh on 1.9256 acres, on a cost table whose lines do not sum to its own total. That is consistent with a licensed colony where the land and infrastructure sit on one filing and the built floors on others, and it is the reason a buyer here has to know which of the three registrations covers their own unit. Ask for the registration number, not the colony name. A resale buyer looking at Blissville resale listings is buying against whichever of these three their unit sits on.

12. Whiteland Blissville, Sector 76, registration 111 of 2022
Manesar belt, not the Dwarka Expressway. The third Blissville registration, and the only filing in the set of 15 where the promoter’s own form carries an approval marked “APPLIED FOR BUT YET TO RECEIVE” in terms. Elsewhere, as on the three 2024 Sector 103 filings, an outstanding approval shows up as an absence from the approvals table rather than as a status.

| HARERA registration | GGM/636/368/2022/111 dated 28.11.2022. Certificate uploaded 02-01-2023 |
| Area | Not settled on this filing. The Form REP-I and the registration certificate give registered areas about 0.05 acres apart, and nothing on the record says which governs in terms, so this page prints neither as a figure. The form’s own metric figure corroborates the smaller of the two: the land utilization it prints, 7,792.705 sq m, converts to the form’s acreage and not to the certificate’s, which would need about 7,994 sq m. That is corroboration and not a ruling, and it carries a qualification the reader should have: the identical figure, 7,792.705 sq m, also appears on registration 79 of 2022 at entry 11, which states 1.9256 acres. The field may therefore be recording something common to the colony rather than this filing’s own ground, so this page still adopts neither acreage. Both instruments agree the licensed colony is 7.3187 acres, and that is the figure this page uses |
| DTCP licence | 93 of 2022 dated 12-07-2022 on the Form REP-I. The registration certificate renders the licence date as 11.07.2022; the form and the sibling filings say 12-07-2022 and this page follows them |
| Composition | 56 plots and 224 units. The Form REP-I rows sum to exactly 56 and exactly 224, and the registration certificate gives the same figures. Settled on two instruments. The apartment table’s tower column reads 2, 2, 6, 1, 1, 4, 1, 1, 7, 4 and 27, which sum to 56, at four apartments to each figure, and any total on this filing equals that sum. The registration certificate for this filing calls what it registers “Independent Residential Floors”, so this page reads those 56 as floor blocks rather than towers, on the certificate’s wording and not the form’s. Of the three filings where this page reads the tower column as recording something other than a tower, at entries 3, 11 and 12, this is the only one whose own certificate supports the reading. See “How to read the entries below” |
| Estimated project cost | ₹27,798.67 lakh. Land ₹3,107.63 lakh; construction of apartments ₹11,367.64 lakh; infrastructure ₹626.52 lakh; other costs including EDC, taxes and levies ₹12,696.88 lakh |
| Registered completion | 31-12-2026 on the Form REP-I. The registration certificate as fetched runs the registration to June 30, 2027. As with the acreage above, this page prints both and settles neither. Ask which date your own agreement works to |
| Approval recorded as outstanding | Environment clearance: “APPLIED FOR BUT YET TO RECEIVE”, in the promoter’s own words on the form |
| Certificate on the record | Completion certificate uploaded 09-07-2026 |
A completion certificate was uploaded on a filing whose form still shows the environment clearance as applied for. The form records the position at the date of filing in 2022, and whether the clearance was subsequently obtained is not retrievable, so this page draws no conclusion from the sequence. It is a question with a one-document answer and a buyer is entitled to ask it. Someone buying on this registration should ask for the environment clearance and the completion certificate together.
→ Ask for the environment clearance and completion certificate on registration 111 (WhatsApp to [BROKERAGE NAME], RERA agent registration [AGENT REGISTRATION NUMBER].)
13. Whiteland Arena 76, Sector 76
Manesar belt, not the Dwarka Expressway. Whiteland’s only registration whose entire unit table is small commercial units, on less than a third of an acre, and the only filing carrying a registered completion date inside the next 12 months with nothing on the record against it. Phase 6 on the Sector 103 colony holds small-format units of a comparable kind inside a registration on a mixed land use colony, and Urban Cubes 71 at entry 9 registers plots rather than a building of any kind.

| HARERA registration | GGM/644/376/2022/119 dated 13.12.2022. Certificate uploaded 15-06-2023 |
| Area | 0.293 acres, the smallest filing in the portfolio |
| DTCP licence | 93 of 2022 dated 12-07-2022 |
| Units | 25 separate size categories, from 4.83 sq m carpet to 78.32 sq m, which the form places in one tower. That is the whole tower statement on this filing, and this page read no separate tower total on it, so one tower is what the record says and one tower is what this page prints. See “How to read the entries below”. This page has read three different totals off this filing. Summing the 25 rows of the Form REP-I gives 74, which is also the figure on the registration certificate. An earlier transcription of the same form gave 76, and one rendering of it printed a stated total of 77. Two instruments now agree on 74, and this page prints the three readings rather than settling on a count, because three readings of one filing is itself the finding |
| Estimated project cost | ₹2,275.82 lakh. Land ₹272.01 lakh; construction of apartments ₹1,136.90 lakh; infrastructure and other structures ₹0; other costs including EDC, taxes and levies ₹866.91 lakh |
| Registered completion | 31-12-2026 |
| Certificate on the record | Registration certificate only. Neither an occupation certificate nor a completion certificate appears anywhere on this filing |
This is the filing to watch. A registered completion date of Dec. 31, 2026 is four months away as at the date of this page, and the register carries no occupation certificate, no completion certificate and no extension order. That is not a finding of default. It is a statement about what the public record contains, and the record may simply lag. A commercial buyer here should ask for the current position in writing from the authority’s record rather than from a brochure, and should ask what happens if the date passes.

| HARERA registration | GGM/663/395/2023/07 dated 12.01.2023. Certificate uploaded 23-06-2023 |
| Area | 11.96 acres, registered area equal to licensed area |
| DTCP licences | 91 of 2022 and 92 of 2022, both dated 12-07-2022 |
| Units | Two rows: 619 apartments against a figure of nine towers, and a second row of 112 units recording zero towers. The form prints no totals row, and its two rows read nine towers and zero, so nine is the figure either reading of the rows gives. See “How to read the entries below”. The carpet-area cell on the first row holds an aggregate entered in a per-unit field, and the second row’s is zero. This filing publishes no per-unit size of any kind, which is the finding: a buyer at The Aspen cannot take a carpet area for their own apartment from the statutory record |
| External services | Roads MCG “No”; water supply GMDA “No”; electricity DHBVN “No”; sewage disposal GMDA “No”; storm water drainage GMDA “No”. This is the only Whiteland filing where every external service row reads “No”, and at 11.96 acres it is the largest Whiteland filing by land |
| Registered completion | 31-12-2030 |
| Estimated project cost | ₹1,78,580.23 lakh. Land ₹11,392.59 lakh; construction of apartments ₹96,950.00 lakh; infrastructure and other structures ₹64,253.50 lakh; other costs including EDC, taxes and levies ₹5,984.14 lakh. The four lines sum to the total exactly |
| Certificate on the record | Registration certificate only. Neither an occupation certificate nor a completion certificate appears anywhere on this filing |
The registration order of Jan. 12, 2023 is worth reading in full and here is what it contains. The authority approved the registration subject to three securities of ₹25 lakh each, by bank guarantee or check, a total of ₹75 lakh, against the environment clearance, the fire scheme and the service plans and estimates, all three due within three months. It set a 15-day deadline for the airport height clearance and a six-month deadline on the mining permission.
Those are compliance securities, not penalties, and the distinction matters. The authority was registering a project whose approvals were incomplete and taking security against their delivery, which is what the mechanism is for.
One line in that order is the most useful connectivity fact anywhere on this page about Sector 76. As at Jan. 12, 2023, The Aspen’s road access NOC was still pending, and the order records its GMDA water, sewer and storm-water approvals as in hand. The promoter’s own form does not agree: all three of those rows on the Form REP-I read “No”, as does every other external service row on this filing, and nothing on the record reconciles the two. The filing suits a buyer who wants the largest Whiteland scheme outside the corridor and will ask what happened to each of those three guarantees.
→ Ask what became of the three Aspen bank guarantees and the road NOC (WhatsApp to [BROKERAGE NAME], RERA agent registration [AGENT REGISTRATION NUMBER].)

Total 300 units across rows reading one, two, one, one and one towers, adding to six, and any total on this filing equals that sum, so nothing separates a stated figure from arithmetic. The uploaded drawing filenames name Tower-10 and Tower-11, which is a document-name observation and not a form field. See “How to read the entries below” |
| Approvals, the fullest set on any Whiteland filing | Licence 25-08-2023; letter of intent 03-08-2023; building plan 16-05-2024; airport height clearance 19-03-2024; power load 22-02-2024; sewage 11-12-2023; storm water 12-12-2023; water 15-12-2023; zoning 25-08-2023; forest NOC 07-09-2022, all “ALREADY BEEN OBTAINED”. Roads GMDA “Yes”, 25-08-2023. Of the 15 filings identified for this page, this is the only one that records a dated road approval |
| Registered completion | 30-06-2031 |
| Estimated project cost | ₹60,651.92 lakh. Land ₹2,769.74 lakh; construction of apartments ₹35,448.48 lakh; infrastructure ₹2,410.00 lakh; other costs including EDC, taxes and levies ₹20,023.70 lakh |
| Certificate on the record | Registration certificate only. Neither an occupation certificate nor a completion certificate appears anywhere on this filing |
Forty-eight units at 18.20 sq m carpet, or roughly 196 sq ft, sit inside a residential filing. As with Phase 6 on the corridor colony, units of that size are not apartments. A buyer should establish what those 48 units are and what they are permitted to be used for, because they sit in the same building as the homes. The filing suits a buyer who wants the newer Aspen product and has asked what the small-format units are.
→ Find out what the 48 small-format Aspen One units are (WhatsApp to [BROKERAGE NAME], RERA agent registration [AGENT REGISTRATION NUMBER].)
A company incorporated in 2021, and a handover in 2032
Whiteland Corporation Private Limited was incorporated on Feb. 12, 2021. Its longest registered completion date is Dec. 31, 2032. A buyer in Phase 4 is therefore signing to a handover date seven years and seven months after that phase was registered, from a company that had itself existed for four years and three months on the day it registered the phase.
That is a fact, not a criticism. New companies build good buildings and old ones fail. What it means practically is that the usual shortcut, looking at what a developer delivered 10 years ago, is not available here, and the checks have to fall on the paper instead.
| Field | Detail |

| Registered name | Whiteland Corporation Private Limited |
| CIN | U70109HR2021PTC092905. Registrar of Companies, Haryana, registration number 92905 |
| Incorporated | Feb. 12, 2021 |
| Former names | None. The corporate record shows a single name since incorporation, which means a register search under this name will surface everything |
| Registered office | Worldmark, Sector 65, Gurugram. The floor is not stated here: the registration certificate for 111 of 2022 gives the 19th floor and the corporate-registry derivatives give the 10th, and the Ministry of Corporate Affairs master data that would settle it was not read for this page |
| Directors, from corporate-data aggregators | Navdeep Sardana; Prashant Kshatriya, appointed Sept. 7, 2023; Kamaljeet, appointed Oct. 4, 2023. Director identification numbers are on the Ministry of Corporate Affairs record and are not reproduced here, because nothing a buyer needs to check turns on them |
| Names on the statutory filings | The Form REP-I filings carry Sumit Chaudhary as managing director on Blissville registration 73 of 2022 and on The Aspen, Navdeep Sardana as managing director on two of the Sector 103 filings, Prashant Kshatriya as director, and Krishan Kumar as authorized representative |
| Capital | Not published here. The only figures reachable came from corporate-data aggregators and the Ministry of Corporate Affairs master data was not read, so no capital figure appears on this page |
| Licence holders | Not retrievable. The DTCP licence register was unreachable, so whether Whiteland holds the underlying colony licences alone or jointly with landowner companies cannot be stated |
One third-party number does exist and it is the most substantial one on this page. Ahluwalia Contracts (India) Limited disclosed to the exchanges on June 27, 2025 an order of about ₹821 crore excluding GST on a 36-month schedule for Urban Resort, Sector 103. What it tells you: a listed contractor has committed to a construction program of that size and duration on this colony, and it filed the fact under a statutory obligation. What it does not tell you: anything about funding, sales or whether the uncertificated phases will be certificated.
One press item should not be read as a Whiteland figure at all. Kalpataru Projects disclosed an order on June 9, 2025 that names no client, and its stated area of over 12 million sq ft is roughly three and a half times the entire buildable area of this Sector 103 colony. It is not evidence about Whiteland.
The 848 apartments the four rows of the single filing at entry 4 sum to are one phase of one colony, and the site’s own count of how much apartment inventory this corridor is carrying sets a number of that size against the corridor total.
What Sector 103 costs, and why this page will not tell you
The one Sector 103 rate series this article found for a Whiteland project is contaminated, and the most useful thing this page can do is show you why rather than pick one.
Square Yards’ own project page for Whiteland Urban Resort carries a quarter-labeled asking series whose fourth-quarter 2025 entry records a single-quarter rise no residential market produces in three months, and this page prints none of the figures, because a number produced by a data-handling error is not made safer by being quoted.
The mechanism is identifiable, which is what makes this worth publishing. The opening value of that quarter is the identical figure Square Yards prints for December 2025 on its own page for Mahira Homes 103, a different Sector 103 project entirely. That points at a locality seed value being displayed as a project price, which is the likeliest reading and not a certainty. Once you know that, the quarter’s rise stops being a price movement and becomes a data-entry artifact, and the same test works on any project page you are shown.
Two more checks point the same way. Square Yards and bigestate.io differ by about 50% on the Sector 103 sector rate, and the larger of the two figures carries no observation quarter and names no area basis. The only dated series for the locality as a whole that carries quarter labels, bigestate.io’s, ends at ₹9,574 in April 2025, five quarters stale, and names no area basis either.
Two clean series do exist on the same platform and they act as controls. Square Yards’ quarter-labeled series for Godrej Vrikshya runs ₹16,500, ₹16,900, ₹18,650 and ₹19,250 across the four quarters to June 2026, on the saleable-area basis that page names, and its series for Mahira Homes 103 runs across the same four quarters on a page that names carpet area as the basis for its sizes, with under 7% between its lowest quarter and its highest, which is why no quarter inside it can have moved further than that. This page does not print its four values, because one of them is the figure the Whiteland page borrowed, and printing it here would invite the confusion this section is unpicking. The sentence above says which page and which month to pull them from. The Godrej series is printed in full and moves no more than 11% in any quarter. Both are internally coherent. They are not on the same basis as each other, which is this section’s own point turned on its own evidence: each series is checkable against itself and neither converts into the other. Mahira Homes 103 is the same page whose December 2025 figure turned up at the head of the Whiteland quarter, which is the point: the platform holds a plausible series for that project and an impossible one for this project. Their existence is what establishes that the Whiteland page’s number is the outlier rather than the market being wild.
One price signal on that platform is worth more than its per-square-foot figure, and this page will print it. Square Yards’ project page for Whiteland Urban Resort, last updated June 2026, carries a price range of ₹6.88 crore to ₹11.58 crore against 3BHK sizes of 2,673 and 2,939 sq ft and 4BHK sizes of 3,987 and 4,328 sq ft, on the saleable-area basis that page names. Those sizes are super area and are not what HARERA measures, so none of them converts into a carpet area without a loading percentage nobody publishes. It is an asking range from a developer price list, not a transacted price, and it is the only Whiteland figure in this section this page will print, because it is the one the platform’s own per-square-foot arithmetic does not reproduce and therefore the one that did not come out of the corrupted series.
Beyond that this page publishes no Sector 103 rate, and here is what to do instead. Ask the sales office for the rate and the area basis in writing for the specific unit, and ask which area the rate multiplies, carpet or saleable. The register measures this colony in carpet area, in square meters. Every portal quotes saleable area in square feet. A rate on one basis divided into a price on the other produces a number that cannot be checked.
For how corridor rates have been reported across the year on a comparable basis, the site’s record of Dwarka Expressway rate movement sets out the wider series.
One dated resale observation does exist, and it is off the corridor: 24 Blissville resale listings on Square Yards between ₹1.76 crore and ₹2.3 crore, observed Aug. 5, 2026. That page names two area bases and mixes them across its listings, quoting built-up area on some and saleable area on others, which is this section’s own point arriving in a second form. It is an asking band on Sector 76 stock and it says nothing about Sector 103.
What the register shows as certificated
Four of 15 filings carry an occupation or completion certificate on the authority’s own record. That is a different document from the registration certificate, which 12 of the 15 filings hold and which proves only that a project is registered. The certificate column in the master table near the top of this page names the furthest document each filing has reached, so the three filings with no registration number are the only three with nothing in it at all. All four are in Sectors 71 and 76. No occupation or completion certificate appears against anything on the Dwarka Expressway colony. Nothing was due to be either. Every Sector 103 registered completion date on the Form REP-I falls in 2031 or 2032, and the one certificate line that reads otherwise, at entry 3, is almost certainly an error, for the reason set out there.
| Filing | Certificate | Uploaded |
|---|---|---|
| Urban Cubes 71, Sector 71 | Occupation certificate | 29-07-2024 |
| Whiteland Blissville, 73 of 2022 | Completion certificate | 09-07-2026 |
| Whiteland Blissville, 79 of 2022 | Completion certificate | 09-07-2026 |
| Whiteland Blissville, 111 of 2022 | Completion certificate | 09-07-2026 |
Three cautions apply to every date in that table. Each is a portal upload date, not a certificate issue date. Both document types are image-only scans, so no memo number, no issuing officer and no content is retrievable from either. And three completion certificates uploaded on the same day is consistent with one filing action rather than three completions.
One record sits beside those certificates and disagrees with them, and this page reports both rather than choosing. Square Yards’ Blissville project page describes the scheme as under construction with possession scheduled for December 2026, on a page carrying its own last-update label of June 2026, which is before the uploads. Its resale page, updated Aug. 5, 2026, four weeks after them, still shows the majority of its 24 listings as under construction. Both were read on Aug. 27, 2026. The register is the register and a portal is a portal, and what the register actually shows is an upload date for a document whose contents could not be read. A buyer on any of the three Blissville registrations should ask for the completion certificate itself and read the date on its face.
One filing has passed a registered completion date on every instrument that records it, and three more reach one on Dec. 31, 2026. Urban Cubes 71 passed a registered date of Dec. 31, 2023 and an occupation certificate was uploaded seven months later, with no extension order on the record in between. Three filings then carry Dec. 31, 2026 on their Form REP-I, four months from now: Blissville registrations 79 and 111 of 2022, both of which show a completion certificate uploaded 09-07-2026, and on 111 of 2022 the registration certificate runs instead to June 30, 2027, which this page prints beside the form’s date at entry 12 without settling either, and Whiteland Arena 76, which shows no occupation certificate, no completion certificate and no extension order. That is the one to watch. The Aspen and Aspen One hold neither certificate either, but their registered dates are Dec. 31, 2030 and June 30, 2031 and neither is near.
And no progress evidence was located for anything here. The Haryana authority’s site publishes no browsable quarterly progress route, and none was found for any registration on this page. That is a fact about the regulator’s publication and about this search, not about Whiteland’s filing. The obligation exists. Later work in this series established that HARERA does host quarterly engineer’s certificates for some registrations, reachable by a direct document URL rather than through any listing, so the right reading of this gap is not located rather than not filed. For eight Sector 103 filings carrying registered completion dates in 2031 and 2032, and one of those dates carried differently on two instruments at entry 3, the only construction evidence on the public record is the contractor’s exchange disclosure set out above, and beyond that a buyer sees what the seller chooses to show them.
Whiteland does not appear on the authority’s defaulter, cancelled, suspended and abeyance list, which carries five entries and was read in full, and does not appear on its lapsed list, which carries 134 entries and was read in full.
The record, and what a search is not
Read this section knowing two limits. HARERA’s public complaint search offers only an authority, a case number, a year and a CAPTCHA. There is no respondent field, so no total number of complaints against Whiteland can be stated, and this page will not write “no complaints” or “clean record”. And this article contacted nobody; it is a documentary record of what named sources published.
Adjudicated
The Aspen registration order, Jan. 12, 2023. The authority registered the project subject to three securities of ₹25 lakh each, by bank guarantee or check, against the environment clearance, the fire scheme and the service plans, due within three months, with a 15-day airport height clearance deadline and a six-month mining deadline, and recorded that the road access NOC was pending. Compliance security at registration, not a penalty.
The Sector 103 orders of June 10, 2024 and May 12, 2025, set out in entries 1, 2, 3 and 7 above.
Nil results, stated as nil results
A targeted search found no published record of any order, judgement or proceeding naming Whiteland Corporation Private Limited or CIN U70109HR2021PTC092905 before the Haryana Real Estate Appellate Tribunal, the Punjab and Haryana High Court, the National Company Law Tribunal, the National Company Law Appellate Tribunal, the Income Tax Appellate Tribunal, the Securities and Exchange Board of India, the Competition Commission of India or the National Consumer Disputes Redressal Commission. The authority’s judgements listing could not be confirmed as complete, so that nil result is bounded by what was reachable.
An investigative matter, reported exactly
On Aug. 24, 2022 the Central Bureau of Investigation searched premises in Gurugram in the railways land-for-jobs case. The Tribune reported on Aug. 25, 2022 that the sites included an under-construction mall it called Urban Cubes-71, in Sector 71. The register carries no mall of that name: the only Whiteland filing matching that name and sector is the 34-plot colony at entry 9, and reading the two as the same site is this page’s inference from a name and a sector rather than anything a document states. The Tribune also reported that the sites included the World Mark tower on Maidawas Road in Sector 65 and an office in Sector 42, and that a CBI officer said over 200 sales deeds were seized.
What the agency was reported to be looking for concerned a third party, not Whiteland. PTI, published by ThePrint on Aug. 26, 2022, reported that the agency claimed the mall was built by Whiteland Corporation and belonged to the then Bihar deputy chief minister Tejashwi Yadav, and that the agency said it had received inputs of alleged investments by him in the project. The allegation reported was about that investment. In The Tribune’s own account of Aug. 25, 2022 the company is not named in connection with the allegation at all. Mr Yadav repudiated the claim, and that belongs here too: the same Tribune report records him rejecting it and saying the mall was inaugurated by a BJP member of parliament.
The company answered, and its answer belongs here. Whiteland told PTI on Aug. 26, 2022: “All assets of the company have been lawfully acquired with only legitimate sources and these are regularly audited according to protocol”, and “We are fully co-operating with investigative authorities in every manner and are available for any kind of investigation at any time.”
A search is not a charge, and an allegation is not a finding. No reporting located alleges an offense by Whiteland Corporation Private Limited or by any of its directors. A targeted search found no published record of any charge, chargesheet, attachment or adverse finding against the company or any of its directors. The Week reported on July 31, 2023 that the Enforcement Directorate’s provisional attachment in the same case named four firms, and Whiteland is not among them, and Deccan Herald’s report of Jan. 9, 2026 on the framing of charges names neither the company nor any Whiteland project.
This page draws no conclusion from any of that, in either direction. It records what was published, by whom and on what date, and it records what a targeted search did not find.
Which filing answers which buyer
| If you are | The filing | What you give up |
|---|---|---|
| Buying into the first phase the authority registered on this colony | Urban Resort, registration 65 of 2024, entry 1, the lowest-numbered of the three registered on June 18, 2024 | A 2031 date, an outstanding fire scheme approval across the colony and no configuration data on the form |
| Buying the phase with the most published detail | Urban Resort Phase 2, 2025 filing, entry 6 | The registration itself. It is the only filing giving configurations and it holds no certificate |
| Buying the largest new launch | Urban Resort, 2025 filing, entry 4 | The registration, the layout plan date, the building plan date and the road approval, all of which read NA or are absent |
| Buying Whiteland stock with a completion certificate on the record | Blissville, Sector 76, entries 10 to 12 | The Dwarka Expressway. It is in tehsil Manesar, and one registration permits floors only, not plots |
| Buying a plot you will build on | Urban Cubes 71, Sector 71, entry 9 | The corridor, a built home, and a registered date that passed in December 2023 with no extension order on the record |
| Buying commercial space | Whiteland Arena 76, entry 13; Phase 6, entry 8, for small-format units inside the Sector 103 colony; or Urban Cubes 71, entry 9, for the plots Whiteland’s own site calls shop-cum-office | At Arena 76, the corridor and any completion evidence: it holds a registration certificate but no occupation or completion certificate, and its registered date is four months away. At Phase 6, a 2032 handover and a form that never states what the units are. At Urban Cubes 71, the corridor and a built unit |
What the record does not contain, and what is still worth asking
That table routes you to a filing. This section says what the record will not tell you about it, whichever one you chose. Seven limits run across the whole portfolio, and six of them are why so many fields in the entries above record an absence rather than a value. One of the seven, the three cost tables that do not sum, is not an absence at all: it is something the record contains, three times over, and it belongs here because it runs across the portfolio in the same way the gaps do.
Licence-holder identity. The DTCP licence register was unreachable, so whether Whiteland holds licences 67 of 2021, 91, 92 and 93 of 2022, 172 of 2023, 263 of 2023 and 158 of 2024 alone or jointly cannot be stated.
Architect and contractor. HARERA’s Form REP-I carries no such field at all. This is a gap in the regulator’s form and it applies to every developer, not to Whiteland.
The certificates. Both the occupation certificate and the three completion certificates are image-only scans. No memo number, no issuing officer, no content.
Progress reports. No browsable route exists on the authority’s site and none was located for these filings. HARERA hosts quarterly engineer’s certificates for some registrations at direct document URLs, so this is an absence of retrieval rather than an established absence of filing.
Three cost tables that do not sum. At entry 6 the four cost lines exceed the stated total by ₹9.00 lakh and at entry 7 by ₹60.00 lakh; at entry 11 they fall ₹4,000.00 lakh short of it. Which of the two figures is the wrong one is not settled on any of the three filings. Each discrepancy is on the filing rather than in this page’s arithmetic. Whether three of 15 says something about how this promoter completes its forms, or something about how the portal renders them, is not established either way on the record.
The rate. No verifiable Sector 103 per-square-foot figure exists. The one price signal this page prints, the developer’s asking band on the platform, is a marketing range on a basis the register does not use, and it is set out with its limits above.
The completeness of the list itself, stated under “Fifteen filings, one company, one land holding” at the top of this page and repeated here because it bounds every count on it. The register’s own listing could not be fetched whole, so this page reports 15 filings identified rather than 15 filings held.
Five questions still open on this colony
The seven items above are limits in how the record is kept. The five below are limits in what it says about this colony. Three of the five, Whiteland could answer from a document it already holds. The other two turn on the authority: one on what it does next, one on a difference it has never explained.
When will the three certificates issue? Fifteen months after the hearing, all three still read “APPROVED AND READY FOR CERTIFICATE ISSUING PROCESS”.
Why did Phase 6 clear and Phase 3 not? Heard the same day, by the same authority, on the same conditions. One order says “the registration certificate”, the other says “the addendum certificate”. The record does not explain the difference.
Has the fire scheme approval been granted? It is recorded as applied for and secured by guarantees across the colony, and nothing on the record says it arrived.
What sits on the 2.26 acres of the licensed colony that the 2025 filings do not cover, and is it Phase 5? Six phases were approved and five were applied for. The register names no Phase 5.
Has the 66KV line moved? Whiteland deposited survey charges to have it shifted. Shifting it was described as an endeavor subject to feasibility, and no later record says what happened.
The finding, stated once more
Whiteland Corporation Private Limited holds one land position inside the Dwarka Expressway sector band: a 19.23126-acre licensed colony in Sector 103, split across eight filings, of which five carry a registration certificate and three do not. Nothing on it has been certificated as complete, and no phase carrying an apartment was due to be. No Sector 103 registered completion date on any Form REP-I has passed, and the certificate line that appears to say otherwise, at entry 3, is dealt with there.
The company’s own conduct of the paperwork cuts both ways and both belong here. It holds every filing in its own name with no special-purpose vehicle, which is unusual and which means one balance sheet answers for all 15. It appears on neither the defaulter list nor the lapsed list. It obtained a certificate for Phase 6 within a month of the order. And it has three filings, including its largest, sitting 15 months past a hearing with no certificate, no layout plan date and no building plan date.
The register also declines to say the thing the marketing says loudest. Not one of the eight filings names a road.
A certificate number is a fact you can check in about a minute, on a government site, for nothing. A brochure is not. Start with the number. Then run the same test against whatever else is being sold on this stretch of Sector 103, because it does not change with the builder.
Where every claim on this page comes from
Each item names a document a reader can pull independently.
HARERA Haryana, Gurugram bench. Form REP-I filings, registration detail records and the authority’s own hearing “proceedings of the day” and “order” columns. The Form REP-I filings were read for all 15 filings, on project records 1678, 2035, 2040, 2167, 2190, 2263, 2604, 2965, 2966, 2968, 3422, 3423, 3438, 3439 and 3440 on the authority’s portal. The hearing columns exist for 12 of those 15, and records 2040, 2167 and 2263 carry none. Registrations GGM/489/221/2021/57, GGM/598/330/2022/73, GGM/604/336/2022/79, GGM/636/368/2022/111, GGM/644/376/2022/119, GGM/663/395/2023/07, GGM/827/559/2024/54, GGM/838/570/2024/65, GGM/839/571/2024/66, GGM/840/572/2024/67, GGM/949/681/2025/52 and GGM/950/682/2025/53. The hearing columns are the highest-value source on this page: the Sector 103 proceedings and order text quoted throughout comes from them and from nowhere else.
HARERA orders. The Sector 103 orders of June 10, 2024 and May 12, 2025 are quoted verbatim, including the “addendum certificate” and “registration certificate” wordings compared in the opening section and at entry 7. The Aspen registration order of Jan. 12, 2023 comes from the order document itself and is summarized here rather than quoted.
HARERA compliance listings. The defaulter, cancelled, suspended and abeyance projects list, five entries, read in full. The lapsed list, 134 entries, read in full. The complaint search interface, checked directly for a respondent field.
Statute. The Real Estate (Regulation and Development) Act 2016, sections 3(1) and 59. No subordinate legislation was read for this page. The form, rule and fee named in the complaint route above were read for the sibling page in this series on Elan’s filings, are attributed there, and carry an instruction to confirm all three with the authority before filing.
DTCP Haryana. Licences 67 of 2021, 91, 92 and 93 of 2022, 172 of 2023, 263 of 2023 and 158 of 2024, as reproduced on the HARERA filings. The department’s own licence register was unreachable, which is why no licence-holder identity is asserted.
GMDA works, as reported by named press. The Tribune, June 7, 2023, and Construction World, June 8, 2023, on the works program funding master roads between Sectors 102A and 103 and Sectors 106 and 103. The Tribune, Jan. 23, 2025, on the trunk sewer scheme covering sectors 99 to 115. The Tribune, March 14, 2026, on the Dhanwapur sewage treatment plant serving sectors 81 to 104. GMDA’s and TCP Haryana’s own document trees were unreachable, so the corridor band placement rests on press reporting of government works and not on a works order or a sectoral plan.
A village listing sourced by its publisher to the Office of the Registrar General and Census Commissioner, for the placement of Dhanwapur within Kadipur sub-tehsil. Census-derived, one remove from the primary, and labeled as such above.
Stock exchange filings. Ahluwalia Contracts (India) Limited, June 27, 2025, for the ₹821 crore order named as Urban Resort, Sector 103. Kalpataru Projects, June 9, 2025, named only to explain why it is not evidence about Whiteland.
Corporate records. CIN U70109HR2021PTC092905 as stated on the HARERA filings themselves, with incorporation date, office and directors from corporate-data aggregators, which are secondary sources and are treated as such. Ministry of Corporate Affairs master data was not read for this page, which is why no capital figure appears.
Press reports, named where used. The Tribune, Aug. 25, 2022, and PTI published by ThePrint, Aug. 26, 2022, on the Central Bureau of Investigation searches and on the company’s response; The Week, July 31, 2023, on the Enforcement Directorate attachment; Deccan Herald, Jan. 9, 2026, on the framing of charges. A syndicated press release about road links near Sector 71 was identified as a release rather than journalism, and neither it nor any figure in it is used anywhere on this page.
Market data. Square Yards and bigestate.io, for dated asking rates and listing counts only, each quoted with its observation quarter where the source publishes one and, where the source names one, its area basis. Where a series moved further than any real market moves, this page names the artifact and its likely mechanism instead of repeating the number.
Verified Aug. 27, 2026 against HARERA registrations, Form REP-I filings, registration certificates and hearing records, two authority compliance listings, DTCP licence data as reproduced on statutory filings, GMDA works and scheme records, a listed contractor’s exchange filing, and dated market data. Adjudicated matters, pending matters, investigative reporting and nil results carry separate labels throughout. Where the register is silent, this page says so.
